UH, WE'VE HAD THIS PROGRAM SINCE, UH, 2010, AND IT'S BEEN REALLY WELL, UH, RECEIVED AND REALLY WELL UTILIZED BY OUR COMMUNITY.
SO I JUST APPRECIATE THE OPPORTUNITY TO, TO, UM, GIVE YOU GUYS THE LATEST UPDATES ON, ON THIS PROGRAM AND HOW IT'S EVOLVED, UH, AND WHERE WE ARE NOW AND, UH, WHAT, WHAT IT CAN DO FOR OUR COMMUNITY AND THE YEARS GOING FORWARD.
SO, I, I DID WANT TO QUICKLY HIGHLIGHT THAT THIS IS, UH, ONE OF THE, THE FIRST TIMES THAT WE'VE PRESENTED THIS PROGRAMS AS A, UH, LONG BEACH UTILITIES.
PREVIOUSLY, WE PRESENTED AS LONG BEACH WATER.
UH, SINCE, UH, JANUARY OF LAST YEAR, WE'VE MERGED THE GAS, WATER, AND SEWER UTILITIES.
UH, AND SO THAT'S ACTUALLY PRESENTED A GREAT OPPORTUNITY FOR US TO, UH, JOIN PROGRAMS, UH, FIND EFFICIENCIES AND OFFER, UM, MORE COMPREHENSIVE SERVICES TO OUR COMMUNITY MEMBERS AT, UH, MORE, UH, COST EFFECTIVE RATES.
AND SO OUR CONSERVATION PROGRAMS THAT I'LL WALK THROUGH ARE REALLY GREAT EXAMPLE OF HOW THE UTILITIES, UH, MERGER HAS BENEFITED, UH, THE CITY.
UM, SO JUST REALLY QUICK, NOW, WE ARE ABOUT 500 EMPLOYEES.
WE HAVE ABOUT 90,000 WATER AND SEWER CUSTOMERS, AND 155,000, UH, GAS CUSTOMERS.
SO THAT'S, UH, THE COMMUNITY THAT WE SERVE HERE, UH, FROM A, A WATER AND GAS AND SEWER PERSPECTIVE.
I DID ALSO WANT TO QUICKLY HIGHLIGHT THE, THE FANTASTIC WORK THAT OUR COMMUNITY'S BEEN DOING OVER THE YEARS.
AND SO REALLY, WE'VE REDUCED OUR WATER USE, UH, IN THE CITY OVER THE PAST SEVERAL DECADES.
AND SO, IF YOU'LL SEE THE, THE BAR GRAPH, UH, WHAT THAT SHOWS IS THE BREAKDOWN OF THE DIFFERENT WATER SUPPLIES THAT WE HAVE, AND REALLY THE, THE UTILITIES, UH, DEPARTMENT'S GOALS OF HOW WE WANT TO BECOME MORE LOCALLY SUSTAINABLE WITH OUR GROUNDWATER RESOURCES AND BECOME LESS AND LESS DEPENDENT ON EXPENSIVE AND ENERGY INTENSIVE IMPORTED WATER SUPPLIES OVER TIME.
SO, THE TOPIC OF TODAY'S CONVERSATION IS THE LANA GARDEN PROGRAM, BUT I ALSO DID WANT TO JUST QUICKLY HIGHLIGHT ALL THE OTHER CONSERVATION PROGRAMS THAT WE HAVE, UH, BECAUSE IT REALLY SPANS THE WHOLE ENTIRE COMMUNITY.
THERE'S A PROGRAM FOR EVERYBODY.
THERE'S A WAY THAT EVERYBODY, UH, WITHIN THIS, UH, CITY CAN DO THEIR PART TO CONSERVE.
UH, AND SO, LAWN AND GARDEN, I WON'T GO TOO MUCH INTO THAT RIGHT NOW, BUT, UH, THE NATIVE PLANT PARKWAY PROGRAM IS ESSENTIALLY A VARIATION ON LAWN AND GARDEN.
UH, WHAT WE FOUND IS THAT A LOT OF PEOPLE AREN'T READY TO NECESSARILY MAKE THE, THE WHOLESALE CONVERSION OF THEIR FRONT OR BACKYARD.
UM, AND SO WE WANTED TO, TO PROVIDE THEM AN EASY WAY TO, UH, GET EXPERIENCE DOING THE LANDSCAPE CONVERSION, HOPEFULLY HAVE A POSITIVE EXPERIENCE, AND THEN, UH, INFORM THEM ON HOW THEY CAN, UH, EXPAND BEYOND THAT.

