UH, TODAY WE HAVE TWO PRESENTATIONS, AND THEN WE'LL GET THROUGH THE REST OF THE AGENDA.

UH, OUR FIRST PRESENTATION IS LONG BEACH POLICE DEPARTMENT, 1924 BADGE, UH, 100TH ANNIVERSARY.

SO WE'LL PASS IT OVER TO OUR, OUR CHIEF.

GOOD EVENING, HONORABLE MAYOR AND CITY COUNCIL MEMBERS.

ON BEHALF OF THE LONG BEACH POLICE DEPARTMENT, I'D LIKE TO THANK YOU FOR GIVING ME THIS OPPORTUNITY TO PRESENT AND UNVEIL THE NEW LONG BEACH PD CENTENNIAL BADGE.

UH, I'M JOINED HERE TODAY BY SEVERAL MEMBERS OF OUR DEPARTMENT,

[ LBPD 1924 BADGE 100 YEAR ANNIVERSARY]

BUT STANDING UP HERE ARE THREE AMAZING POLICE OFFICERS, OFFICERS, MICHAEL GALE, MARTIN WAKI, AND JACOB ARMSTRONG.

THESE DEDICATED OFFICERS ALSO SERVE AS BOARD MEMBERS FOR THE LONG BEACH POLICE HISTORICAL SOCIETY, AND THEY'VE BEEN INSTRUMENTAL IN BRINGING THIS PROJECT FORWARD.

THEY'VE PARTNERED WITH US TO CREATE SOMETHING SPECIAL TO COMMEMORATE THE 100 YEAR ANNIVERSARY OF THE BADGE WE STILL WEAR TODAY, THE LONGEST RUNNING VERSION OF THE BA OF OUR BADGE IN THE HISTORY OF THE DEPARTMENT, OUR NEW CENTENNIAL BADGE MIRRORS THEIR ORIGINAL UNIQUE BADGE DESIGN THAT WAS ADOPTED IN 1924.

ITS CHARACTERISTICS AND DISTINCTIVE SHAPE HOLD A SPECIAL PLACE IN THE HEARTS OF ALL THOSE THAT HAVE EARNED THE PRIVILEGE TO WEAR IT.

THIS BADGE IS PART OF WHO WE ARE AND SYMBOLIZES AN IMMENSE SACRIFICE BASED IN SERVICE, DUTY, AND RESPECT.

BUT OUR BADGE ALSO SERVES A FUNCTIONAL PURPOSE.

IT DISPLAYS RANK AND CLARIFIES ROLES AND RESPONSIBILITIES THROUGH A CHAIN OF COMMAND THAT'S STEEPLY INGRAINED IN OUR CULTURE AND ENSHRINED IN OUR POLICIES.

THE CENTENNIAL BADGE WILL ALSO SERVE AS A REMINDER OF THE SIGNIFICANCE OF WHAT WEARING OUR BADGE MEANS, THE IMPORTANCE OF THE WORK WE DO, AND THE IMMENSE RESPONSIBILITY AND DUTY WE HAVE TO UPHOLD THE VALUES OF THE LONG BEACH POLICE DEPARTMENT.

WITH THAT SAID, I'D LIKE TO SHARE A BRIEF VIDEO WITH ALL OF YOU, WHICH CAPTURES A SMALL GLIMPSE OF THE PAST 100 YEARS OF LONG BEACH POLICE DEPARTMENT.

SO, AS YOU CAN SEE, THIS IS A SPECIAL MOMENT FOR US AND MARKS A SIGNIFICANT MILESTONE IN OUR DEPARTMENT'S HISTORY.

I'M PROUD TO UNVEIL OUR LONG BEACH PD CENTENNIAL BADGE AND AUTHORIZE OUR OFFICERS TO WEAR THIS BADGE WITH PRIDE THROUGHOUT 2024.

IT'S THE BADGE THAT YOU SEE UP ON THE SCREEN BEHIND YOU.

UH, IN ADDITION, WE'RE TAKING THIS OPPORTUNITY TO REFLECT ON THE LESSONS AND ACCOMPLISHMENTS OF THE PAST, TO REAFFIRM THE COMMITMENT WE SHARE IN THE PRESENT, AND TO LOOK FORWARD TOWARD THE VISION WE HOLD FOR THE FUTURE.

WE'VE BEEN CELEBRATING A LOT OF ONE HUNDREDS LATELY, A HUNDRED YEARS OF OUR AIRPORT.

UM, SO WE'RE CEL.

WE'RE IN ONE 100TH YEAR.

UH, A LOT OF OUR INSTITUTIONS, OUR FIRST HOSPITALS, ST.

MARY'S IS IN THEIR 100TH YEAR, UM, FARMERS AND MERCHANTS BANKS HEADQUARTERS IS CELEBRATING ITS 100TH YEAR.

AND, AND FOLKS ASK WHY, WHY, WHY IS SO MUCH HAPPENING? WHAT WAS HAPPENING IN 1924? WELL, IN 1924, WE WERE THE FASTEST GROWING CITY IN AMERICA BECAUSE WE WERE EXPERIENCING AN OIL BOOM.

AND, UH, TOWNS WOULD SPRING UP BASED ON THAT.

AND THAT WAS A PART OF THE GROWTH OF LONG BEACH.

AND TO SEE WHERE WE ARE TODAY AS A, A, A, YOU KNOW, A SPRAWLING, A A LARGE METROPOLITAN AREA, THE SEC, SECOND LARGEST PORT IN AMERICA, UM, YOU KNOW, THE GREATEST, THE BEST POLICE DEPARTMENT IN AMERICA, THE BEST TRAINED OFFICERS AND, UH, GREAT, YOU KNOW, PUBLIC EMPLOYEES, A GREAT EDUCATIONAL INSTITUTION AT LONG BEACH STATE.

WE HAVE A LOT TO BE PROUD OF.

AND SO CONGRATULATIONS TO ALL OF YOU AND WISHING YOU A SUCCESSFUL, A STRONG AND, UH, A HEALTHY NEXT 100 YEARS.

UM, WE ARE MANY, ONE OF THE MANY ENTITLEMENT JURISDICTIONS THAT RECEIVE COMMUNITY DEVELOPMENT, BLOCK GRANT, HOME INVESTMENT PARTNERSHIP, AND EMERGENCY SOLUTION GRANT FUNDS EVERY YEAR.

THE CDBG PROGRAM, IN PARTICULAR HAS BEEN SO

[ 2024 COMMUNITY DEVELOPMENT WEEK IN CELEBRATION OF CDBG'S 50TH ANNIVERSARY]

IMPORTANT IN OUR LOCAL EFFORTS TO SUPPORT AFFORDABLE HOUSING DEVELOPMENT, SINGLE FAMILY HOUSING, REHABILITATION PROGRAMS, PUBLIC INFRASTRUCTURE PROJECTS, INCLUDING IMPROVED PARKS, SMALL BUSINESS ASSISTANCE, EMERGENCY RENTAL ASSISTANCE, AND A BROAD RANGE OF PUBLIC SERVICE PROGRAMS, INCLUDING AFTERSCHOOL YOUTH PROGRAMS AND PROGRAMS SUPPORTING OUR SENIORS.

