THIS ITEM WAS SENT OUT, UM, BACK IN NOVEMBER, AND IT GOES OVER THE SUCCESSES AND THE WORK THAT WAS DONE BY THE GOVERNMENT AFFAIRS TEAM OVER THE PAST YEARS. SO I'M JUST GONNA BRIEFLY GO OVER IT, UM, AND TAKE THE OPPORTUNITY TO, TO BRAG, UM, AND THEN DO A COUPLE OF ANNOUNCEMENT ON WHAT NEXT YEAR WILL LOOK LIKE. UM, SO JUST TO GO BRIEFLY THROUGH IT, UH, THERE'S A LOT OF TEXTS IN THIS DOCUMENT, SO I WANNA FOCUS ON THIS PARTICULAR MATRIX. UM, AND, UH, AND THEN WE CAN GO THROUGH THE REMAINDER OF IT FAIRLY QUICKLY. UH, BUT THE CITY TOOK POSITIONS ON OVER 37 LEGISLATIVE PROPOSALS AT BOTH THE STATE AND FEDERAL LEVELS IN 2024, AND WROTE, UH, A TOTAL OF 49 POSITION LETTERS ABOUT THE, UH, TO THE STATE LEGISLATOR AND TO THE GOVERNOR. UM, THOSE ARE ALL LOCATED ON THE CITY WEBSITE. UM, IF ANYONE IS INTERESTED OR INCLINED IN LOOKING AT THEM, OF THE STATE BILLS THAT THE CITY DID TAKE A POSITION ON 11 WERE SUCCESSFULLY ENACTED, UH, AND WILL BECOME STATE LAWS. UH, SIX WERE ADOPTED BY THE STATE LEGISLATOR, BUT WERE VETOED BY THE GOVERNOR. AND THEN 14 FAILED TO MAKE IT THROUGH THE LEGISLATIVE PROCESS. THE CITY ALSO TOOK A, A SUPPORT POSITION ON, UH, A PROPOSITION THAT APPEARED ON THE BALLOT, UH, THAT WAS PROPOSITION FOUR. UH, AND THEN THE CITY ALSO TOOK POSITION ON FIVE FEDERAL BILLS, ALL OF WHICH, UH, WERE, HAVE BEEN INTRODUCED AND ARE MOVING THROUGH THE LEGISLATIVE PROCESS AT THE FEDERAL LEVEL. UM, AND THEN, AS YOU CAN SEE HERE, IT'S A BREAKDOWN OF ALL OF THOSE BILLS, UM, THAT WERE SUPPORTED. THE MAIN, UH, ONES AT THE TOP WERE HOUSING AND HOMELESSNESS, HEALTH, BEHAVIORAL HEALTH AND WELLNESS, AND CLIMATE AND SUSTAINABILITY. UM, WE ALSO HAVE A NUMBER OF EARMARKS AND FUNDING THAT WE RECEIVED, UM, WHICH IS, UH, A GREAT SUCCESS. SO OVER A MILLION DOLLARS FOR, UH, UH, LONG BEACH AIRPORT FOR THEIR UNLEADED AVIATION FUEL PILOT PROGRAM. ALMOST A MILLION DOLLARS FOR THE COMMUNITY CRISIS RESPONSE PROGRAM. UM, AND THEN A NUMBER OF, UM, EARMARKS FOR OUR, UM, OUR PARKS FOR, UH, EQUITY PLACEMAKING, PUBLIC WAY AND PUBLIC RIGHT OF WAY. PARDON? AND MOBILITY. UM, THE $2 MILLION FOR HUDSON PARK IS ACTUALLY A STATE EARMARK, WHICH WAS, UH, GREAT TO GET, ESPECIALLY IN A YEAR OF DEFICIT. SO VERY HAPPY THAT WE RECEIVED THAT. SO ABOUT 5.6 MILLION IN FEDERAL EARMARKS. UM, IT SAYS HERE THAT, YOU KNOW, A LOT OF THAT IS STILL PENDING, SO WE'RE WAITING FOR THE FEDERAL EARMARKS TO GO THROUGH THEIR PROCESS. UM, BUT THE 2 MILLION FROM THE STATE HAS BEEN AWARDED. THE REMAINDER OF THE DOCUMENT IS JUST AN OVERVIEW OF EACH OF THE INDIVIDUAL BILLS THAT WE TOOK POSITIONS ON. I WON'T GO THROUGH ALL OF THEM