UH, SHE WAS THE SENIOR PPA, UH, AT FIRE FOR 15 YEARS AND HANDLED THE DAY-TO-DAY PAYROLL PERSONNEL FUNCTIONS, ALONG WITH BEING THE RETURN TO WORK COORDINATOR FOR WORKERS' COMPENSATION INJURIES.

IN 2018, SHE WAS SELECTED AND HONORED AS EMPLOYEE OF THE YEAR FOR THE FIRE DEPARTMENT.

UH, SHE HAS SINCE TRANSFERRED TO THE CITY AUDITOR'S OFFICE IN 2020, HANDLES ALL CITYWIDE GARNISHMENTS, HANDLES ALL ACCOUNTS PAYABLE, ALONG WITH CREATING CONTRACTS, PURCHASE ORDERS, AND MAKES SURE THE INVOICES ARE PAID TIMELY.

SHE'S THE PRIMARY BACKUP FOR DISBURSEMENT DESK, ENSURING THE ACCOUNTS PAYABLE CHECKS ARE PROCESSED AND MAILED OUT EACH AND EVERY DAY.

UH, SHE ALSO ASSISTS WITH PPA FUNCTIONS FOR DISASTER PREPAREDNESS AND EMERGENCY COMMUNICATIONS.

WHILE WE WERE LOOKING FOR A REPLACEMENT FOR THAT POSITION, HER EXTENSIVE KNOWLEDGE, UH, ALONG WITH HER HARD WORK, UH, ETHIC, FLEXIBILITY, AND PLEASANT DEMEANOR, HAVE MADE HER AN INVALUABLE ASSET TO THE CITY CON.

SHE CONSISTENTLY DELIVERS HIGH QUALITY WORK AND COMMITMENT TO CONTINUOUS IMPROVEMENT, AND SHE THRIVES IN A TEAM ENVIRONMENT THAT IS HIGHLY RESPECTED BY ALL AND ALWAYS HAPPY TO HELP NO MATTER WHAT THE TASK WILL BE.

ARICK WAS ALSO INSTRUMENTAL IN THE CITYWIDE EFFORT TO REDUCE SPEED LIMITS WITH HIS ATTENTION TO DETAIL AND ORGANIZATION.

ALSO, NOTABLE IS HIS PROFICIENCY, UH, FOR LEADERSHIP AND INSTRUCTION, EMPOWERING OTHERS IN THE MOBILITY BUREAU TO GROW IN THEIR KNOWLEDGE AND CONFIDENCE AS A CITY WORKS TOWARDS ITS GOAL OF ZERO ROADWAY DEATHS.

THIS IS SOMETHING THAT IS AS CLOSE TO MY HEART AND I WANTED TO MAKE SURE THAT IT HAPPENED IN OUR CITY.

SO, I WANT TO SAY, MAYOR, THANK YOU VERY MUCH FOR YOUR SUPPORTING.

HAS COUNCILWOMAN, THANK YOU VERY MUCH FOR ALL YOUR SUPPORT MAKING THIS HAPPEN.

UH, THIS YEAR WAS ONLY OUR SECOND YEAR, AND I CAN TELL YOU THAT FROM 2022 TO 2023, WE, WE HAD A ABOUT 50% INCREASE AS FAR AS THE NUMBER OF PEOPLE THAT WANTED, AND ORGANIZATIONS THAT WANTED TO PARTICIPATE AND BE PART OF IT.

SO THAT WAS, UH, VERY NICE TO SEE.

UH, WE FIGURED THAT WE HAD ABOUT SEVEN TO 8,000 PEOPLE THAT ATTENDED PHYSICALLY, EH, THE STREETS OF DOWNTOWN LONG BEACH THAT DAY, SO THEY COULD WATCH AND, YOU KNOW, BE PRESENT AT THE PARADE.

UH, AS YOU MENTIONED, CHANNEL SEVEN IS OUR, OUR MEDIA PARTNER ON THE ENGLISH SIDE OF IT THIS YEAR.

THEY ALREADY ARE COMMITTED TO BROADCAST THE PARADE FOR THE NEXT THREE YEARS.

UH, THEY, THEY WANT AN EXCLUSIVITY DEAL WITH US IN OUR COMPANY.

SO WE'RE, WE'RE EXCITED TO, TO BE ABLE TO EXPAND IT.