AGAIN, WE ARE JUST THRILLED TO BE HERE TODAY WITH YOU ALL IN CELEBRATION OF 2024 COMMUNITY DEVELOPMENT WEEK, AS WELL AS THE 50TH ANNIVERSARY OF THE COMMUNITY DEVELOPMENT GRANT PROGRAM, COMMUNITY DEVELOPMENT, ALONG WITH OUR VALUED PARTNERS THROUGHOUT THE CITY, OUR SUPPORTING HEALTHIER FAMILIES AND STRONGER COMMUNITIES.

WITH THAT, I'D LIKE TO INTRODUCE RUFUSS WASHINGTON, THE DIRECTOR OF HUD'S LOS ANGELES OFFICE OF COMMUNITY PLANNING AND DEVELOPMENT.

IT'S NOT QUITE A HUNDRED YEARS, IT IS 50 THOUGH, SO WE'RE HALFWAY THERE.

BUT WE BELIEVE THAT, UH, GIVE US ANOTHER 50 YEARS AND WE'LL GET TO THAT, UH, TO THAT MILESTONE.

BUT THIS ONE IS IMPORTANT AND IT'S, AND IT WAS IMPORTANT FOR ME TO COME AND JOIN WITH THE CITY OF LONG BEACH, UH, IN THIS CELEBRATION FOR A NUMBER OF REASONS.

FIRST OF ALL, I WANT TO EMPHASIZE THAT HUDD, THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT HAS ENJOYED A, A LONG PARTNERSHIP WITH YOUR CITY.

UM, OF THOSE 50, I'VE BEEN AROUND FOR 33 OF 'EM.

SO , UM, IN TERMS OF AS HUD'S REPRESENTATIVE WORKING WITH THE CITY, UH, BOTH AT THE STREET LEVEL AND NOW AT THE EXECUTIVE MANAGEMENT LEVEL, I, I WANT TO SAY TO YOU THAT WHILE THE CHALLENGES ARE MANY IN TERMS OF ADDRESSING THE NEEDS OF OUR LOW AND MODERATE INCOME CITIZENS AND OUR LOW AND MODERATE INCOME NEIGHBORHOODS, LONG BEACH HAS BEEN, UM, A BEACON IN, IN LOS ANGELES COUNTY IN THE US FOR THAT MATTER.

IN TERMS OF THE PROGRAMS THAT YOU'VE UNDERTAKEN, MANY OF WHICH I HAVE BEEN HERE TO SEE.

UH, MR. MAYOR, WE, LAST YEAR WE WERE AT CABRILLO VILLAGE, UH, LOOKING AT THAT, WHICH IS A MODEL APPROACH TO ADDRESS IN THE ISSUE OF HOMELESSNESS.

I'VE BEEN TO, UH, MANY OF YOUR HOUSING DEVELOPMENTS AS WELL THAT ARE SPRINGING UP TO, AGAIN, CREATE AFFORDABLE AND DECENT HOUSING OPPORTUNITIES FOR PEOPLE.

SO AS YOU CELEBRATE, I I WANT TO JUST ON BEHALF OF THE DEPARTMENTS SAY, WE KNOW THAT YOU'RE ADDRESSING HOMELESSNESS WITH THE RESOURCES THAT YOU HAVE, THAT WE PROVIDE.

YOU'RE CREATING DECENT AND AFFORDABLE HOUSING, YOU ARE DEVELOPING SUITABLE LIVING ENVIRONMENTS, THAT'S STREETS, PARKS, THOSE THINGS IN NEIGHBORHOODS THAT EVERYBODY VALUES.

UM, AND, AND YOU'RE BRINGING THOSE KINDS OF THINGS TO LOW AND MODERATE INCOME COMMUNITIES AND INCREASING ECONOMIC OPPORTUNITY.

UH, AS I MENTIONED, I CAN GO BACK TO THE DAYS OF THE PIKE WHEN, UH, WE CHANGED THE, I WON'T SAY WE CHANGED, BUT THE CITY AS A RESULT OF BASE CLOSURE, UH, WAS, UM, HAD TO REINVENT ITSELF.

UH, IT WAS A PART OF THAT REINVENTION, UH, THROUGH OUR SECTION 1 0 8 PROGRAM, UH, AS I MENTIONED, CABRILLO AND MANY OTHER THINGS.

SO I JUST WANT YOU TO KNOW THAT ON BEHALF OF THE DEPARTMENT AND THE ADMINISTRATION, WE ACKNOWLEDGE AND COMMEND THE CITY.

WE KNOW THAT YOU ARE DOING NOW GREAT THINGS, AND WE KNOW THAT YOU WILL CONTINUE TO DO GREAT THINGS.

AND FOR THOSE WHO ARE LISTENING, NO, IT'S NOT OVER.

THERE ARE CHALLENGES EVERY DAY, ALRIGHT? AND WE ALL KNOW THAT.

BUT THE POINT, THE POINT AND THE GOAL IS TO, UH, CONTINUE THE GOOD FIGHT IN ADDRESSING THOSE.

THOSE EMERGENCY VOUCHERS WENT A LONG WAY.

WE WERE ONE OF THE FIRST CITIES TO LEASE UP 100% OF THOSE VOUCHERS.

UH, AND THOSE CREATED REAL OPPORTUNITIES FOR ABOUT 600 INDIVIDUALS TO GET OFF THE STREET.

AND THAT WAS ONLY A AVAIL THAT WAS ONLY POSSIBLE DUE TO THE PARTNERSHIP WITH HUD.

THOSE THAT HAVE INVESTED INTO THE CITY SINCE THE FIRST ISSUANCE OF THE L-B-R-L-B-R-A FUNDS, WE HAVE SEEN INFLATION INCREASE OF COST OF GOODS SOLD, THE TURNOVER IN BUSINESSES, NEW BUSINESSES COMING, SAFETY ISSUES BECOMING A TOP PRIORITY FOR US ALL, AND NEW LEADERSHIP WITHIN MANY OF THE BIDS.

THESE FUNDS PROVIDE EACH BID A GREATER OPPORTUNITY TO FURTHER ITS MISSION, INCREASING THE POSITIVE IMPACTS PER DISTRICT AND THE NEIGHBORHOOD.

NOW WITH THE LBRA FUNDS THAT WERE DIRECTED TO BIXBY KNOWLES, WE WERE ABLE TO OFFER MANY BUSINESS SUPPORT PROGRAMS, RENT RELIEF, MARKETING AND PROMOTIONS, FLASH EVENTS, SECURITY PATROLS, ALL FOR OUR MEMBERSHIP, AND ALSO TO COVER ORGANIZATIONAL OPERATING COSTS.

NOW, MULTIPLY THESE EFFORTS BY 10, ALL THE 10 DISTRICTS, INCLUDING THE RISE OF PACIFIC AVENUE AND SANTA FE, UH, AND ALL THESE ENGINES ARE WORKING HARD TOGETHER TO CONTRIBUTE TO THE OVERALL VIBRANCY OF THE CITY.