BECAUSE IT IS QUITE EXTENSIVE, BUT I'M HAPPY TO ANSWER ANY QUESTIONS, UM, YOU ALL MAY HAVE ON THEM. THE OTHER PART OF THIS REPORT THAT I WANTED TO HIGHLIGHT IS THAT WE ALSO HAVE OUR REPORTS FROM OUR TWO LOBBYING GROUPS, HOLLAND AND KNIGHT, AT THE FEDERAL LEVEL, AND ARC STRATEGIES AT THE STATE LEVEL. UM, SO THEY ALSO INCLUDE THE OVERVIEW OF THEIR WORK THAT THEY'RE DONE, UM, AT THE, IN SACRAMENTO AND IN WASHINGTON DC FOR THE YEAR. UH, I DIDN'T WANNA TAKE TOO MUCH TIME ON THIS, BUT WANTED TO HIGHLIGHT IT BECAUSE I THINK IT SHOWS KIND OF THE GREAT SUCCESSES THAT WE HAVE. AND THEN MORE AS KIND OF AN ANNOUNCEMENT OR, UH, AN UPDATE. UM, WE'RE CURRENTLY GOING THROUGH OUR LEGISLATIVE AGENDA UPDATING RIGHT NOW, AND WE SHOULD HAVE THAT TO THIS COMMITTEE, UH, IN JANUARY, AND THEN TO THE FULL COUNCIL IN FEBRUARY. AND THAT'S MOSTLY TO MAKE SURE THAT, UM, YOU KNOW, SINCE THINGS MOVE SO QUICKLY IN THE LEGISLATURE, THAT I CAN, UM, DO A SUPPORT POSITION OR OPPOSED POSITION BASED OFF OF THE LEGISLATIVE AGENDA, UM, WITHOUT HAVING TO COME TO THIS COMMITTEE OR TO FULL COUNSEL, UM, TO MAKE SURE THAT'S QUICK. SO THE LEGISLATIVE AGENDA IS KIND OF OUR GUIDING DOCUMENT. IT'S, IT'S REALLY WHAT WE KIND OF WORK FROM. SO ANYTHING IN THAT DOCUMENT GIVES ME THE AUTHORITY TO ACT QUICKLY. UM, AND SO WITH REPUBLICANS NOW HOLDING CONTROL OF THE SENATE, UM, THEY WILL OVERSEE THE CONFIRMATION PROCESS OF, UM, PRESIDENT-ELECT TRUMP'S CABINET NOMINATIONS, AS WELL AS, UM, THE CONFIRMATION PROCESS OF FEDERAL JUDICIARY POSITIONS. UM, AND THE HOUSE JUST VOTED ON WORD A TODAY AND THE SENATE, UM, IS EXPECTED TO VOTE ON IT AS EARLY AS TOMORROW. UM, SO WITH THAT SAID, THEY HAVE LESS THAN TWO WEEKS TO, LIKE I SAID, GET ALL OF THESE THINGS DONE, UM, BEFORE THEY ADJOURN FOR THE HOLIDAY RECESS. UM, AND THEN THE HUNDRED 19TH CONGRESS WILL BE SWORN IN ON JANUARY 3RD WITH THE PRESIDENTIAL INAUGURATION FOLLOWING ON JANUARY 20TH. SO, AS ADRIANA JUST KIND OF GAVE A BRIEF INTRO INTO WHAT THE APPROPRIATIONS LANDSCAPE IS LOOKING LIKE RIGHT NOW, 10 DAYS UNTIL DECEMBER 20TH, NOBODY WANTS THE GOVERNMENT SHUT DOWN. IT'S NOT GONNA HAPPEN. UM, WE'RE JUST GOING TO PASS, UM, THE CONTINUING RESOLUTION THAT WILL GO TO EITHER MID-MARCH OR END OF MARCH. THAT IS TO BE DETERMINED. UM, THE ISSUE WITH THAT EMERGENCY SUPPLEMENTAL APPROPRIATIONS BILL, WHICH IS GOING TO BE THE VEHICLE FOR THE CR, UM, IT'S $98.2 BILLION RIGHT NOW. THAT INCLUDES FUNDING ACROSS A WIDE VARIETY OF DIFFERENT, UM, PROGRAMS THAT NOT ONLY ARE SUPPORTING ALL OF THE, UM, VICTIMS AND DISASTERS FROM THE HURRICANES, BUT ALSO ALL OF THE WILDFIRES THAT HAVE HAPPENED