EXTEND CITY COUNCIL REVIEW PERIOD FOR CONTINUING THE LOCAL EMERGENCY FROM

[23. 23-51487 Recommendation to continue the local emergency caused by conditions or threatened conditions of homelessness within the City of Long Beach, which if not corrected, constitutes an imminent and proximate threat to the safety of persons and property within the City; Extend City Council review period for continuing the local emergency caused by conditions or threatened conditions of homelessness within the City of Long Beach from thirty (30) days to sixty (60) days pursuant to Section 2.69.060 of the Long Beach Municipal code, with a date certain termination of Februrary 28, 2024; Receive and file an update on the emergency proclamation and associated activities and provide any additional direction to City staff regarding the emergency; Adopt resolution to accept and expend grant funding from the California Department of Housing and Community Development (HCD), in an amount not to exceed $10,000,000; Authorize City Manager, or designee, to execute all necessary documents, and any necessary subsequent amendments, including amending the terms or award amount, with HCD relating to the grant application and award of grant funds, for construction of modular non-congregate shelter units for interim housing, for persons experiencing homelessness; Authorize City Manager, or designee, to execute an agreement, and all necessary documents, subgrants, and any subsequent amendments, including any amendments to the award amount or to extend the grant term, with the State of California Business, Consumer Services and Housing Agency’s (BCSH) California Interagency Council on Homelessness (Cal ICH) to accept and expend funding in an amount not to exceed $5,330,545 for encampment resolution funding to support the wellness and safety of people experiencing homelessness in encampments; and Increase appropriations in the Health Fund Group in the Health and Human Services Department by $5,330,545 for homeless encampment resolution, offset by grant revenues. WE GAVE A PRESENTATION A FEW MONTHS AGO ABOUT WHAT IT LOOKS LIKE TO MOVE INTO THE NEXT PHASE MOVING FORWARD ON IMPORTANT PROJECTS THAT WERE JUST MENTIONED.

UH, RECEIVING THE GRANT FUNDING FOR THE ENCAMPMENT RESOLUTION.

WE'RE REALLY FORTUNATE TO THE STATE OF CALIFORNIA TO HAVE RECEIVED MORE THAN $5 MILLION TO FOCUS ON HOUSING AND ENCAMPMENTS IN THE DOWNTOWN AROUND AREAS LIKE BILLIE JEAN KING LIBRARY AND LINCOLN PARK.

SO THIS IS REALLY IMPORTANT THAT WE HAVE THE ABILITY TO HAVE THESE CONTRACTS, GET THIS DONE, AND TO EXECUTE ON SOME OF THE IMPORTANT PROJECTS.

SO WE GOT THE, THE WINTER SHELTER UP EARLY.

WE HAVE THE RESCUE MISSION BUILDING UP, BUT THERE'S OTHER THINGS.

WE HAVE OUR YOUTH NAVIGATION CENTER SHELTER THAT WE HAVE TO MOVE ON.

WE HAVE THE CONTRACT THAT WE HAVE TO MOVE ON WITH LUXURY IN.

WE FINALLY HAVE A SITE ON TINY HOMES.

SO WE FINALLY HAVE ALL THESE THINGS TOGETHER.

WHAT THIS DOES IS EXTEND IT AND GIVE US A DATE CERTAIN IN FEBRUARY.

SO THIS IS REALLY AN IMPORTANT MILESTONE HERE.

YOU WILL HEAR FROM US AGAIN IN 2024, BUT NOT QUITE AS MUCH .

UM, ALL RIGHT, SO HERE WE GO.

SO, UH, JUST QUICKLY, OUR MISSION IS TO REDUCE THE NUMBER OF PERSONS EXPERIENCING HOMELESSNESS IN THE CITY AND REGION BY INCREASING HOUSING OPPORTUNITIES AND ENHANCING CURRENT INITIATIVES, WHILE MAINTAINING THE SAFETY AND SECURITY OF THE PEOPLE WHO ARE EXPERIENCING HOMELESSNESS, THE GENERAL PUBLIC CITY STAFF, AND IMPROVING OVERALL PUBLIC SAFETY FOR THE ENTIRE COMMUNITY.

AND IT'S IMPORTANT TO KICK OFF OUR PRESENTATIONS WITH THE MISSION, JUST TO KEEP US GROUNDED IN THE WORK AND WHAT HAS SET US INTO ALL OF THIS AMAZING WORK THAT OUR DEPARTMENTS HAVE BEEN DOING.

SO, AS A REMINDER, THE OVERARCHING GOAL IS TO IMPROVE OUR APPROACH, UM, AND GET TO THE ROOT CAUSE OF THE SYSTEMIC PROBLEM.

WE DO THIS BY FOCUSING ON PREVENTION, BEHAVIORAL HEALTH SERVICES AND HOUSING.

UM, OVER THE LAST 12 MONTHS, WE'VE MADE A LOT OF PROGRESS BY INCREASING FUNDING AND RESOURCES, UM, BY AND IMPLEMENTING NEW, IMPLEMENTING NEW PROGRAMS. WE SPED UP OUR OVERALL RESPONSE AND ARE CREATING LONG-TERM GOALS AND ORGANIZATIONAL STRUCTURES TO SUSTAIN THE WORK.

AFTER THE EMERGENCY HAS COME TO AN END, WHICH I AM GONNA TALK ABOUT THIS EVENING, AS WE MOVE INTO THIS STRATEGIC PLANNING PHASE, THIS OVERARCHING GOAL WILL CARRY FORWARD IN HOW WE ADDRESS HOMELESSNESS AS A CITY.