UH, AND SO THAT, THAT'S, YOU KNOW, IT SEEMS LIKE FAR AWAY, BUT IT'S REALLY NOT WHEN WE'RE TALKING ABOUT HOW MUCH TURF WE REALLY NEED TO TARGET.

SO, A LITTLE BIT OF HISTORY FIRST ABOUT THE FREEWAY.
UH, HISTORICALLY, TERMINAL ISLAND ITSELF HAS BEEN REFERRED TO AS I RATTLESNAKE ISLAND AND FAMILY TERMINAL ISLAND AS OF 1918.
THROUGHOUT THE EARLIEST 20TH CENTURY, TERMINAL ISLAND HAS BEEN HOSTED A VARIETY OF INDUSTRIAL USES, SUCH AS POWER PLANTS AND MANUFACTURING, ORIGINALLY REFERRED TO AS THE INDUSTRIAL FREEWAY.
THE TI FREEWAY WAS BUILT IN 1947 BY THE US NAVY TO UPGRADE ACCESS TO THE PORTS IN THE NAVAL SHIPYARD, CONNECTING ALL THE WAY TO THE I 10.
IN 1982, STATE ROUTE 47 WAS REROUTED ONTO ALAMEDA BOULEVARD, AND THE PORTION OF THE FREEWAY THAT REMAINED HERE WAS REROUTED RENAMED TO ROUTE 1 0 3, THUS SCRAPING PLANS TO CONNECT THIS HIGHWAY TO LOS ANGELES PROPER.
IN 2000, THE CITY OF LONG BEACH TOOK OVER THE SEGMENT OF THE FREEWAY NORTH OF PCH, UM, TERMINATING AT WILLOW.
AND IN 2013, THE CITY WAS AWARDED A CALTRANS ENVIRONMENTAL JUSTICE GRANT TO CREATE A CONCEPT PLAN FOR THE DECOMMISSIONING OF THE CITY SEC, THE CITY OWNED PORTION OF THE FREEWAY, WHICH WAS ULTIMATELY RECEIVED AND FILED BY COUNSEL IN 2015.
TODAY, THE TERMINAL ISLAND FREEWAY ABUTS THE SOUTHERN CALIFORNIA INTERNATIONAL GATEWAY, ALSO KNOWN AS SKI THE EDISON RIGHT OF WAY TO THE WEST, WEST LONG BEACH NEIGHBORHOODS AND SCHOOLS TO THE EAST, THE PORT OF LONG BEACH TO THE SOUTH IN THE INTERM MORTAL CONTAINER TRANSFER FACILITY, OR ICTF TO THE NORTH.
AS MENTIONED, AT THE END OF 2015, THE CITY FINALIZED A GREEN TI TRANSITION PLAN, WHICH PROPOSED NEW PARK AND GREEN SPACE ALONG THE FREEWAY TO BUFFER ADJACENT INDUSTRIAL ACTIVITIES IN THE SEVEN 10 FREEWAY FROM THE NEIGHBORHOODS, UM, THAT ARE EXISTING WHILE INTRODUCING NEW LAND USES AND POSSIBLE PROGRAMS, INCLUDING NATIVE HABITAT, URBAN FORESTS AND WETLANDS, NATIVE GARDENS, AND MEADOWS COMMUNITY GARDENS, AND INTRODUCING PEDESTRIAN PAILS, BIKE TRAILS, PLAYGROUNDS, OVERLOOKS, AND OTHER AMENITIES.
ULTIMATELY, THIS PLAN ESTABLISHED A SIX, A LIST OF SIX PRIORITY GOALS BASED ON COMMUNITY FEEDBACK, PROVIDING ENVIRONMENTAL BENEFITS TO OUR COMMUNITY, PREVENTING OVERFLOW FREEWAY TRAFFIC INTO THE NEIGHBORHOOD ITSELF, NOISE QUIETING AND REDUCTION OF FREEWAY INTRUSION ONTO WEST LONG BEACH NEIGHBORHOODS, LINKING THE RESIDENTS IN NEIGHBORHOODS AND SCHOOLS, INTRODUCING PEDESTRIAN AND BYPASS AMENITIES, AND OF COURSE, CALMING TRAFFIC.
THIS SLIDE SHOWS THE OVERALL SITE PLAN EXHIBIT THAT IDENTIFIED THE PUBLIC DEVELOPMENT OPPORTUNITIES IN THE PLAN.