OUT WEST. AND SO THAT IS MONEY TO PUT INTO FEMA'S COFFERS FOR DISASTER RELIEF. MAKE SURE THAT FEMA, UM, HAS ENOUGH MONEY THERE. RIGHT NOW, THEY'RE, IT'S SO LOW THAT THEY HAVEN'T EVEN ISSUED THE, UM, THE ANNUAL BRICK GRANT COMPETITION. THEY'VE HELD BACK ON THAT, UM, FOR QUITE A COUPLE OF MONTHS NOW, JUST WAITING TO GET MORE MONEY INTO THEIR, THEIR POT. THERE'LL BE MONEY FOR FEDERAL HIGHWAYS ADMINISTRATION, FTA, UM, MONEY FOR HUD FOR THE, UH, CDBG DISASTER RELIEF FUND. UM, SO REPUBLICANS WOULD LIKE TO CUT SOME OF THAT BACK BECAUSE THERE'S ALSO SOME MONEY IN THERE THAT THE ADMINISTRATION REQUESTS IT, THAT THE REPUBLICANS FEEL LIKE DON'T FIT OR ALIGN WITHIN THE DISASTER PORTION. UM, WE'VE BEEN IN THIS SITUATION BEFORE, UM, JUST TO KIND OF GIVE YOU JUST A LITTLE BIT OF A LANDSCAPE ABOUT THAT. UM, WE DIDN'T SEE OUR, YOU KNOW, FOR THE PAST COUPLE YEARS, THESE APPROPRIATION BILLS REALLY HAVEN'T BEEN FINISHED UNTIL FIRST QUARTER OF THE NEW YEAR. IT JUST KIND OF MAKES A BIT OF A MESSY, MESSY SITUATION WHEN YOU'RE TRYING TO GET YOUR PROJECTS READY TO BRING TO YOUR DELEGATION FOR THEIR CONSIDERATION. AT THE SAME TIME, WE DON'T KNOW QUITE YET HOW LAST YEAR'S, UM, PROJECTS HAVE FINISHED UP. NEXT SLIDE. UM, AND THEN OF COURSE, LOOMING IN THE BACKGROUND IS THAT THE DEBT CEILING EXPIRES ON JANUARY 1ST. AND WHILE THE ADMINISTRATION CAN USE SOME EXTRAORDINARY MEASURES TO PUSH THAT TIMELINE OUT, UH, THAT NEEDS TO BE DEALT WITH, YOU KNOW, IN THE NEXT FEW MONTHS, UM, THAT'S HISTORICALLY BEEN A POLITICALLY FRAUGHT VOTE FOR REPUBLICANS. UM, AND OF COURSE, AS ADRIANA MENTIONED, UM, AT THE BEGINNING OF THE NEXT CONGRESS, THEY WILL HAVE THE SLIMMEST MAJORITY IN HISTORY. IT WILL ACTUALLY BE TWO 17 REPUBLICAN TWO 15, GIVEN THE MATT GAETZ DEPARTURE, AND THEN HAVING CONGRESSWOMAN STEP AND STEFANIK AND CONGRESSMAN WALLS, UH, NOMINATED FOR VARIOUS CABINET APPOINTMENTS. SO THIS IS GONNA BE REALLY CHALLENGING. UM, REPUBLICANS ARE SIGNALING THAT THEY WOULD LIKE TO DO AT LEAST TWO BUDGET RECONCILIATION PACKAGES, AND I'M GONNA TALK ABOUT BUDGET RECONCILIATION IN JUST A MINUTE, BUT JUST KNOW THAT THEY ARE PLANNING ONE LIKELY ON BORDER [00:25:01] SECURITY, IMMIGRATION, AND A SECOND ONE TO DEAL WITH THE EXPIRING TRUMP TAX CUTS. AND THEN, OF COURSE, CONGRESS NEEDS TO DEAL WITH SURFACE TRANSPORTATION REAUTHORIZATION. UH, THAT BILL, WHICH ALSO INCLUDES, UH, FROM LAST TIME. MANY OF THE, THE PROGRAMS FROM THE BIPARTISAN INFRASTRUCTURE LAW NEEDS TO BE REAUTHORIZED BY SEPTEMBER 30TH, 2026. THE FARM BILL HAS ALREADY EXPIRED AND IS LIVING ON EXTENSIONS, AND SO THEY NEED TO COME TO DEAL WITH THAT