AND YOU SEE THE FULL INVESTMENT AND VALUE OF THAT AS YOU CONTINUE TO ROLL OUT NEW BUSINESS DEVELOPMENT PROGRAMS. THE BIDS EFFORTS COMPLIMENT THIS WORK, SERVING AS EVEN STRONGER PARTNERS FOR THE CITY WITH A NUMBER OF CHALLENGES FACING THE CITY, WHETHER IT'S FEDERAL, STATE, OR LOCAL.

THE BUSINESS DIS DISTRICTS ARE A CRITICAL ALLY FOR CLEAN AND SAFE SERVICES, EVENTS, COMMUNITY BUILDING, BUSINESS ATTRACTION, AND OVERALL QUALITY OF LIFE, HELPING TO ANSWER THE QUESTION, WHAT TYPE OF CITY DO YOU WANT TO BE THE OBVIOUS ANSWER BEING A HEALTHY, ATTRACTIVE, INTERESTING, DIVERSE, COMPELLING, AND THRIVING CITY.

AND THESE WERE ONE-TIME FUNDS, WHICH WE DON'T KNOW FROM YEAR TO YEAR.

AND I REALLY ENCOURAGE YOU THIS YEAR TO REALLY THINK ABOUT INNOVATIVE WAYS TO PARTNER WITH THE BIDS TO HAVE MORE SUSTAINABLE STRUCTURAL FUNDING.

SO IT DOESN'T BECOME A QUESTION YEAR TO YEAR ON WHETHER OR NOT YOU RECEIVE SUPPORT.

THAT'S BILLIONS OF DOLLARS IN LOST TAX REVENUE THAT COULD BE USED FOR BUILDING AND RENOVATING SCHOOLS, REPAIRING ROADS, CARING FOR VETERANS, SHELTERING THE UNHOUSED, AND FUNDING OTHER ESSENTIAL PUBLIC PROGRAMS. THE PREVALENCE OF THE CONSTRUCTION INDUSTRY TAX FRAUD HAS REACHED CRISIS LEVELS AND MUST BE STOPPED THIS APRIL 13TH THROUGH 19TH.

AS I SPOKE OF EARLIER, THE TAX DAYS OF ACTION THAT WE'RE GONNA BE INVOLVED WITH, AGAIN, LOCAL 5 6 2 ON BEHALF OF THE WESTERN STATES REGIONAL COUNCIL OF CARPENTERS AND THE UNITED BROTHERHOOD OF CARPENTERS.

A WEEK LONG SERIES OF EVENTS TO RAISE AWARENESS ABOUT CONSTRUCTION INDUSTRY TAX FRAUD.

THE TAX FRAUD DAYS OF ACTION GREW OUT OF WIDESPREAD OUTRAGE ABOUT CONSTRUCTION INDUSTRY TAX FRAUD, A RANGE OF PRACTICES WHERE EMPLOYERS EVADE THEIR TAX RESPONSIBILITIES IN SEVERAL WAYS.

OFTEN THEY INTENTIONALLY MISCLASSIFY WORKERS AS INDEPENDENT CONTRACTORS OR PAY WORKERS IN CASH ONLY ARRANGEMENTS.

AS A RESULT, THIS BUSINESS SIGNIFICANTLY REDUCED THEIR, IN THEIR INCOME TAX AND PAYROLL TAX RESPONSIBILITIES AND DEFRAUD COMMUNITIES OUT OF MUCH NEEDED TAX REVENUE.

AND AS COMMUNITIES AND CONTINUALLY FACING BUDGET SHORTFALLS, IT'S MORE IMPORTANT THAN EVER TO CRACK DOWN ON THESE BAD ACTORS, EMPLOYERS WHO ARE STEALING FROM THE RESIDENTS.

CHEATING CONTRACTORS STEAL MORE THAN $3 BILLION YEARLY FROM TAXPAYERS AFFECTING STATE REVENUE POTENTIAL FOR MORE HOUSING, CHEATING UNDERMINES INTEGRITY OF THE INDUSTRY AND IN, AND INCREASES A LABOR SHORTAGE.

ALSO, WHEN EMPLOYEES AREN'T ON THE BOOKS, THEY'RE ON THE HOOK IF THEY GET SICK OR INJURED OR ON THE JOB AND CANNOT WORK NO HEALTH BENEFITS OR WORKERS' COMPENSATION.

IN 2017, CITY COUNCIL REQUESTED THAT A STUDY BE, UH, TAKEN OF THE SHORT TERM RENTAL REGULATIONS IN PREPARATION OF AN ORDINANCE.

AND IN 2018, UH, THE COMMUNITY OUTREACH EVENTS TOOK LINE.

UH, WE, THERE WERE SEVERAL COMMUNITY EVENTS THAT TOOK PLACE.

OH, SORRY ABOUT THAT.

YEAH, SO THERE WERE SEVERAL COMMUNITY OUTREACH EVENTS THAT TOOK PLACE AND ONLINE SURVEYS TO GET THE COMMUNITY'S INPUT AND FEEDBACK FOR, UH, REGARDING THE SHORT-TERM RENTALS.

AND THERE WAS ALSO A CITY, UH, PRESENTATION WITH CITY COUNCIL AND DISCUSSION.

IN 2019, THE SHORT-TERM RENTAL ORDINANCE WAS DRAFTED, AND THEN IN 2 20 20, A SHORT-TERM RENTAL OR ORDINANCE WAS ADOPTED MIDYEAR, AND THEN AMENDED AGAIN LATER THAT YEAR IN DECEMBER OF, UH, 2020 TO INCLUDE UNHOSTED SHORT-TERM RENTALS.

IN 2022, THE SHORT-TERM RENTAL ORDINANCE WAS AGAIN AMENDED TO INCLUDE THE CALIFORNIA COASTAL COMMISSION'S MODIFICATIONS.

IN 2024, COUNCIL DIRECTED THE CITY MANAGER TO RESEARCH UPDATES ON THE ORDINANCE.

PRIOR TO THE SHORT TERM RENTAL ORDINANCE, OVER 1000 SHORT TERM RENTALS WERE OPERATING ILLEGALLY WITHIN THE CITY, UM, WITH LIMITED ENFORCEMENT CAPABILITIES IN RESPONSE TO THE CONCERNS OF THE COMMUNITY.

REGARDLESS OF, UM, REGARDING THE ILLEGAL SHORT TERM RENTALS, COUNSEL DIRECT REQUESTED STAFF TO PURSUE AN ORDINANCE REGULATING THE SHORT TERM RENTALS.

THERE WERE A SERIES OF COMMUNITY MEETINGS THAT WERE HELD TO GATHER FEEDBACK FROM THE COMMUNITY.

UM, CONSULTANTS WERE HIRED TO CONDUCT ADDITIONAL RESEARCH AND SUPPORT AND INITIAL SET OF, UH, SHORT-TERM RENTAL RECOMMENDATIONS WERE PRESENTED AT PUBLIC WORKSHOPS.

UH, THERE WERE THREE PUBLIC WORKSHOPS THAT WERE HELD FOR, UH, THE, UM, MEANING FOR THE FEEDBACK.