SO IN 2020, UH, 2024 WILL BRING US MANY THINGS.

THE STRATEGIC PLAN 2.0 BEING ONE OF THEM, THE STATEMENT OF POSSIBILITY THAT THE EXPERIENCE OF HOMELESSNESS IS LONG IN, IN LONG BEACH IS RARE AND BRIEF WHEN IT OCCURS, UM, IS WHAT HELPED US FOCUS OUR EFFORTS ON INCREASING AND LEVERAGING OUR RESOURCES SO THAT WE CAN BE ACCOUNTABLE TO THIS STATEMENT.

AS WE'VE BEEN DISCUSSING QUITE, QUITE THOROUGHLY OVER THE LAST COUPLE OF MONTHS, WE HAD TO MAKE SOME SHIFTS WITH THE TINY HOME PROJECT.

WE'RE HAPPY TO REPORT THAT THE STATE FINALLY APPROVED US TO SUBMIT A NEW APPLICATION NAMING THE SOUTHEAST CORNER OF EAST SPRING STREET AND CALIFORNIA AVENUE AS THE NEW LOCATION THE TEAM IS WORKING ON RESUBMITTING THE APPLICATION WHILE, WHILE SIMULTANEOUSLY WORKING ON THE PLANNING FOR THE REDESIGN.

HERE, BECAUSE OF THIS CHANGE, WE ALSO NEED THE AUTHORIZATION FROM CITY COUNCIL TO AUTHORIZE A 15 YEAR COVENANT, UM, AT THIS LOCATION.

UH, IT'S ON ITS WAY TO YOU AS WELL.

SO, AS A QUICK REMINDER, THE SITE WILL HOST 33 TINY HOMES, UH, TINY HOME UNITS.

IT WILL HAVE OFFICE SPACE, A GUARD SHACK, PARKING, AND WE'LL BE DEVELOPING, UH, AROUND THE OUTDOOR COMMON SPACE.

TO DATE, WE HAVE DONE QUITE A BIT OF ENGAGEMENT WITH THE COMMUNITY MEMBERS AND BUSINESS OWNERS IN THE SURROUNDING AREA.

WE ALSO HAD A VERY SUCCESSFUL COMMUNITY MEETING ON THE SITE ON DECEMBER 2ND.

AND WE'LL BE ENGAGING MORE AS WE CONTINUE WITH THE PLANNING.

OKAY, SO IT'S BEEN ALMOST A FULL YEAR THAT WE HAVE BEEN ADDRESSING HOMELESSNESS UNDER THE EMERGENCY PROCLAMATION.

UM, THROUGHOUT THE YEAR, WE HAVE ALSO BEEN PLANNING ON WHAT THE NEXT PHASE WILL LOOK LIKE.

IT'S VERY IMPORTANT THAT EVERYONE UNDERSTANDS, UH, THAT THROUGH THE PROCLAMATION.

UM, THOUGH THE PROCLAMATION WILL OFFICIALLY COME TO AN END, THIS DOES NOT MEAN WE WILL STOP PRIORITIZING HOMELESS AS A CITY TEAM, HOMELESSNESS AS A CITY TEAM.

THE PROCLAMATION WILL OFFICIALLY COME TO AN END ON FEBRUARY 28TH, AS WE MENTIONED, UM, OF 2024, YOU'LL, YOU WILL HEAR FROM PAUL AND ME WHILE WE, UH, WHILE WE'LL STEER UNDER THIS EMERGENCY.

SO WE'RE COMING BACK ON FEBRUARY 6TH.

UM, THERE ARE ALSO MAY BE SOME OTHER DEPARTMENTS WHO WILL BRING ITEMS THAT NEED TO BE CLEARED BEFORE THE END AS WELL.

UM, OUR NEXT PHASE OF ADDRESSING THIS HUMANITARIAN CRISIS INCLUDES DEVELOPING OUR STRATEGIC PLAN, BUILDING A NEW GOVERNANCE STRUCTURE THAT WILL HELP TO SUSTAIN THE WORK, AND CONTINUING TO COORDINATE ACROSS OUR CITY DEPARTMENTS TO CONTINUE ADDRESSING HOMELESSNESS FROM A COMPREHENSIVE PERSPECTIVE, WE HAVE HIRED, UM, CITY FABRIC.

SO I'M GONNA TALK ABOUT OUR STRATEGIC PLAN, UH, PLAN JUST A LITTLE BIT.

WE'VE HIRED CITI FABRIC AS THE LEAD CONSULTANT TO SUPPORT OUR STRATEGIC PLANNING PROCESS BECAUSE WE NEED TO DESIGN A COMPREHENSIVE PLAN THAT BUILDS FROM THE LAST STRATEGIC PLAN, UM, AND SPANS THE WIDE RANGE OF WORK WE DO AS A CITY.