AS WELL. AND THEN OF COURSE, THERE'S GONNA BE CONFIRMATION OF JUDGES AND THE VARIOUS PRESIDENTIAL NOMINEES. SO A LOT, UH, ON THE AGENDA WITH VERY SLIM MAJORITIES EVEN IN THE SENATE. I JUST WANNA REMIND EVERYONE, IT REALLY TAKES 60 VOTES TO GET MOST THINGS DONE IN THE SENATE. AND SO, YOU KNOW, 53 MAJORITY IS NOT MUCH. NEXT SLIDE. SO, BUDGET RECONCILIATION. SO, AS MANY OF YOU KNOW, BUDGET RECONCILIATION IS A PROCESS, UM, THAT CONGRESS CAN USE TO PASS BILLS WITH A SIMPLE MAJORITY. AND IT'S BEEN USED HISTORICALLY. IT WAS USED FOR THE INFLATION REDUCTION ACT, IT WAS USED FOR THE AMERICAN RESCUE PLAN. IT WAS USED FOR THE AFFORDABLE CARE ACT IN THE PAST. SO IT'S BEEN USED BY DEMOCRATS AND REPUBLICANS TO GET LEGISLATION THROUGH. THERE'S A VERY, UH, STRICT SET OF PROTOCOLS AND RULES THAT GUIDES BUDGET RECONCILIATION THAT I WILL NOT BORE YOU WITH NOW, BUT JUST KNOW THAT THERE IS A WHOLE SERIES OF POLICY EXPERTS WHO ARE DEVOTED TO BUDGET RECONCILIATION, UM, AND YOU NEVER WANNA SIT NEXT TO THEM AT A COCKTAIL PARTY. UM, BUT IN ANY EVENT, THEY, UM, THE PLAN IS AT THIS POINT TO USE BUDGET RECONCILIATION, LIKELY FIRST TO DEAL WITH BORDER SECURITY. THEY'RE LOOKING AT, YOU KNOW, INCREASING STAFFING FOR ICE, UH, INCREASING DETENTION BEDS, AND INCLUDING BORDER SECURITY MEASURES. UH, THEY WILL LIKELY ALSO REPEAL ASPECTS OF THE INFLATION REDUCTION ACT THROUGH RECONCILIATION. UM, LOOKING AT SWEEPING UNOBLIGATED FUNDING, LOOKING AT REPEALING SOME OF THE TAX CREDITS. AND THEN THE PLAN AT THE MOMENT. AND OF COURSE, THIS CAN ALL CHANGE, AS SARAH ALLUDED TO, WE'RE IN A VERY DYNAMIC ENVIRONMENT. UM, THEY WILL, YOU KNOW, USE IT TO REAUTHORIZE THE, THE TAX CUTS AND JOBS ACT, WHICH WERE THE TAX CUTS THAT PRESIDENT TRUMP PUT THROUGH IN, IN 2017. UM, AND SO THEY'RE LOOKING, YOU KNOW, THAT VEHICLE COULD END UP BEING A VEHICLE FOR SOME OF THE PRIORITIES THAT THE CITY HAS. IT COULD BE A VEHICLE AS WELL FOR THE EXPANDED CHILD TAX CREDIT. IT COULD BE A VEHICLE FOR, UH, PUSHING THROUGH AN EXPANDED LOW-INCOME HOUSING TAX CREDIT. BUT ALL OF THAT REMAINS TO BE SEEN AT THIS POINT. NEXT SLIDE. TURN IT TO LISA. THANKS. SO, SURFACE TRANSPORTATION REAUTHORIZATION, WE JUST CELEBRATED THREE YEARS OF THE BIPARTISAN INFRASTRUCTURE LAW JUST A COUPLE OF WEEKS AGO, WHICH MEANS WE ONLY HAVE TWO YEARS LEFT OF AUTHORIZATION FOR ALL OF THE PROGRAMS THAT THE BIPARTISAN INFRASTRUCTURE LAW PROVIDED FUNDING FOR. UM, SO TYPICALLY THIS PROCESS, IT'S A TWO YEAR PROCESS TO START REAUTHORIZATION. THEY, UM, BEGIN HOLDING HEARINGS AT BOTH THE HOUSE TRANSPORTATION INFRASTRUCTURE COMMITTEE AND ON THE SENATE SIDE, THERE'S, UH, A