SO, UM, SEE INPUT FROM THE COMMUNITY AND COUNCIL WERE INCORPORATED INTO THE ORDINANCE, UH, COMMUNITY AND COUNCIL SUPPORTED THE SHORT TERM PROGRAM RENTAL PROGRAM.

CULMINATION OF THREE YEARS EFFORT RESULT IN UNANIMOUS APPROVAL OF THE SHORT TERM RENTAL ORDINANCE BY CITY COUNCIL.

THE ORDINANCE ESTABLISHED A REVOCABLE CITY REGISTRATION PROCESS, UH, TO TRACK AND MONITOR SHORT-TERM RENTALS, AS WELL AS CREATED COMPLIANCE STANDARDS.

THE REGISTRATION, THERE'S A LIMIT OF, UH, 800 REGISTRATIONS FOR NON-PRIMARY UNHOSTED, UH, UH, SHORT-TERM RENTALS IN THE CITY.

AND THERE'S ALSO A PETITION PROCESS THAT'S PUT IN PLACE THAT WAS ESTABLISHED BY THE ORDINANCE TO PROHIBITED UNHOSTED SHORT-TERM RENTALS IN ANY CENSUS TRACK BLOCK GROUP AREA SHORT TERM.

THERE'S ALSO ESTABLISHED A SHORTTERM RENTAL, UH, HOTLINE THAT OPERATES 24 7 BY FORWARDING CONCERNS THAT ARE RECEIVED FROM, UH, THE NEIGHBORS REGARDING COMPLAINTS.

UH, FOR THE SHORT-TERM, UH, SHORT-TERM RENTAL OPERATORS, UH, RESIDENTS, OPERATORS ARE REQUIRED TO TAKE, UH, REMEDIAL ACTION WITHIN ONE HOUR OF RECEIVING THE COMPLAINT.

SEE REGISTRATION.

UH, SO THE ORDINANCE AND REVIEW FINDINGS IS THE REGISTRATION AND TAX PROVISIONS ARE WORKING WELL.

THERE'S NO RECOMMENDATIONS TO ADJUST THE CITYWIDE CAP OF 800 UNHOSTED SHORT-TERM RENTALS.

AND THERE ARE CURRENTLY AR AROUND, UH, APPROXIMATELY 600 TO 616 UNHOSTED RENTALS AND THE SHORT TERM RENTALS, THEY'RE NOT OVER CONCENTRATED IN ANY ONE PARTICULAR AREA.

IT'S PRETTY WELL SPREAD THROUGHOUT THE CITY.

UM, AND THE PETITION PROCEDURES TO PROHIBIT THE UNHOSTED, UH, RENTALS ARE SUFFICIENT.

YOU KNOW, THE MAJORITY OF PROPERTY OWNERS' SIGNATURES ARE NEEDED TO PASS TO DATE.

UH, THERE HAS BEEN THREE PETITIONS THAT HAVE BEEN CONDUCTED, NONE OF WHICH REACHED THE MAJORITY OF

THE SHORT TERM RENTAL ENFORCEMENT CONDUCTED THROUGH, OR IS CONDUCTED THROUGH REGULAR CODE CASE PROCESS AND, UH, VENDORS OPERATE.

WE HAVE VENDORS THAT OPERATE 20, UH, OPERATE THE 24 7 SHORT TERM RENTAL HOTLINE.

SO PROACTIVE, UH, CODE ENFORCEMENT IS PROACTIVE, UH, AND REACTIVE IN, UM, ENFORCING AGAINST VIOLATIONS OF THE ORDINANCE.

UH, CON INSPECTIONS ARE CONDUCTED AND RESEARCH AND RESEARCH AND DOCUMENTATION OF DOCUMENTATIONS OF FOR PROPERTIES ARE IN COMPLIANCE WITH THE ORDINANCE.

HOSTING PLATFORMS SUCH AS AIRBNB, VRBO PROVIDE LIMITED INFORMATION ON REPORT LISTINGS.

HOSTING PLATFORMS DO NOT PRO PROVIDE, UH, ENFORCEMENT CHALLENGES ARE HOSTING PLATFORMS DO NOT PROVIDE INFORMATION ON PROPERTY OWNER.

THE OPERATOR INFORMATION OR ADDRESSES OBSERVED VIOLATIONS, REGARDLESS OF THE SERIOUSNESS, ARE CURRENTLY ISSUED A SINGLE CITATION.

REGARDLESS IF THEY'RE EACH EACH, UH, VIOLATION IS TREATED THE SAME AS IF IT WAS, UM, LOUD MUSIC OR VIOLENCE AT THIS CURRENT TIME, THEY'RE ALL TREATED THE SAME AS ON THE VIOLATION PROCESS.

NOW, A REGISTRATION MAY ONLY BE REVOKED OR SUSPENDED ONCE THREE CITATIONS ARE ISSUED.

SO IT WOULD HAVE TO GO TO THE THREE CITATION PROCESS AGAIN.

AFTER THE ONE YEAR, UH, CODE ENFORCEMENT STAFF, UH, WE, WE ARE REQUIRED TO OBSERVE THE VIOLATIONS IN ORDER FOR US TO, UH, ISSUE THE CITATIONS.

UH, DID, AND THAT'S DUE TO A LEGAL, UM, THERE'S A LOT OF LEGAL ISSUES WITH THAT.

UM, BUT WE ARE REQUIRED TO, UH, OBSERVE THE VIOLATIONS IN ORDER FOR US TO GIVE THE CITATION.

AND INSPECTOR STAFFING LEVEL IS NO LONGER CONSISTENT WITH THE GROWTH OF THE PROGRAM.

UH, WE ONLY HAVE, UH, ONE INSPECTOR THAT IS ASSIGNED TO THE ENTIRE SHORT TERM RENTAL PROGRAM AND ONE ADMINISTRATIVE ANALYST, UH, OVERSEEING THE PROGRAM.

SO WITH THE GROWTH OF THE PROGRAM, IT'S, THAT'S SOMETHING THAT WILL COME UP ON THE BUDGET PART IS, UH, YOU KNOW, THE INCREASING OF STAFF TO ACCOMMODATE THE, THE GROWTH OF THE, THE PROGRAM.

SO, AND THEN ADDRESSING PUBLIC CONCERNS FOR COMPLAINTS THAT ARE NOT SUBJECT TO SHORT-TERM RENTAL ORDINANCE OR UNDER THE JURISDICTION OF CODE ENFORCEMENT.

SO, MEANING THAT, YOU KNOW, WE WILL RECEIVE COMPLAINTS THAT DON'T FALL UNDER THE SHORT TERM RENTAL ORDINANCE, OR IT'S SOMETHING THAT CODE ENFORCEMENT DOESN'T ENFORCE.

IT'S NOT IN OUR JURISDICTION, BUT MAINLY IT'S JUST, IT'S NOT SOMETHING THAT IS REGULATED IN THE SHORT TERM RENTAL ORDINANCE, UH, THAT WE, WE, YOU KNOW, WE'RE UNABLE TO ENFORCE.

THE KEY CHANGES AND UPDATES THAT, UH, WE ARE REQUESTING IS SHORT-TERM RENTALS.

THEY DON'T INCLUDE ARE THAT THEY DON'T INCLUDE RENTALS OF LESS THAN A DAY.