CITY FABRIC WILL ALSO BRING ON A SECONDARY CONSULTANT THAT HAS EXPERTISE ON SYSTEM AND DATA ANALYSIS.

WE HAVE DONE A LOT OF COMMUNITY ENGAGEMENT OVER THE LAST YEAR IN MULTIPLE SPACES.

AS WE HAVE BEEN DOING THUS FAR THROUGH THE EMERGENCY, WE SAW IT IMPORTANT TO CREATE A GOVERNANCE STRUCTURE THAT CAN SUPPORT MANY OF THE PROCESSES WE WERE ABLE TO PUT IN PLACE OVER THE LAST YEAR, AND MORE IMPORTANTLY, A STRUCTURE THAT CAN HELP SUSTAIN THE WORK FROM A HIGH LEVEL GOING FORWARD.

SO I JUST WANNA PROVIDE A LITTLE BIT OF CONTEXT FOR THAT.

THE CITY MANAGER'S OFFICE ESTABLISHED A FOCUS ON HOMELESSNESS IN 2019 TO PRIORITIZE CITYWIDE COORDINATION FROM HOMELESS RESPONSE.

AND AT THAT TIME, A DEPUTY CITY MANAGER MYSELF, UM, WAS ASSIGNED TO OVERSEE THIS SCOPE OF WORK.

NO ADDITIONAL STAFF SPECIALIZING IN HOUSING, HOMELESSNESS PREVENTION, OR ADMIN SUPPORT WAS ASSIGNED OR CREATED AT THAT TIME.

SHORTLY AFTER THE INITIAL CREATION OF THIS PARTICULAR POSITION.

IN 2020, THE OFFICE OF EQUITY WAS SHIFTED FROM THE HEALTH DEPARTMENT TO THE CITY MANAGER'S OFFICE, ALSO ASSIGNED TO ME.

AND SINCE THAT TIME, ADDITIONAL FUNDING AND STAFF HAVE GROWN THE OFFICE OF EQUITY TO ADDRESS COUNCIL PRIORITIES.

OVER THE PAST FEW YEARS, OTHER CITY MANAGER OFFICES HAVE BEEN STRUCTURED TO PROVIDE STAFF SUPPORT, INCLUDING PROGRAM MANAGERS, PROGRAM SPECIALISTS, ANALYSTS, AND ADMIN SUPPORT.

UM, AND THIS NEW HOMELESS OFFICE WILL BE STRUCTURED TO MIRROR OTHER CITYWIDE PROGRAMS IN THE CITY MANAGER'S OFFICE TO COORDINATE THIS PRIORITY EFFORT AND TEAM COLLABORATION.

SO, SHIFTING PROGRAMS TO THE CITY MANAGER HAS BEEN DONE BEFORE TO ENSURE ADEQUATE MANAGEMENT ACROSS THE DEPARTMENTS.

FROM THIS NEWLY ESTABLISHED TEAM, YOU WILL SEE ADMINISTRATIVE SUPPORT, A FOCUS ON POLICY, COLLECTIVE IMPACT, COORDINATION, DATA AND COMMUNICATIONS.

AND IT'LL TAKE LEADERSHIP ROLES IN WORK GROUP EFFORTS LIKE THE AFFORDABLE HOUSING WORK GROUP AND THE INTERDEPARTMENTAL WORK GROUP.

AN ORGANIZATIONAL CHART, WE'LL LOOK SOMETHING LIKE THIS.

UM, UNDER THE DEPUTY CITY MANAGER, UNDER MYSELF, UH, YOU HAVE TWO OFFICES JUST FOR TODAY.

THE EVERYONE HOME OFFICE, THOUGH I THINK THAT MAY BE REBRANDED, BUT FOR NOW IT'S THE EVERYONE HOME OFFICE, UM, AND THE OFFICE OF EQUITY.

UNDER THE EVERYONE HOME OFFICE, SIMILAR TO THE OFFICE OF EQUITY, THERE WILL BE ONE HIGH LEVEL MANAGER OR OFFICE POSITION WHO WILL OVERSEE TWO TO THREE PROGRAM SPECIALISTS.

PLEASE NOTE THAT THERE IS STILL A DIRECT CONNECTION TO THE HOMELESS SERVICES BUREAU IN THE HEALTH DEPARTMENT, AND THERE WILL BE CONNECTIONS TO THE MULTIPLE CITY DEPARTMENTS WHO ALSO HAVE A BIG HAND IN ADDRESSING HOMELESSNESS AT MULTIPLE LEVELS OF THE CITY.

ALL OF THE POSITIONS UNDER THE EVERYONE HOME OFFICE WILL BE FUNDED BY THE HOMELESS HOUSING ASSISTANCE AND PREVENTION FUNDING, ALSO KNOWN AS HAP.

THIS, THIS IS FUNDING THAT WILL BE SHIFTED FROM THE HOMELESS SERVICES BUREAU TO SUPPORT THE ADMINISTRATIVE FUNCTIONS OF

SO NO NEW POSITIONS ARE BEING CREATED HERE.

