SO THEY THEMSELVES WERE GAS CONSTRUCTION WORKERS. EVENTUALLY, THE PROMOTION IS REALLY IN RECOGNITION OF THEIR ABILITY TO, UM, UTILIZE HEAVY EQUIPMENT, NAMELY MOSTLY THE BACKHOE AROUND LIVE GAS PIPELINES. AND SO THE WAY THESE CREWS WORK, UM, IT'S IN GAS CONSTRUCTION. THE GAS CONSTRUCTION WORKERS ARE THE GUYS LAYING THE TRENCH, UH, LAYING THE, LAYING THE PIPE IN THE TRENCH, UM, TYING EVERYTHING TOGETHER. THE SENIOR EQUIPMENT OPERATOR'S ROLE IS TO DIG IN THE TRENCH. AND SO THEY HAVE SLIGHTLY MORE RESPONSIBILITIES. THEY KNOW HOW TO LAY PIPE, BUT THEY ALSO ARE RESPONSIBLE FOR NOT HITTING THE PIPE WHILE THEY'RE DIGGING AROUND IN IT. AND OVER THE YEARS, THE SENIOR EQUIPMENT OPERATOR HAS ALWAYS KIND OF BEEN SEEN AS THE MOST SENIOR PERSON, UH, MOST EXPERIENCED PERSON ON THE JOB SITE. AND, UH, THERE HAS BEEN, JUST FOR A NUMBER OF DIFFERENT REASONS, A COMPRESSION ISSUE THAT HAS OCCURRED BETWEEN THE HIGHEST PAID GAS CONSTRUCTION WORKER IN THE FIELD AND THE SENIOR EQUIPMENT OPERATOR. THE SENIOR EQUIPMENT OPERATOR AFTER THE LAST ROUND OF KIND OF, UM, SALARY ADJUSTMENTS NO LONGER MAKES THE MOST MONEY, UM, AS PART OF THAT CREW. AND, AND THAT SAME SITUATION, THAT SAME KIND OF, UM, PECKING ORDER OF SENIORITY AND COMPENSATION OCCURRED ON THE WATER SIDE. UM, IN THE LAST, UM, TIME, SORRY, TWO TIMES AGO WHEN WE ADJUSTED SALARIES. AND SO TO RECTIFY THAT ISSUE THERE, WE CONVERTED THE WATER AND SEWER SENIOR EQUIPMENT OPERATORS TO THEIR PREVIOUS CLASSIFICATION, WHICH IN ON THE WATER SEWER SIDE, IT'S WATER UTILITY MECHANIC. AND THE COMMISSION APPROVED THAT RECLASSIFICATION AT THAT TIME, THEY WERE ADDED, UM, A HEAVY EQUIPMENT OPERATOR SKILL PAY ON TOP OF THAT SO THAT AT THE END OF THE DAY, UM, AT A JOB SITE, THAT SAME EMPLOYEE IS STILL WORKING WITH THEIR SAME CREW. THEY ARE JUST NOW, UM, EARNING A SKILL PAY FOR THE ADDITIONAL, UM, HEAVY EQUIPMENT OPERATING WORK THAT THEY'RE DOING. BUT IT'S STILL, UM, IN, ON THE GAS SIDE, GAS CONSTRUCTION AND THE WATER SEWER SUICIDE, UM, WATER SEWER CONSTRUCTION. SO, UH, WE DID IT ON THE WATER SEWER SIDE TWO YEARS AGO. IT WAS SUCCESSFUL. UM, YOU KNOW, THE CREWS ARE, ARE OPERATING AS THEY SHOULD KIND OF, THE, THE RESPECT AND THE HIERARCHY AND THE RESPONSIBILITY, UM, IS, IS, IS RIGHT. UM, AND WE'RE JUST TRYING TO DO THAT SAME MODEL NOW ON THE GAS SIDE. AND THE GAS EMPLOYEES, THESE FOUR EMPLOYEES KNOW THAT THAT HAD HAPPENED ON THE WATER SIDE AND THEY ARE LOOKING FORWARD TO, UM, THAT SAME KIND OF ADJUSTMENT, UM, [00:15:01] FOR, FOR THEM. AND ESPECIALLY NOW THAT WE ARE ONE UTILITY, THE DEPARTMENT IS VERY SUPPORTIVE OF THAT CONSISTENCY AS WELL. AND, AND THESE FOUR THAT ARE ON OUR AGENDA, ARE THEY THE ONLY FOUR IN YOUR DEPARTMENT? YES. UM, I WAS [PUBLIC COMMENT Opportunity to address the Civil Service Commission on non-agenda items. ] INFORMED THAT AT THE LAST COMMISSION MEETING THERE WAS, UM, A COMMENT MADE ABOUT, CAN YOU STATE YOUR NAME FOR THE RECORD? ELSA LAW WITH THE PERSONNEL, UH, PERSONNEL ADMINISTRATOR FOR THE POLICE DEPARTMENT. I WAS INFORMED THAT AT THE LAST COMMISSION MEETING THERE WAS A, A REQUEST FOR THE POLICE DEPARTMENT TO CONSIDER TRAINING ITS OWN SPECIAL SERVICES OFFICERS FOR THE IN CUSTODY TRAINING. AND I WANTED TO SPEAK TO THAT MATTER TODAY. UM, CURRENTLY THE DEPARTMENT IS NOT AUTHORIZED TO DO THAT PARTICULAR TRAINING, AND SO WE HEAVILY RELY ON LAPD TO CONDUCT THAT TRAINING ON BEHALF OF THE DEPARTMENT. UM, AT THIS TIME, UNFORTUNATELY, IT'S NOT ACTUALLY FEASIBLE FOR US TO ESTABLISH THAT LEVEL OF TRAINING IN OUR DEPARTMENT. FOR ONE. IN ORDER TO QUALIFY TO DO THAT, WE WOULD HAVE TO HAVE DESIGNATED STAFF, AT LEAST A SERGEANT AND MULTIPLE OFFICERS TO FACILITATE THAT TYPE OF TRAINING. GIVEN OUR STAFFING, UM, ISSUES WITH THE DEPARTMENT AT THIS TIME AND SPACE ACCOMMODATION FEE TO BE ABLE TO FAC FACILITATE ONGOING TRAINING TO THE STANDARDS THAT THE STATE REQUIRES, WE ARE NOT IN A PLACE TO BE ABLE TO CON CONDUCT THAT TYPE OF TRAINING. SO WE ARE CURRENTLY AT THE MERCY OF HAVING TO RELY ON LAPD TO DO THAT PARTICULAR TRAINING. UM, WE ARE HOPEFUL THAT IN THE FUTURE WHEN STAFFING LEVELS AND THE CAPACITY TO, UH, FACILITATE THAT, UM, THAT WE COULD PUT A STRONG PROPOSAL FORWARD TO THE STATE FOR CONSIDERATION OF THAT TRAINING. SO WE'RE HOPEFUL THAT, UM, IN THE COMING COMMISSION MEETING, OUR REQUEST TO EXTEND THAT PROBATIONARY PERIOD IS AFFIRMED SO THAT WE CAN MINIMIZE THE NEED TO COME BACK TO EXTEND THOSE PROBATIONARY [00:45:01] PERIODS.