RENTALS ARE DEFINED AS, UH, RENTALS FOR ONE BETWEEN ONE AND 30 DAYS CONSECUTIVE DAY RENTALS.

RENTALS ADVERTISE FOR LESS THAN ONE DAY, UM, THAT ARE ON, ARE NOT PROPERTY PERMIT, PROPERLY PERMITTED OR LICENSED IN ACCORDANCE WITH LONG BEACH DISMISSAL CODE ARE ALSO IN VIOLATION OF THE SHORT TERM ORDINANCE.

EXAMPLES ARE, UH, RESIDENTIAL WEDDINGS, VENUES, FILMING VENUES AND SO FORTH.

UM, AND THEN THE VIOLATIONS OF THE ORDERS, UM, DO NOT HAVE A CURE PERIOD.

SO, UM, MEANING THAT WE, WE, WHAT WE WOULD LIKE TO DO IS REMOVE ANY KIND OF CURE PERIOD.

THERE IS A CURE PERIOD FOR, UM, SHORT TERM RENTALS THAT ARE ADVERTISED WITHOUT, UH, BEING REGISTERED.

AND SO WHAT THAT IS, IS THERE'S A 30 DAY CURE PERIOD BEFORE WE CAN ISSUE A CITATION ON THAT.

SO WHAT WE WOULD LIKE TO DO IS HAVE THE ABILITY TO REMOVE ALL THE CURE PERIODS.

UM, UH, SO, SO THEREFORE THAT CITATIONS MAY BE ISSUED IMMEDIATELY FOR ANY, ANY CONFIRMED VIOLATIONS.

SO THEREFORE IT DIDN'T FALL, IT NO LONGER FELL UNDER THE SHORT TERM RENTAL ORDINANCE.

SO, UM, WE WOULD LIKE TO INCLUDE THAT THEY, THEY WOULD FALL UNDER THAT CATEGORY AND THEN, UH, PROHIBIT SHORT TERM RENTAL OPERATORS FROM KNOWING ONLY BOOKING, TRANSFERRING OR FACILITATING THE BOOKING TO ANY PERSON THAT'S BEEN BANNED, UM, OR REMOVED FROM ANY SHORT TERM RENTAL OVER A FIVE YEAR PERIOD.

AND THEN TO ESTABLISH A, UH, THAT VIOLENCE OCCURRING AT A SHORT-TERM RENTAL PROPERTY BY HIS OCCUPANTS SHALL COUNT AS TWO CITATIONS, MEANING THAT, UH, INSTEAD OF GOING THROUGH THE THREE CITATION PROCESS AND HAVING TO DO THREE CITATIONS, IF THERE'S A VIOLENCE, A VIOLENT CRIME AT THE LOCATION, THEN THAT WOULD COUNT AS TWO CITATIONS AND WOULD SPEED UP THE PROCESS FOR REVOCATION OR SUSPENSION.

AND THEN A ESTABLISHED, UH, COMMUNITY DEVELOP DEVELOPMENTS, UH, DIRECTOR THE AUTHORITY TO CANCEL SHORT-TERM RENTAL LICENSE IF THE PROPERTY ALREADY DOES NOT RESPOND.

OR, UH, REMEDY AND INCIDENT RELATED TO VIOLENCE.

AND THEN ALSO TO ESTABLISH THAT ANY AND ALL VIOLATIONS OF THE ORDINANCE OR THE CALIFORNIA PENAL CODE MAY COUNT AS A CITATION TOWARDS THE THREE CITATION, UH, CITATIONS TRIGGERED FOR NON-RENEWAL.

AND THEN FOR THE FISCAL YEAR OF 20 24, 20 25 BUDGET ADOPTION, WE, WE WOULD LIKE TO REQUEST THAT TO INCREASE THE SHORT TERM RENTAL FEES TO COVER THE HIGH EX HIGHER THAN EXPECTED COST ESCALATION.

MEANING THAT, UM, THROUGH THIS PERIOD SINCE THE THREE YEARS THAT THE SHORT-TERM RENTAL ORDINANCE WAS IN EFFECT, THAT WE FOUND THAT THE COST TO OPERATE THE SHORT-TERM RENTAL PROGRAM IS HIGHER THAN IT THAN WHAT WAS EXPECTED.

UM, THE, THERE IT TAKES MORE TIME FOR PROCESSING THE APPLICATIONS, DOING THE RESEARCH AND SO FORTH.

SO WE'RE REQUESTING TO, UM, INCREASE THE COST FOR, TO COVER THAT AND THEN ALSO TO INCREASE THE SHORT TERM REGISTRATION FEES SUFFICIENT TO CO UH, TO, UH, COVER AN ADDITIONAL ACCOMMODATION OF BUILDING INSPECTOR OR EQUIVALENT ASSIGNED TO ENFORCEMENT.

AS I MENTIONED EARLIER, WE ONLY HAVE ONE, UH, A COMBINATION OF BUILDING INSPECTOR TO ENFORCE THE IN SHORT-TERM RENTAL ORDINANCE.

AND, UM, WITH THAT IT'S, UM, PART OF THE PROCESS OF OUR ENFORCEMENT IS TO SPOT CHECK AND INSPECT SEVERAL OF THE APPLICA, THE SHORT-TERM RENTALS, UM, APPLICATIONS, AND GO OUT TO THE PROPERTY TO ENSURE THAT THEY ARE, UM, ADVERTISING WHAT IS THERE AND NOT ADVERTISING, UM, LIKE AN A DU OR UN PERMITTED STRUCTURE.

THEY'RE INVESTORS WHO PURCHASED THREE HOMES IN MY IMMEDIATE CENSUS TRACK, ALL FOR THE PURPOSE OF TURNING THEM INTO HOTEL HOMES.

SHORT-TERM RENTALS.

PEOPLE COME AND GO AT ALL HOURS OF THE NIGHT AND EVENING.

OUR BEDROOMS ARE ON THEIR DRIVEWAY.

WE HAVE TO HEAR SUITCASES AND LUGGAGE.

DOORS SLAMMING, CONGREGATING OF 20, 30 PEOPLE IN THE DRIVEWAY SMOKING CIGARETTES AND MARIJUANA.

WAFTING IT INTO OUR BEDROOMS IN THE MIDDLE OF THE NIGHT.

WHY? BECAUSE THE HOSTS REQUIRE THAT THEY NOT SMOKE IN THE HOUSE, BUT IT'S OKAY TO SMOKE IN THE DRIVEWAY UNDERNEATH OUR BEDROOM WINDOWS.

THEY SHOULDN'T EVEN HAVE 20 TO 30 PEOPLE THERE ON THE PREMISES.

THE SCALE AND SCOPE OF THE CRISIS DEMANDS THAT WE MAKE BETTER USE OF THE HOUSING WE HAVE AND WE CANNOT AFFORD TO BE TAKING HOUSING UNITS OFF THE MARKET TO BE REPLACED BY UNHOSTED.

SHORT-TERM RENTALS, WHICH ARE OFTEN NOT OCCUPIED AS A PRIMARY RESIDENCE AND ARE MORE LIKELY TO BE OWNED OR OPERATED BY BUSINESSES IN LOS ANGELES.