UM, WE ARE SIMPLY SHIFTING THIS POSITIONS FROM THE HOMELESS SERVICES BUREAU INTO THE CITY MANAGER'S OFFICE IN ORDER TO MAXIMIZE AND PRIORITIZE THE WORK OF EACH ROLE.

UM, THE FACT THE HAP FUNDING HAS BEEN RENEWED YEAR AFTER YEAR OVER THE LAST FEW YEARS.

HOWEVER, THE TEAM IS ALSO IN THE PROCESS OF LOOKING AT A VARIETY OF RESOURCES TO HELP SUSTAIN THIS OFFICE OVER TIME.

SO, FOR EXAMPLE, THE MEASURE H FUNDING NOW ALLOWS, UM, TO EXPENSE ADMINISTRATIVE NEEDS, WHICH CAN NOW SUPPORT A STAFFING, A STAFFING STRUCTURE SIMILAR TO THIS.

AND WE ACTUALLY JUST HAD A CONVERSATION WITH THE COUNTY ABOUT THAT TODAY AS WELL.

SO, BECAUSE THIS IS A NEW STRUCTURE, THIS TIMELINE IS STILL A DRAFT.

UM, BUT WE'RE LOOKING AT GETTING THIS OFFICE UP AND RUNNING BY LATE SPRING OR EARLY SUMMER OF 2024.

THIS MONTH, WE ARE SEEKING APPROVALS TO PROCEED BY FEBRUARY AND MARCH.

WE'LL BE WRITING JOB DESCRIPTIONS TO HELP WITH THE POSITION RECRUITMENTS BY APRIL AND MAY.

WE WILL WORK ON IDENTIFYING THE TEAM AND ESTABLISHING THE OFFICE SPACE AND OTHER ADMINISTRATIVE NEEDS.

SO, UH, THIS IS ALLOWING US TO FILL SOME VACANCIES WITHIN THE MSE MAC AND GETTING THE ENCAMPMENT RESOLUTION PROGRAM UP AND GOING QUICKLY.

SO THIS IS ADDING ADDITIONAL CAPACITY THERE.

UH, AS WE PREPARE TO PUT IN, UH, A THIRD PROPOSAL FOR THE ENCAMPMENT RESOLUTION PROGRAM, WE'VE BEGUN TO COLLECT INFORMATION FROM PEOPLE IN LARGE ENCAMPMENT AREAS TO GATHER DEMOGRAPHICS AS WELL AS INPUT AS FAR AS THE SERVICES AND APPROACHES THAT PEOPLE ARE WANTING, UH, TO SEE AND WOULD BE INTERESTED IN.

UH, THERE'S SOME CONVERSATION OF SHIFTING TO DO SOME MORNING OUTREACH IN ONE AREA, UH, WITHIN THE COMING MONTH.

SO, UH, THIS IS SOMETHING THAT WE CONTINUE TO LOOK AT.

UH, AND THERE WERE 73 CASE MANAGEMENT SERVICES PROVIDED THROUGH THAT, UH, RESOURCE.

UM, UNDER ENGAGING COMMUNITY AND DATA AND PLANNING AND ASSISTANCE, UH, THE DATA DASHBOARD WAS REFRESHED.

UH, EARLIER THIS MONTH ON DECEMBER 7TH.

THE CITY TEAM HAS DONE OUTREACH IN MULTIPLE FORMS REGARDING THE NEW LOCATION TO TINY HOMES, WHICH HAD, UH, BEEN COVERED, INCLUDING, UH, 62 OUTREACH TO 62 HOMES AND 10 BUSINESSES.

AND AS THEREA MENTIONED, UH, OUR ONSITE ENGAGEMENT ON DECEMBER 2ND WITH AROUND 30 PEOPLE, UH, TO STREAMLINE FOCUSED AND ENSURE THAT ALL RELEVANT PARTIES ARE AVAILABLE.

WE HAVE CREATED A NEW WORK GROUP FOCUSED ON OVERALL PUBLIC SPACE NEEDS.

UH, PREVIOUSLY WE'D BEEN DOING INDIVIDUAL MEETINGS.

UH, THIS ALLOWS US TO STREAMLINE AND ENSURE THE RIGHT PEOPLE ARE ON THOSE CALLS AND AVAILABLE,

UH, BASED ON SOME OF THE FEEDBACK FROM OUR SIX MONTH REPORT, UH, A BRIEF SURVEY WAS SENT OUT TO COMMUNITY MEMBERS, COMMUNITY CHAMPIONS, UH, AS WELL AS PERSONS THAT WERE EXPERIENCING HOMELESSNESS, UH, UNSHELTERED HOMELESSNESS, THE, UH, SO WITHIN THAT, WE HAVE RECEIVED 328 RESPONSES TO THE COMMUNITY FOCUS SURVEY.