COUPLE OF DIFFERENT, UH, COMMITTEES LIKE SENATE BANKING, THE SENATE ENVIRONMENT, AND PUBLIC WORKS COMMITTEE, AND THE SENATE COMMERCE COMMITTEE THAT HAVE JURISDICTION OVER BILL. SO THEY'LL BEGIN TO HOLD HEARINGS NOW TOO, TO KIND OF START FIGURING OUT WHAT HAS WORKED, WHAT HASN'T WORKED, WHAT ARE SOME OF THE STILL LINGERING ISSUES ON IMPLEMENTATION. UM, SO CONGRESS WAS GONNA BE FOCUSED ON THAT, WHICH MEANS THEY'LL START TO TURN TO THEIR MEMBERS, UM, OF THE COMMITTEE OF, YOU KNOW, AND ASK, HEY, HAVE YOUR CONSTITUENTS WEIGHED IN YET? UM, YOU KNOW, WE WOULD LIKE TO HEAR WHAT YOUR PRIORITIES WILL BE WHEN WE'RE LOOKING AT REAUTHORIZATION. UM, IF YOU RECALL, WHEN THIS PROCESS STARTED FOUR YEARS AGO FOR THE BIPARTISAN INFRASTRUCTURE LAW, UH, THERE WAS AN OPPORTUNITY TOO, TO POSSIBLY SEEK, UH, FUNDING FOR SURFACE TRANSPORTATION PROJECTS. I THINK WE'RE STILL MAYBE ANOTHER YEAR OUT FROM DOING SO, BUT THAT COULD BE AN OPPORTUNITY ON THE HOUSE. NOW, THE SENATE TYPICALLY DOESN'T LIKE TO DO THAT, BUT, UM, YOU KNOW, THEY'LL BE WORKING THROUGH THESE ISSUES. AS YOU KNOW, THAT BIPARTISAN INFRASTRUCTURE LAW CREATED MANY NEW COMPETITIVE, UM, DISCRETIONARY GRANT PROGRAMS THAT BENEFITED CITIES. AND, UM, THEY ARE GOING TO BE LOOKING TO SEE IF THEY CAN SCALE BACK MAYBE SOME OF THE NUMBER OF PROGRAMS THAT WERE OFFERED, UM, TO SEE IF MAYBE THERE WAS DUPLICATE CRITERIA ACROSS THE BOARD, AND MAYBE THAT THEY CAN KIND OF REFOCUS THAT. UH, SO KEY PRIORITIES FOR THE REPUBLICAN CONTROLLED CONGRESS WILL INCLUDE EMPHASIZING FUNDING FOR STATE DOTS AND RURAL COMMUNITIES, AND THERE'S GONNA BE LESS EMPHASIS ON CLIMATE ENVIRONMENTAL JUSTICE. THEY'RE GONNA BE LOOKING AT STREAMLINING REGULATIONS, EMPHASIS ON P THREES. AND REALLY, WHAT IS THIS PROJECT DOING FOR THE ECONOMIC DEVELOPMENT [00:30:01] OF YOUR COMMUNITY? UM, ARE GONNA BE SOME THINGS THAT WEIGH IN. NOW, I'LL JUST SAY, SO THE CURRENT LAW EXPIRES SEPTEMBER 30TH, 2026, WHICH IS JUST A, A MONTH AND SOME DAYS AWAY FROM THE NEXT, UH, MIDTERM ELECTIONS. AND SO MOST LIKELY IT MIGHT NOT GET DONE, BUT, UM, THE DEMOCRATS MIGHT LIKE TO SEE THIS JUST GET EXTENDED OR HAVE A LIGHT BILL UNTIL, YOU KNOW, THE, WE GET PAST THE MIDTERMS. NEXT SLIDE. UM, AND AS SECRETARY OF TRANSPORTATION, OF COURSE, UM, DUFFY WILL HAVE A BIG JOB IN NEGOTIATING WITH CONGRESS ON THE NEXT SURFACE TRANSPORTATION BILL, UM, AS MY COLLEAGUE LISA, JUST, UM, DESCRIBED, UM, BETWEEN, UM, 2025 AND WHEN IT EXPIRES IN 2026. SO IT, UH, AS YOU'VE HEARD, THE PRESIDENT HAS STRONGLY SIGNALED THAT IMMIGRATION IS GOING TO BE A TOP PRIORITY, AND THAT'LL BE SOMETHING THAT WE SEE ON DAY