WE'VE SEEN THE NEGATIVE EFFECTS OF SHORT-TERM RENTALS ACCORDING TO A REPORT AUTHORED BY PROFESSOR DAVID WASMITH, OH, SORRY, PATRICK WASMITH, UH, I'M READING THIS WRONG.

DAVID WASMITH OF MCGILL UNIVERSITY.

THE AVERAGE RENT IN LOS ANGELES IS $810 HIGHER A YEAR DUE TO ST 2,500.

MORE HOUSES ARE OFF THE MARKET THAT WOULD OTHERWISE BE AVAILABLE FOR LONG-TERM TENANTS OR HOME BUYERS.

AND 5,000 MORE PEOPLE ARE UNHOUSED DUE TO SHORT TERM RENTALS.

IT'S SIMPLE SUPPLY AND DEMAND.

A REDUCTION IN THE HOUSING SUPPLY WHILE THE DEMAND STAYS CONSTANT OR INCREASES MEANS THE PRICE GOES UP IN THE COST OF LIVING.

ACCORDING TO OUR DATA ANALYSIS, LONG BEACH HAS SEEN A 22% INCREASE OUTSIDE OF THE COASTAL ZONE AND A 24% INCREASE INSIDE THE COASTAL ZONE OF UNHOSTED.

SHORT-TERM RENTALS IN JUST ONE YEAR.

THERE ARE NOW 900 TOTAL UNHOSTED SHORT-TERM RENTALS IN LONG BEACH.

MEANING 900 ENTIRE HOMES OFF THE MARKET FOR LONG BEACH RESIDENTS.

AND AS YOU CONSIDER RECOMMENDATIONS TO IMPROVE REGULATIONS TODAY, BETTER NEIGHBORS ASK THAT YOU CONSIDER MOVING FORWARD WITH TRUE HOME SHARING IN HOSTED ONLY RENTALS IN LONG BEACH.

THIS MODEL, WE CAN BE DEFINED ACROSS CALIFORNIA AND ALLOWS INDIVIDUAL PEOPLE TO RENT OUT THEIR HOUSE FOR EXTRA INCOME, BUT RESTRICTS LARGE CORPORATE ENTITIES FROM VACUUMING UP SCARCE HOUSING STOCK.

VACATION RENTALS HAVE BEEN A PART OF THE CULTURE IN OUR CITY FOR OVER A CENTURY WITH TENS OF THOUSANDS OF VISITORS VISITING HERE EVERY YEAR WITHOUT INCIDENT.

UM, BUT I WOULD LIKE TO ADDRESS THE ISSUES OF THE PETITION PROCESS.

THE CURRENT PROCESS MAKES, IT MAKES IT SEEM LIKE THE CITY IS ENDORSING THE PETITION.

WHY IS IT SENT OUT ON CITY LETTERHEAD? WHY IS THE CITY SUBSIDIZING THE TRUE COST OF THESE PETITIONS?

THEY DON'T CARE ABOUT THE NEIGHBORHOODS THEY WANT.

THEY JUST WANT US TO BE NOT THEIR COMPETITION ANYMORE.

THEY WANT US OUTTA BUSINESS.

SO TRYING TO BE AN INDEPENDENT AND MAKE SOME EXTRA SIDE INCOME, UH, BUT NOT HAVE THE ABILITY TO RUN A BACKGROUND CHECK ON PEOPLE, THAT IS CRITICAL.

SOME OF THE LAWS THAT THE COUNTY HAS IMPLEMENTED, I THINK ARE NOT CONDUCIVE TO SMALL INDEPENDENT INVESTORS TRYING JUST TO MAKE SOME EXTRA LIVING OR PLAN FOR THEIR FUTURE.

SO SOME OF THOSE THINGS I THINK ARE MORE RESPONSIBLE FOR TAKING HOMES OUT OF THE REGULAR RENTAL MARKET AS OPPOSED TO SHORT-TERM RENTALS.

ALL OF THESE ISSUES BROUGHT UP BY PREVIOUS SPEAKERS ARE PROBLEMS WITH SELECT FEW INDIVIDUAL PROPERTIES AND HOMEOWNERS.

SHORT-TERM HOUSING IS ALSO A LEGITIMATE HOUSING NEED.

GUESS WHO STAY WITH US OFTEN NEED TO BE CLOSE TO FAMILY, NEED AMENITIES NOT PROVIDED BY HOTELS SUCH AS FULL KITCHENS AND LAUNDRY FACILITIES.

GUESTS INCLUDE LOCAL RESIDENTS DOING RENOVATIONS OR EMERGENCY REPAIRS WHO ARE MOVING IN OR OUT OF THE AREA, OR ARE WORKING IN LONG BEACH.

TEMPORARILY, WE ENCOURAGE STRONG ENFORCEMENT OF THE CURRENT REGULATIONS AND MOST OF THE PROPOSED CHANGES, THE PROPERTIES THAT ARE CAUSING PROBLEMS ARE NOT FOLLOWING THE RULES, AND IT DOES NOT MAKE SENSE TO PUNISH THE RESPONSIBLE HOSTS.

ACCORDING TO S-C-A-G-A LOCAL HOUSING DATA AND GOVERNMENT REPORT, THERE ARE 166,460 HOUSING UNITS IN LONG BEACH.

THE CURRENT CAP OF 800 ON UNHOSTED RENTALS, WHICH IS LESS THAN HALF OF 1% OF THE HOUSING STOCK, HAS NOT EVEN BEEN REACHED.

THE CURRENT CAMPAIGN FOUND FUNDED BY HOTEL LOBBYISTS TO LIMIT HOSTING IN SPECIFIC TRACKS, AND PROBABLY SOON FOR THE CITY ITSELF, IS NOT IN THE INTEREST OF THE RESIDENTS OF LONG BEACH.

BETTER NEIGHBORS LA CLEVERLY NAMED IS LOCATED IN THE DOWNTOWN LA OFFICE, AND FUNDED BY HOTEL LOBBYIST GROUP KEEP OWNERS IN CONTROL OF THEIR OWN PROPERTIES AND TOURISM DOLLARS IN THE HANDS OF LOCAL BUSINESSES AND INDIVIDUAL HOMEOWNERS, MA'AM, MANY TIMES CONCLUDED.

I THINK EVERYBODY'S ALREADY SAID A LOT OF THE MAJOR STUFF, BUT THERE'S A VERY SPECIFIC CLAUSE IN HOW THIS ONE IS WRITTEN THAT SAYS, UM, CLARIFY THAT SHORT-TERM RENTALS BOOKED FOR MORE THAN 30 DAYS ARE STILL SUBJECT TO SHORT-TERM RENTAL REGULATIONS IF THEY'RE LISTED ON A BOOKING SITE THAT ALSO OFFERS BOOKING OF LESS THAN 30 DAYS.

SO I FEEL LIKE THAT'S REALLY CLUMSILY WRITTEN, BUT IT'S TRYING TO SAY THAT IF YOU HAVE A, IF YOU HAVE A HOUSE THAT YOU, UM, ARE RENTING FOR MORE THAN 30 DAYS, WHICH I HAVE ONE OF THOSE, I RENT IT TO TRAVELING NURSES.