UH, AND A LITTLE OVER 50 RESPONSES FROM PEOPLE THAT ARE CURRENTLY UNSHELTERED.

UH, SO THIS IS BEING USED TO DRAFT A, UH, REPORT THAT WILL BE COMING TO YOU, UM, HOPEFULLY BY THE END OF THIS MONTH, REGARDING THE POTENTIALS FOR MOVING FORWARD WITH A SLEEP, UH, SAFE SLEEP PROGRAM HERE IN LONG BEACH.

UH, AS WE LOOK AT OUR, UH, FINAL GOAL OF INCREASING INTERIM HOUSING AND LONG-TERM SUPPORT, THIS IS REALLY OUR BIGGEST FOCUS AREA MOVING FORWARD, IS REALLY BRINGING, UH, THESE, UH, RESOURCES THAT GET PEOPLE OFF THE STREET AND LONG-TERM SOLUTIONS.

THE HEALTH DEPARTMENT HAS IN PARTNERSHIP WITH THE PUBLIC HEALTH AND EMERGENCY MANAGEMENT BUREAU, UM, BEEN ABLE TO LOOK AT OPPORTUNITIES FOR INCLEMENT WEATHER SHELTERING AS WE GO INTO THE EL NINO WINTER SEASON.

UH, AS WELL AS LOOKING FOR FUTURE OPPORTUNITIES BOTH WITHIN COLD AND WET WEATHER, UM, ALONG WITH EXTREME HEAT AS WE KNOW THAT CLIMATE CHANGE CONTINUES TO HAPPEN.

UH, SO WE'RE WORKING ON BUILDING OUT LONGER TERM PLANS, UH, ALONG WITH THE IMMEDIATE NEEDS.

A NUMBER OF LOCATIONS HAVE BEEN ASSESSED, AND SOME MIGHT BE POTENTIALS FOR FUTURE, UH, BUT WE'RE NOT FEASIBLE WITHIN THE CURRENT WINTER SEASON.

UH, SO THE DECISION HAS BEEN MADE TO RESUME, UH, INCLEMENT WEATHER SHELTER OPERATIONS FOR THIS YEAR.

AT THE MSC, WE ARE CONTINUING TO ASSESS A COUPLE OF SITES, UH, WITH THE POTENTIAL THAT THOSE COULD BECOME AVAILABLE LATER WITHIN THIS WINTER SEASON.

BUT THEY ARE SITES THAT WE'RE LOOKING AT FOR, UH, FUTURE NEEDS AND AVAILABILITY AS WELL.

THE REAL ESTATE BUREAU, ALONG WITH HOMELESS SERVICES, HAS ENGAGED A CONSULTANT TO ENGAGE MOTEL OWNERS AROUND POTENTIAL, UH, MOTEL LEASES.

SO WE CAN GET THE ENCAMPMENT RESOLUTION PROGRAM GOING IN EARLY 2024.

UH, AND THEN THE CITY MANAGER'S OFFICE, ALONG WITH THE HOMELESS SERVICES BUREAU, UH, HAS BEEN ENGAGED IN SEVERAL CONVERSATIONS, UH, FOR POTENTIAL ADDITIONAL PARTNERS ON PROJECTS, AS WELL AS HOW CONTRACTING WITH THE COUNTY COULD POTENTIALLY BE STREAMLINED IN THE FUTURE.

ONE AREA OF KEEN FOCUS HAS BEEN AROUND SHELTER, SHELTER, BED RATES.

UH, THIS IS CURRENTLY A COUNTY-WIDE CONVERSATION WITH A RECENT REPORT COMING OUT FROM APTT ASSOCIATES, WHICH IDENTIFIED THE CURRENT BED RATES WITHIN LA COUNTY ARE FAR BEHIND THE COSTS OF OPERATING SHELTERS, UH, WITH THE INFLATION.

OVER THE PAST SEVERAL YEARS, WE HAVE SPOKEN TO, UH, THE IMPACT THAT WE ARE SEEING LOCALLY HERE IN LONG BEACH, AND HAVE REQUESTED CONSIDERATIONS WITHIN OUR CURRENT AGREEMENTS FOR ADJUSTING RATES.

WE ARE HOPEFUL TO HEAR A PROCESS FORWARD WITHIN THE NEXT 60 DAYS, UH, AS THIS IS SOMETHING OF CONSIDERABLE CONCERN MOVING FORWARD IN OUR ABILITY TO CONTINUE TO OPERATE OUR SHELTER SYSTEM.

LONG BEACH IS IN SUPERVISOR DISTRICT FOUR.

UH, SO WE ARE COMING TOGETHER WITH THE COUNTY, THE SUPERVISOR'S OFFICES TO MEET AND TRY TO COME UP WITH A PLAN FOR BETTER ENGAGEMENT AROUND THE RVS IN THAT AREA.