ONE. UM, YOU KNOW, HE'S TALKED A LOT ABOUT MASS DEPORTATIONS, AND, YOU KNOW, BASED ON WHAT WE KNOW, AND BASED ON THE LIMITED STAFFING AT ICE AND THE LOGISTICS OF DOING MASS DEPORTATIONS, THAT, UH, SEEMS UNLIKELY AT THIS MOMENT IN THE SHORT TERM. WHAT IS HIGHLY LIKELY, HOWEVER, IS THAT THERE WILL BE VERY, VERY HIGH PROFILE MADE FOR TV ICE RAIDS OF WORKPLACES AND HOMES. THEY WILL SAY PERHAPS THAT THEY'RE TARGETING CRIMINALS, BUT CRIMINALITY COULD BE VERY BROADLY DEFINED. UM, AND THEY WILL BE DOING THOSE RAIDS THROUGHOUT THE COUNTRY. UM, FOLKS THAT ARE SWEPT IN THOSE RAIDS ARE LIKELY TO BE TAKEN TO AREAS THAT HAVE MORE FAVORABLE CIRCUIT COURTS, SO THAT IF THERE ARE LAWSUITS FILED, UH, IT WILL BE, UH, MORE IN THE ADMINISTRATION'S FAVOR. UM, AS WE ALREADY MENTIONED, THEY HAVE A PLAN TO DO BUDGET RECONCILIATION AND TO USE THAT TO, UH, INCREASE FUNDING FOR ICE INCREASED DETENTION, BEDS INCREASE FUNDING FOR THE WALL. THEY'VE TALKED ABOUT DOING EVEN AN EMERGENCY FUNDING, UH, FOR THE WALL AS WELL. THEY'VE SIGNALED, UH, SOME CONFUSING MESSAGES ON DACA INITIALLY, UH, PRESIDENT TRUMP HAD INDICATED THAT HE WAS AGAINST DACA, UH, AS MANY OF YOU MAY HAVE SEEN ON SUNDAY. HE INDICATED THAT HE WOULD LIKE TO FIND SOME KIND OF COMPROMISE, UH, TO, TO HELP DREAMERS. UM, AGAIN, CONFUSING MESSAGES. SO WE'LL HAVE TO SEE. UM, AND THEN OF COURSE, THE RETURN OF THE PUBLIC CHARGE RULE CHANGING HOW THE FEDERAL GOVERNMENT, UH, EVALUATES WHETHER OR NOT, UH, AN UNDOCUMENTED INDIVIDUAL IS LIKELY TO RELY ON, ON GOVERNMENT CASH ASSISTANCE. AND THEN, YOU KNOW, INCREASE PRESSURE ON SANCTUARY CITIES. I THINK ONE OF THE PIECES THAT WE ARE ANTICIPATING IS THAT, UM, CERTAINLY FOR DOJ FUNDING, POSSIBLY FOR MORE, THAT THERE WILL BE A REQUIREMENT, UH, THAT CITIES CERTIFY THAT THEY WILL BE WILLING TO COMPLY WITH ICE IN ORDER TO BE COMPETITIVE FOR CERTAIN GRANTS. THEY WILL BE ON VERY SHAKY LEGAL GROUND. THEY WERE CHALLENGED LAST TIME. UM, BUT THEY ARE VERY LIKELY TO REINSTATE THAT, AT LEAST FOR DOJ GRANTS, IF NOT FOR OTHER CATEGORIES AS WELL. NEXT SLIDE. ON THE HOUSING FRONT, I THINK ONE OF THE BIGGEST CHALLENGES WE'RE GOING TO FACE IS, YOU KNOW, DOWNWARD PRESSURE ON A NUMBER OF THE FEDERAL FUNDING POTS THAT WE CARE A LOT ABOUT. UM, THERE'S GOING TO BE A REAL EFFORT, PARTICULARLY AS WE HEAD TOWARDS FY 26, TO, UH, CUT FUNDING ACROSS THE BOARD FOR THE FEDERAL GOVERNMENT, AND CERTAINLY, YOU KNOW, PROJECT VOUCHERS HOME, POSSIBLY CDBG, MANY OF THOSE THINGS WILL BE, UM, WILL BE TARGETS. UM, YOU KNOW, WE ANTICIPATE SEEING, UM, A REQUIREMENT FOR HOUSING BENEFITS, HAVING WORK REQUIREMENTS, UM, HAVING TIME