THE PROJECT AREA SHOWN HERE, CENSUS TRACKS ARE IN THE 96 PERCENTILE FOR CAL VIRUS GREEN, UM, A STATE MEASURE THAT EVALUATES THE DISPROPORTIONATE IMPACTS OF POLLUTION ACROSS THE STATE BASED ON THE ANALYSIS CONDUCTED FOR THE 2015 GREEN TI TRANSITION PLAN.
THE PROJECT AREA HAS NEARLY NINE TIMES THE AMOUNT OF PARTICULAR MATTER AS 61.0 PER SQUARE MAR COMPARED, COMPARED TO 6.9 FOR LA COUNTY OVERALL.
FURTHERMORE, ON AVERAGE, RESIDENTS OF THE AREA HAVE FEWER ACRES OF PARK SPACE AND RESIDENTS OF THE CITY.
OVERALL, WILL, THE CITY PROVIDED NEARLY SIX ACRES OF OPEN SPACE PER THOUSAND RESIDENTS.
WESTLAW BEACH HAS LESS THAN ONE ACRE PER THOUSAND RESIDENTS FOR REFERENCE.
THE 2022 NATIONAL RECREATION AND PARK ASSOCIATION AGENCY PERFORMANCE REVIEW FOUND THAT THE TYPICAL PARK AND RECREATION AREA AGENCY HAS ABOUT 10 ACRES OF PARK SPACE FOR EVERY 1000 RESIDENTS IN THEIR JURISDICTION.
ADDITIONALLY, A UNIQUE CHARACTERISTIC OF THE PROJECT AREA NOT SHOWN HERE IS THE ADJACENT CENTURY VILLAGES OF CABRILLO, A 27 ACRE CAMPUS COMMUNITY, WHICH CURRENTLY HOUSES ABOUT 1800 RESIDENTS.
IN 2023, THE CITY APPROVED THE NEW CENTURY VILLAGES.

THIS IS BOTH A TREMENDOUS HOUSING RESOURCE FOR WEST LONG BEACH, AND ALSO INCREASES THE OPPORTUNITY AND POTENTIAL BENEFITS OF THE GREEN TI TRANSITION PLAN.

UH, WE FEEL REALLY GOOD ABOUT THAT OPPORTUNITY.
SO THAT IS SOMETHING THAT, UH, THAT, UH, WE ARE, UH, WORKING HARD ON.
UH, WE'RE, WE'RE ALSO, UM, WE ALSO NEED TO STEP UP OUR EFFORTS IN COORDINATING WITH SOME OF OUR, UH, PARTNER, UH, AGENCIES AND PARTNERS, INCLUDING THE CITIES OF CARSON, LA, THE PORTS OF LONG BEACH AND, AND LOS ANGELES.
UM, AND, UH, REALLY WE WANNA, WE WANNA ENGAGE AND, UH, MAKE SURE EVERYONE'S ON THE SAME PAGE IN TERMS OF THEIR, THE NECESSARY TRANSITION OF THIS ROADWAY NETWORK TO A MORE COMMUNITY SERVING, UH, ROADWAY.
UM, AND WE DO ENVISION THE NEED FOR, UH, A ROBUST, UH, COMMUNITY AND, UH, STAKEHOLDER OUTREACH PROCESS AS WE HAVE, UH, MORE MATERIALS AND HOPEFULLY WE GET THIS NEXT GRANT AND, AND IDENTIFY ADDITIONAL RESOURCES.