WE HAVE CONTINUED CONVERSATION AROUND BRINGING BACK THE CO-LOCATION OF DMH AT THE MSC, UH, AND ARE HOPING TO ALSO ENGAGE THEM AROUND INCREASED, UH, PARTICIPATION IN OUR CONTINUUM OF CARE OVERALL.

AND THEN STAFF ARE GOING TO BE ENGAGING IN NU IN A NUMBER OF EFFORTS OVER THE NEXT 60 DAYS, UH, TO PUT FORWARD A PROPOSAL FOR THAT THIRD ROUND OF THE ENCAMPMENT RESOLUTION PROGRAM.

THE NEW ZIP CODES THAT WERE, UH, WHERE APPLICATIONS WILL BE RECEIVED FROM IS 9 0 8 0 2, 9 0 8 0 4 0 5 0 6, AND 9 0 8 10.

ALL ZIP CODES, UH, ARE WHERE A PERCENTAGE OF THE FAMILIES, UH, THAT ARE BELOW THE FEDERAL POVERTY LINE IS HIGHER THAN THE OVERALL FEDERAL POVERTY RATE AS AN AVERAGE.

UM, THIS IS REALLY ABOUT TRYING TO LOOK AT PREVENTION OVERALL, UH, AND REDUCING THE FAMILIES FALLING INTO HOMELESSNESS.

THERE ARE TWO PROPOSALS THAT WE RECEIVED FOR THE 12 YOUTH BEDS AT THE NAVIGATION CENTER.

SO WE WILL BE BRINGING FORWARD A RECOMMENDATION FOR A CONTRACT WITHIN THE NEXT 60 DAYS.

UH, AND THEN LASTLY ON THE ITEM, THE, UH, THERE'S CURRENTLY AN RFP THAT IS OPEN FOR OPERATIONS OF NON CONGREGATE SHELTER AT 1725 LONG BEACH BOULEVARD.

PREVIOUSLY THE BEST WESTERN, UH, THE SITE HAS 200 ROOMS, AND WE'RE LOOKING TO GET, UH, A PROVIDER SELECTED AND INTO CONTRACT QUICKLY.

UM, AND THEN, UH, JUST AS A QUICK, OH, THAT ONE, OH, UH, QUICKLY, THERE ARE SOME UPDATES ON OUR CONSTRUCTION TIMELINE.

SO, UH, WE HAVE TWO PROJECTS THAT WILL BE KICKING OFF IN THE NEXT 60 DAYS OF CONSTRUCTION AS WELL.

UH, ONE THING WE WANTED TO HIGHLIGHT, UM, THIS IS AN EVENT THAT IS HEL, UH, HOSTED BY THE LONG BEACH HOMELESS COALITION EVERY YEAR ON DECEMBER 21ST, WHICH IS THE WINTER SOLSTICE, UH, THE LONGEST NIGHT OF THE YEAR.

THIS IS A TIME TO REMEMBER PEOPLE THAT HAVE DIED WHILE EXPERIENCING HOMELESSNESS.

UH, THERE ARE A NUMBER OF COMMUNITY SPEAKERS.

UH, THIS IS A TIME TO REFLECT ON, REMEMBER THOSE LIVES AS WELL AS TO RECOMMIT AND REALLY FOCUS IN ON THE WORK AND THE IMPACT AND THE IMPORTANCE OF, UH, GETTING PEOPLE OFF OF THE STREETS AND UNSHELTERED SITUATIONS AND WORKING TOWARDS SOLUTIONS.

UH, REALLY QUICKLY, WANT TO COUPLE, HIGHLIGHT A COUPLE DATA ITEMS REALLY QUICKLY.

UH, THE FIRST IS AN ANALYSIS OF OLDER ADULT HOMELESSNESS.

UH, THOSE OVER THE AGE OF 65, IF WE GO BACK TO THE LAST HOMELESS COUNT, THIS WAS AN AREA AND POPULATION THAT WE'D IDENTIFIED, UH, A SIGNIFICANT INCREASE, MORE SO THAN ANY OTHER AGE POPULATION.

WHEN WE LOOK AT OUR DATA OVER THE LAST THREE YEARS, AND, UH, WHAT WE HAVE THROUGH THIS YEAR, WE WERE SEEING SOME PRETTY CONCERNING TRENDS, UH, WITH ALMOST THREE TIMES AS MANY, UH, ADULTS OVER THE AGE OF 65.

UH, COMING INTO HOMELESSNESS, THIS IS PART OF, YOU KNOW, OUR, UH, IMPETUS ON APPROACHING, UH, THE STATE SENATOR, UH, STATE SENATOR GONZALEZ'S OFFICE AROUND OPPORTUNITIES AND DOING THE OLDER ADULT SHALLOW SUBSIDY.

UM, WE ARE SEEING THAT OLDER ADULTS ARE BEING SIGNIFICANTLY IMPACTED WITHIN INCREASES OF RENT.