LIMITS. UM, AND, YOU KNOW, THAT'S OBVIOUSLY NOT JUST FOR HOUSING. THAT'S GONNA BE IT FOR A NUMBER OF SOCIAL SERVICES PROGRAMS. TURN TO LISA ON PUBLIC SAFETY. THANKS, LESLIE. SO, WHEN I, ONE OF THE THINGS THAT I THINK WE'RE GONNA SEE PROBABLY HAPPEN PRETTY QUICKLY WITHIN THE FIRST 100 DAYS OF, UH, TRUMP'S ADMINISTRATION, IS THAT HE'LL BE RESCINDING PRESIDENT BIDEN'S 2022 EXECUTIVE ORDER THAT, UH, UH, WAS ON ACCOUNTABLE POLICING, CRIMINAL JUSTICE PRACTICES. UM, THIS ISN'T GONNA BE THE ONLY EXECUTIVE, UH, BIDEN EXECUTIVE ORDER THAT THEY'LL DO, BUT AS IT RELATES TO, UM, LAW ENFORCEMENT AND PUBLIC SAFETY, THIS IS ONE OF THE TOP TARGETS. UM, AND THEN I THINK WHAT WE'RE GONNA SEE THROUGHOUT THEN, AT THE, YOU KNOW, NEXT COUPLE OF MONTHS IS OBVIOUSLY THERE'S GONNA BE INCREASED SUPPORT FOR LAW ENFORCEMENT PROGRAMS. UM, OBVIOUSLY THE PROGRAMS THROUGH THE OFFICE OF JUSTICE PROGRAMS, BJA, THE BUREAU OF JUSTICE ASSISTANCE AND COPS, THE COPS OFFICE, WE'LL ALL CONTINUE TO SEE SUPPORT. UM, IN FACT, THEY ARE, UH, CONGRESS RIGHT NOW IS WORKING ON A REAUTHORIZATION OF THE COPS, UM, PROGRAMS THIS WEEK. UH, ONE OF THE THINGS THAT WE KNOW FROM THE FIRST TRUMP ADMINISTRATION IS THAT THEY TRIED VERY HARD TO TIE PUBLIC SAFETY FUNDING TO, UM, A LOCALITIES COOPERATION WITH ICE. UM, THERE WAS A, A LAWSUIT ON THAT BECAUSE IT HELD UP LOCALITIES, UM, FORMULA, THE, THE BURN JAG GRANT FUNDING, AND THEY, UM, WE SUCCEEDED IN COURT ON THAT. SO WE'RE MIGHT STILL SEE SOME TYPE OF TRY TO COME BACK AT THAT AGAIN. BUT, YOU KNOW, WE DO KNOW THAT THAT IS ONE OF THE TACTICS [00:40:01] THAT WE SAW FROM THE FIRST ADMINISTRATION. OBVIOUSLY, THERE'S GONNA BE INCREASED FOCUSING, UM, ON ADDRESSING THE OPIOID AND FENTANYL CRISIS. UM, THAT CONTINUES TO BE A MAIN PRIORITY FOR, I THINK, ACROSS BOTH AISLES. UM, AND THAT WILL CONTINUE WITH THE TRUMP ADMINISTRATION. THE OTHER THING THAT WE ARE GOING TO SEE IS THE END OF CONSENT DECREES AND DOJ INVESTIGATIONS INTO LOCAL LAW ENFORCEMENT. THEY, UM, DURING THE FIRST TRUMP ADMINISTRATION, THEY DID NOT DO ANY OF THAT. UM, AND IN BIDEN'S ADMINISTRATION, UH, THE DOJ HAS BEEN ACTIVELY INVOLVED IN, UM, PURSUING INVESTIGATIONS INTO LOCAL LAW ENFORCEMENT. SO THAT WILL ALL GO AWAY, UM, ONCE TRUMP IS SWORN IN. NEXT SLIDE. UM, AND FINALLY, UM, JUST TO DISCUSS SOME ENVIRONMENT IMPACTS. UM, SO AS LESLIE ALLUDED TO EARLIER, UM, PRESIDENT-ELECT TRUMP HAS DISCUSSED, UM, THE RESENDING REMAINING FUNDING FROM THE INFLATION REDUCTION ACT. UM, AND SO WE ARE ANTICIPATING NOT ONLY THAT, BUT ALSO, UM, UM, SIGNIFICANT FOCUS ON REDUCING, UM, THE BUDGET SCOPES AND REACH OF THE, UM, ENVIRONMENTAL