SO APPARENTLY IT HASN'T BEEN DECOMMISSIONED, BUT YET THAT STATEMENT OF THE, OF THE FREEWAY IS IN TOTAL DISREPAIR.
AND WE DIDN'T CALL IT A APART.
THERE SHOULD BE NO VEHICLES BY TRUCKS, VERY KNOW WHERE THAT, BUT THERE ARE.
SO WHERE ARE WE AT NOW IN, IN REGARDS TO TOTALLY DECOMMISSIONING THAT PORTION OF THE FREEWAY AND INITIATING OUR, OUR IMPROVEMENT PLAN? YEAH, SO LET ME TALK ABOUT THAT A LITTLE BIT.
UH, COUNCIL MEMBER, THANK YOU FOR THE, THE DETAIL QUESTION.
UM, SO WHEN WE USE THE WORD DECOMMISSION, UH, IN, IN THIS SENSE, THE JURISDICTION AND THE PROPERTY WAS TRANSFERRED FROM CALTRANS TO THE CITY, BUT IT DIDN'T STOP BEING A TRUCK ROUTE.
SO I THINK WHAT WE'RE REFERRING TO, AND, AND WE CONTINUE TO HAVE THE, THE, UH, DIALOGUE WITH OUR PARTNERS IN LA BUT FOR THE MOMENT TODAY, THIS IS STILL A TRUCK ROUTE.
IT'S JUST ADMINISTERED BY THE CITY AND NO LONGER BY THE STATE, BY CALTRANS.
SO THE GOAL IS TO CONVERT THIS INTO A PARK ROAD, UM, SURROUNDED BY PARK AND OPEN SPACE, WHICH WOULD NOT BE A TRUCK ROUTE.
WE ALL AGREE ON THE GOAL, BUT WE'RE NOT THERE YET.
SO I THINK WHAT THE TEAM WAS TRYING TO PRESENT TO YOU IS WE WANNA TAKE THAT NEXT STEP.
IT'S GONNA TAKE AT LEAST $10 MILLION JUST TO DO THE APPROVAL PROCESS AND THE PLANNING, AND THEN, YOU KNOW, 30 TO A HUNDRED MILLION DOLLARS TO BUILD IT.
SO THE CITY DOESN'T HAVE THOSE, UH, FINANCIAL RESOURCES, WHICH WHY WE'VE APPLIED FOR GRANTS.
WE WERE DISAPPOINTED NOT TO GET THE GRANT FROM DOT, BUT WE THINK WE HAVE A BETTER CHANCE, UH, WITH THE GRANT THAT WE'RE APPLYING, UM, TO EPA IMMINENTLY, I THINK IN THE NEXT, UH, COUPLE WEEKS HERE.
UM, AND WE'LL BE ABLE TO, TO REPORT BACK, UH, EARLY NEXT CALENDAR YEAR ON, ON WHETHER WE RECEIVE THAT GRANT OR NOT.
WELL KEEP AT IT, KEEP FIGHTING FOR THAT MONEY BECAUSE WE TOOK THEM ANYTHING NEED IT.
THE WEST ALL BEACH AREA NEEDS IT, UH, AS IT WAS REPORTED.
UH, THE WEST ALL BEACH AREA IS STARVING FOR OPEN SPACE, AND THIS WOULD BE A WONDERFUL PROJECT, UH, TO HELP ALLEVIATE SOME OF THAT.
ALSO, IN REGARDS TO THE, UH, PROJECT THAT WAS, THAT WAS, UH, HANDLED, UH, BACK IN 20 14 15, THE MOBILITY PROJECT, THERE WAS A BIG DOCUMENT THAT CAME INTO PLACE.
ONE OF THE REASONS WHY THIS HAS RESURFACED BECAUSE I WAS THERE, I REMEMBER PARTICIPATING WITH THAT, AND THEN IT WAS SORT OF A SHELVED AND I WANTED TO RESURRECT IT.
AND SO WE WERE RESURRECTED IN.
I WANTED BACK THANK THE MAYOR FOR CREATING THE WEST SIDE PROMISE THAT ADDS THIS PORTION OF THE FREEWAY AS PART OF THAT ELEMENT 28 PROJECTS THAT NEED TO BE DONE.
BUT, UH, THE, UH, THE CHAIR MENTIONED TO ME EARLIER, $150,000 IS NOT NEARLY ENOUGH TO FINANCE WHAT NEEDS TO BE DONE.
SO I, AGAIN, STRONGLY ENCOURAGE YOU TO CONTINUE TO PURSUE THESE OTHER FUNDING RESOURCES OR SOURCES SO THAT WE CAN HAVE A, A VIABLE PROJECT IN PLACE WITHIN A FEW YEARS AND IT'S GONNA TAKE TIME.

AND I HAD PROPOSED A WHILE BACK TO THE CITY COUNCIL IN NOTION TO ADDRESS MATTERS AND WITH THEM BUILDING THE NEW PIER AND ALL THAT, WE WERE GONNA CUT OFF THE OLD ONE.

YOU GOT YOUR COPIES AND I WAS RECENTLY INFORMED THAT WE PLAN NOW ON KEEPING THE OLD PIER.