AND, UH, SO NOW IT'S SUDDENLY GONNA BE CONSIDERED A SHORT TERM RENTAL, WHICH HAS ABOUT 14% TAX AND A BUNCH OF OTHER FEES AND EVERYTHING.

SO IT'D BE MUCH MORE EXPENSIVE.

I CALLED THE, THE OWNER OF THE PROPERTY, WHICH ALSO OWNS A PROPERTY IN, IN MAMMOTH, UM, UM, MANHATTAN BEACH AND IN PALM SPRINGS.

SO, MR. C***S, AS I UNDERSTAND THIS IS FRAMED AS MORE OF, UM, THAT THAT'S HOW, UH, CODE ENFORCEMENT WOULD AGGREGATE THOSE COMPLAINTS.

BUT, UM, I BELIEVE THE ADMINISTRATOR HAS THE AUTHORITY TO SHUT DOWN AN STR IMMEDIATELY GIVEN THE SERIOUSNESS OF THE CRIME.

AND COULD YOU POSSIBLY EXPLAIN, NUMBER ONE, HOW THAT'S GOING TO WORK AND THAT YOU'LL BE WORKING WITH THE POLICE CHIEF? AND ALSO, HOW SHOULD I WORD THAT FOR THIS, UH, PIECE I WANT TO INCORPORATE IN HERE? RIGHT? SO, COUNCILMAN, I KNOW YOU UNDERSTAND, BUT FOR THE BENEFIT OF THE AUDIENCE, YOU CAN'T READ TWO WITHOUT READING THREE.

SO I WANNA READ NUMBER THREE, WHICH IS ESTABLISH THE DEPARTMENT DIRECTOR'S ABILITY TO CANCEL AN STR LICENSE IF THE PROPERTY OWNER DOES NOT RESPOND TO A REMEDY AND INCIDENT RELATED TO VIOLENCE.

SO IF THERE, UM, WAS AN INCIDENT, AND LET'S SAY THE OWNER IMMEDIATELY REMOVED THE TENANTS, UH, OR OCCUPANTS BANNED THEM FROM EVER RENTING AGAIN AND RESOLVED THE ISSUE, THEY WOULD STILL HAVE TWO POINTS AGAINST THEM, BUT THAT LICENSE WOULD NOT BE IMMEDIATELY REVOKED.

BUT LET'S SAY THEY DIDN'T DO THAT, THEY WEREN'T RESPONSIVE.

I WOULD GET A REPORT THAT I'M NOT HERE AT NIGHT, BUT THE NEXT MORNING I WOULD CONSULT WITH THE CHIEF OF POLICE.

WE'D MAKE A DECISION, AND WE WOULD HAVE THE OPPORTUNITY TO REVOKE THAT LICENSE THE NEXT MORNING.

THAT'S HOW THE PROCESS WOULD WORK.

NOW, THIS IS, AGAIN, PROBABLY A COMMUNICATIONS ISSUE BETWEEN SPECIAL EVENTS AND MAY THE POLICE DEPARTMENT.

SO WE, WE HOSTED A, UH, PUBLIC MEETING ON, UH, JANUARY 8TH.

UM, AND AT THAT MEETING WE HAD 125 PEOPLE IN THE AUDIENCE, AND THEY POINTED OUT THAT THEY THOUGHT FILMING WAS GOING ON RIGHT THEN.

SO FROM THAT, I TOOK THAT WE NEED A MORE ROBUST SYSTEM IN PLACE, OR SPECIAL EVENTS OR THAT FILM PERMIT.

UH, FIRST OF ALL, THE COUNCIL OFFICE HAS TO HAVE THAT, THAT HAS TO BE 100% ACCURACY BECAUSE I KNEW WE DIDN'T HAVE THAT PERMIT IN PLACE.

WE HAD NOT BEEN INFORMED.

SO MY SUSPICION WAS THAT IT WAS BEING DONE WITHOUT A PERMIT.

BUT, UM, I JUST WANNA MAKE SURE WE HAVE LANGUAGE IN HERE THAT, UM, STIPULATES THAT, UM, UH, SPECIAL EVENTS WILL COMMUNICATE WITH THE POLICE DEPARTMENT BECAUSE THE WORST CASE SCENARIO IS A PATROL OFFICER GOING OUT THERE AND NOT KNOWING, UH, WHETHER IT'S LEGAL OR NOT.

SO IS THERE A WAY THAT WE CAN GET THAT WORDING IN THERE SIMPLY ON THAT ITEM? YEAH, SO I THINK THAT'S COVERED IN A FEW DIFFERENT WAYS.

SO, UM, WE MAKE IT CLEAR THAT FILMING ASSOCIATED WITH A SHORT-TERM RENTAL CANNOT HAPPEN WITHOUT BOTH PERMISSIONS.

UM, BUT THE OTHER THING THAT WE ARE DOING HERE IS CLARIFYING THAT ALL VIOLATIONS OF THE MUNICIPAL CODE COUNT AS A VIOLATION.

SO IT, WHAT WOULD HAPPEN BEFORE IS IF YOU HAD A FILMING VIOLATION THAT HAD TO BE HANDLED BY FILMING, AND IF YOU HAD AN SDR RES VIOLATION, THAT HAD TO BE HANDLED THROUGH THE SDR, WHAT WILL HAPPEN GOING FORWARD IS A MORE COORDINATED APPROACH.

AND IF YOU DO FILMING AT AN SDR WITHOUT PERMISSION, THAT WILL COUNT AGAINST YOUR STR LICENSE AS WELL.

IT'S AN ADDITIONAL ENFORCEMENT TOOL TO CROSS SITE, UM, THE OWNERSHIP, UM, WHICH WILL ALLOW US TO ESCALATE THE SITUATION MUCH MORE QUICKLY.

AND THEN PART OF WHAT WE NEED TO DO DOESN'T GO IN AN ORDINANCE.

IT'S IN OUR OWN BACKYARD OF COMMUNICATING BETTER AND WORKING.

WE'RE ALL ONE CITY TEAM, BUT IT'S THOUSANDS OF EMPLOYEES, AND IT'S NOT ALWAYS PERFECT COMMUNICATION.

SO IT NEEDS TO BE PAID OUT OF SOME POT OF MONEY, BUT THAT'S A POLICY DECISION.

I I DID DO THINK THAT, UM, ALSO I HEARD THAT THERE WERE TWO COMPLAINTS AND NOW THERE ARE NINE COMPLAINTS.

I DID HAVE A QUESTION FOR STAFF REGARDING, WERE THOSE, WERE, WERE ANY OF THOSE COMPLAINTS DUPLICATIVE OR WERE, WERE THEY, THEY THE SAME ST BEING COMPLAINED ABOUT UNDER INVESTIGATION OR ALL THEY ALL SEPARATE? WELL, I MEAN, SEPARATE, WE'VE HAD MORE THAN TWO COMPLAINTS.

THERE WERE, UH, I THINK IT WENT FROM TWO TO 12 OR SOMETHING LIKE THAT.