UH, SO IT IS SOMETHING THAT WE'LL CONTINUE TO MONITOR AND LOOK AT WAYS THAT WE CAN BETTER ENGAGE AND PROVIDE SERVICES AND PREVENT OLDER ADULTS FROM FALLING INTO HOMELESSNESS.

AND THEN LASTLY, IN LOOKING AT DATA, UH, THE HOMELESS COUNT IS UPCOMING BEFORE OUR NEXT, UH, UPDATE.

SO ON JANUARY 25TH, WE'LL BE HAVING, UH, OUR ANNUAL ANNUAL HOMELESS COUNT.

THIS ALLOWS US TO RECEIVE IN DATA, UH, LOOK AT TRENDS BOTH WITHIN THE REGION, BUT ALSO LOOKING AT DATA WITHIN

THE CITY, LOOKING AT WHERE SERVICES AND FOCUSES ARE NEEDED.

UH, BY LOOKING AT DEMOGRAPHICS, ASKING SPECIFIC QUESTIONS.

IT IS ALSO A GREAT WAY FOR OUR COMMUNITY TO ENGAGE, UH, AND LEARN MORE ABOUT HOMELESSNESS.

SO WE SEE GREAT PARTICIPATION FROM OUR COMMUNITY.

THE TURNOUT EVERY YEAR IS AMAZING, AMAZING TO THE POINT WHERE THIS EVENT IS IN JANUARY 25TH, AND WE ARE FULL OF VOLUNTEERS.

THAT BEING SAID, WE HAVE A WAIT LIST AND WE ARE, UH, ENCOURAGING IF PEOPLE WANT TO ENGAGE.

THERE ARE OTHER WAYS SUCH AS, UH, HELPING IN CREATING HYGIENE KITS.

SO IF PEOPLE ARE INTERESTED, PLEASE STILL DO SIGN UP AND WE'LL FIND WAYS TO ENGAGE, UH, ANYBODY THAT WANTS TO PARTICIPATE IN THAT HOMELESS COUNT.

UM, THE POINT IN TIME HOMELESS COUNT IS AN EFFORT WE DO ONCE A YEAR WHERE WE NEED VOLUNTEERS TO ACTUALLY GO OUT INTO THE ENCAMPMENTS AND HELP OUT.

AND SO IT'S, IT'S A GOOD COMMUNITY LED, UH, THING.

I ALSO JUST WANNA HIGHLIGHT ONE ADDITIONAL THING YOU MENTIONED.

I'M NOT SURE EVERYBODY KNOWS WHAT A SHALLOW SUBSIDY IS.

A SHALLOW SUBSIDY.

SO WHEN SENIORS ARE ON A FIXED INCOME AND THE RENT GOES UP, THAT COULD MEAN EVICTION FOR THAT SENIOR.

SO A SHALLOW SUBSIDY IS A WAY TO TAKE A LITTLE BIT OF RESOURCES AND STRETCH IT FAR BY COVERING THE INCREASES IN RENT.

AND THAT HELPS STABILIZE THAT UNIT FOR, UH, THAT SENIOR WHO'S ON A FIXED INCOME.

THAT'S INCREDIBLY IMPORTANT.

AND I'LL TELL YOU, I HAVE A MOM ON A FIXED INCOME AND YOU KNOW, IF LET'S SAY YOU DON'T HAVE FAMILY MEMBERS TO HELP CHIP IN AND YOU'RE ON YOUR OWN, THAT'S, THOSE ARE THE KINDS OF PROGRAMS THAT REALLY HELP IN THE CITY.

UH, WE KNOW THAT IT'S NOT THE PERFECT SOLUTION.

WE KNOW THE PERFECT SOLUTION IS PERMANENT, SUPPORTIVE, AFFORDABLE HOUSING FOR EVERYONE WHO NEEDS IT.

AND WE'RE JUST NOT THERE IN TERMS OF WHAT'S BUILT YET.

BUT THE TINY HOME VILLAGE FOR 33 PEOPLE WILL BE THAT TRANSITIONAL PIECE FOR PEOPLE COMING OUT OF AN EMERGENCY SHELTER WHO NEED ANOTHER COUPLE OF MONTHS TO STABILIZE UNTIL WE CAN FIND A UNIT THAT'S OPEN.

AND SO, WHILE IT IS NOT THE PERFECT LOCATION, IT IS A MUCH NEEDED TRANSITIONAL PIECE OF THE PUZZLE OF THE WORK THAT WE'RE DOING HERE.

AND REALLY GRATEFUL, UH, FOR THE TEAM'S HARD WORK ON THAT.

AND WE KNOW, AND I TRUST THE TEAM IS GONNA ENSURE THE SAFETY AND THE HEALTH OF THE RESIDENTS IN THE VILLAGE AS WELL AS THE SURROUNDING COMMUNITY, AND THAT YOU'LL CONTINUE TO COMMUNICATE WITH STAKEHOLDER GROUPS IN THE UPCOMING PROCESS OVER THE NEXT YEAR.