WE HAD TWO PETITIONS THAT HAVE GONE THROUGH THE WHOLE PROCESS FROM START TO FINISH, AND THEY WERE NOT SUCCESSFUL.

WE HAVE NINE THAT ARE IN PROCESS, BUT NOT DONE.

SO WE HAVE ONE IN COUNCILMAN SUPER NAS DISTRICT THAT WE'RE COUNTING BALLOTS RIGHT NOW.

UM, AND THEN WE HAVE OTHERS THAT, UM, THEY MAY BE OUT IN THE PETITION PROCESS GATHERING SIGNATURES TODAY.

AND, AND WE DON'T HAVE THEM BACK, SO WE CAN'T SAY WHAT THE OUTCOME ON THOSE NINE IS GONNA BE.

BUT THE TWO THAT WE'RE COMPLETED WERE, WERE NOT SUCCESSFUL.

I THINK THE HIGHEST PERCENTAGE WAS ABOUT 40%.

RESIDENTIAL ZONING.

THERE ARE MANY REALLY GOOD OPERATORS OF SHORT-TERM RENTALS.

I DON'T HEAR ABOUT THEM BECAUSE THEY'RE GOOD, BUT THE ENTIRE PROGRAM IS TAINTED BY A FEW BAD ACTORS THAT ARE, THEY AREN'T TRYING TO BE GOOD NEIGHBORS.

I'M REALLY HAPPY THAT WE ARE BRINGING THIS BACK TO PUT SOME TEETH IN THIS, UM, ORDINANCE WITH ENFORCEMENT.

SO I HAVE A COUPLE OF ITEMS THAT ID LIKE TO BE INCLUDED.

THE FIRST, I AGREE THAT THE PETITION CANNOT, THAT FEE CANNOT BE INCREASED.

SO IN EFFECT, ANY, ANY, UH, RULE THAT THE HOA, UM, HAS IN, IN, IN PLACE, IF THAT REALLY VIOLATES THE ORDINANCE, THAT THAT IS A VIOLATION.

SO IT REALLY SHOULD BE UP TO COUNCIL IN THE DIRECTION THE COUNCIL WANTS TO TAKE.

IF YOU COULD JUST TELL US AGAIN WHAT THAT NUMBER IS.

SO I THINK THIS IS REALLY IMPORTANT BECAUSE AS CARL MENTIONED BEFORE, WE HAD AN S STR R PROGRAM.

WE HAD S STR, WE HAD MORE THAN A THOUSAND STRS IN THE CITY.

UH, AS OF YESTERDAY WE HAVE 618 UNHOSTED STR AND 240 HOSTED STR.

SO HAVING A WELL-REGULATED PROGRAM HAS ALLOWED US TO REDUCE THE NUMBER OF STRS OVER OVERALL IN THE CITY.

UM, AND THEN WE'RE LOOKING AT TONIGHT'S ACTION TO LET US DO BETTER ENFORCEMENT, UM, ON THOSE THAT EXIST IF THEY, UH, VIOLATE COMMUNITY STANDARDS.

EVERYONE INCLUDES PARENTS BRINGING THEIR CHILDREN TO CHECK OUT THEIR FIRST LIBRARY BOOK, STUDENTS DOING HOMEWORK IN THE LIBRARY BECAUSE THEIR HOMES ARE NOISY.

A YOUNG WOMAN TRYING TO LEARN HOW TO FILE A RESTRAINING ORDER AGAINST AN ABUSIVE PARTNER OR HOMELESS PERSONS WHO COME INTO THE LIBRARY TO GET A LITTLE SHELTER FROM THE COLD AND PERHAPS READ A MAGAZINE OR LEARN FROM A LIBRARIAN HOW THEY MIGHT FIND CITY SERVICES.

THEY ALL DESERVE THE RIGHT TO PURSUE THEIR INTERESTS WITHOUT FEAR OF THE EGREGIOUS MISBEHAVIOR OF OTHER PATRONS HOUSED OR UNHOUSED.

DOUG HALBERT, OUR CITY OF PROSECUTOR AND HIS SUPPORT FOR THIS ORDINANCE MADE TWO IMPORTANT POINTS.

FIRST, HE SAID HIS OFFICE WILL NOT USE THIS ORDINANCE TO PROSECUTE ANYONE HOUSED OR UNHOUSED WITHOUT GOOD CAUSE.

HE WON'T WASTE COURT TIME ON TRIVIAL IN FACTIONS.

BUT HE ALSO SAID, ADOPTING THIS ORDINANCE WOULD IN ITSELF BE A DISINCENTIVE TO MIS EGREGIOUS MISBEHAVIOR.

MEANING IT MAY NOT EVEN NEED TO BE ENFORCED, BUT IF IT DOES, RATHER THAN JUST HIRING MORE SECURITY OFFICERS TO DISCOURAGE BAD BEHAVIOR OR JUST CALLING IN POLICE TO ENFORCE CITATIONS UNDER THIS ORDINANCE, THE FOUNDATION SUPPORTS THE HIRING OF MORE FULL-TIME.

LIBRARIANS WHOSE PROFESSIONAL PRESENCE AND SERVICES WILL ENRICH PATRONS LITERACY, ENHANCE THEIR EDUCATION AND ENCOURAGE THAT GOOD BEHAVIOR.

SO TO FOSTER A WELCOMING ENVIRONMENT IN OUR LIBRARIES FOR EVERY MEMBER OF OUR DIVERSE COMMUNITY HOUSED AND UNHOUSED THE FOUNDATION SUPPORTS THE APPROVAL OF THIS ORDINANCE.

ALBERT WAS BORN

DECEMBER 23RD, 1985 AND PASSED DECEMBER 14TH, 1924.

HE WAS A PERSONAL CONTACT FOR ME.

HE WAS A CLOSE FRIEND OF MINE BY MY SONS BEING THE STRICT FATHER THAT I AM, I WOULD NOT LET MY SONS CROSS THE STREET.

SO THEY GO RIDE AROUND THE BLOCK, BUT ACROSS THE STREET WAS ALBERT WITH HIS FRIENDS.

THEY CAME HOME ONE DAY AND ASKED ME, DAD, CAN WE ACROSS THE STREET, THERE'S SOME KIDS WE WANT I MEET AND I PLAY WITH.

THEY SAID, SURE, GO AHEAD.

MAKE FRIENDS GET, AND THEY DID.

AND THERE STARTED A WHOLE LIFETIME OF MEMORIES WITH ALBERT AND MY SONS THAT TRANSCENDENT BIRTHDAYS GET TOGETHERS AND CELEBRATIONS.

MY SON PASSED IN 2024.

ONE OF MY SONS AND ALBERT WAS DEVASTATED.

AND NOW, AND IT'S OUR TURN TO BE DEVASTATED.

I LOVE ALBERT LIKE A SON.

I GREW UP WITH HIM AND I'M GONNA MISS HIM.

SO I LIKE TO CLOSE THIS MEMORY, THIS MEETING TONIGHT IN HIS MEMORY.

HE WAS VERY SUPPORTIVE OF THE URA THROUGHOUT HIS LIFETIME AND WE ARE SUPPORTIVE OF HIM AND GOD BLESS HIS FAMILY.