PROTECTION AGENCY. UM, SO BOTH OF THOSE BEING, UM, KEY ACTIONS WE'RE ANTICIPATING TO, UM, YOU KNOW, REDUCE, UM, ENVIRONMENTAL FUNDING. UM, PARTICULARLY ALSO, UM, IT'S HIGHLY LIKELY THE TRUMP ADMINISTRATION WILL DO AN EXTENSIVE REVIEW OF EXISTING WATER REGULATIONS, ESPECIALLY THOSE THAT IMPLEMENTED DURING THE BIDEN ADMINISTRATION. UM, AS YOU'VE SEEN PROBABLY THE LEAD AND COPPER RULE, UM, REGULATIONS PERTAINING TO PFAS, UM, DOING A REVIEW OF THOSE AND ROLLING BACK EXISTING REGULATIONS. UM, THAT BEING SAID, ONE, UM, FOCUS DURING THE FIRST TRUMP ADMINISTRATION PERTAINING TO WATER WAS ON WATER WORKFORCE. UM, AND SO IT'S POSSIBLE THAT WE MAY SEE SOME, UM, INCREASED ATTENTION ON IMPROVING, UM, WORKFORCE IN THE WATER SECTOR. UM, BUT NONETHELESS, WE'LL ALSO SEE, UM, INCREASED FOCUS ON DEREGULATION, ESPECIALLY REGULATIONS THAT AGAIN, UM, WERE IMPLEMENTED DURING THIS CURRENT ADMINISTRATION. UM, NEXT SLIDE, AND I'LL TURN IT BACK OVER TO LESLIE. SO I THINK A LOT OF FOLKS ARE REALLY CONCERNED, OBVIOUSLY, WITH WHAT WE'VE PRESENTED. AND, UH, THE QUESTION IS, YOU KNOW, WHAT TO DO FIRST AND FOREMOST. WE'VE TALKED A LOT ABOUT FINALIZING ANY PENDING GRANT AWARD AGREEMENTS, UM, BECAUSE AS ADRIANA HAD MENTIONED, THERE'S GOING TO BE THIS EFFORT AROUND IMPOUNDMENT, WHICH IS THIS IDEA THAT THE ADMINISTRATION CAN HOLD ON TO FUNDS, EVEN THOUGH CONGRESS HAS APPROPRIATED IT, UH, AND POTENTIALLY EVEN JUST SEND IT BACK TO TREASURY. UM, WE'RE REALLY CONCERNED THAT MONEY COULD BE SWEPT, THAT MONEY COULD BE TAKEN. THE SAFEST THING IS TO HAVE A GRANT AGREEMENT SIGNED SO THAT THAT FUNDING IS OBLIGATED AND NOT ON THE TABLE. AND WE'VE WORKED REALLY CLOSELY WITH THE CITY ON THIS, AND IT FEELS LIKE AT THIS POINT WE ARE IN A GOOD SPACE ON, ON OUTSTANDING GRANT AGREEMENTS. UM, YOU KNOW, WE'VE TALKED ON THE IMMIGRATION FRONT ABOUT THE IMPORTANCE OF HAVING RAPID RESPONSE TEAMS. WE KNOW THAT MANY OF THE IMMIGRATION POLICIES THAT TRUMP PUTS INTO PLACE ARE GOING TO RESULT IN FAMILY SEPARATION. IT'S REALLY IMPORTANT TO HAVE A SYSTEM IN PLACE TO SUPPORT THOSE FOLKS THAT MAY BE LEFT BEHIND. AND SO WE'VE BEEN TALKING ABOUT, YOU KNOW, WHEREVER POSSIBLE, HAVING CITIES COORDINATING WITH THE COUNTY, COORDINATING WITH THE SCHOOL DISTRICT, COORDINATING WITH COMMUNITY COLLEGES, THE GOVERNOR'S OFFICE, THE AGS OFFICE, UM, SO THAT THERE IS A HOLISTIC SYSTEM OF SUPPORT. UM, YOU KNOW, AS LISA MENTIONED, WE ANTICIPATE SEEING, UH, DIFFERENT PRIORITIES FOR THE TRUMP ADMINISTRATION, PARTICULARLY AROUND TRANSPORTATION. AND SOME OF THE REMAINING BIL FUNDING. THERE'S ABOUT $90 BILLION STILL LEFT, UM, IN FUNDING, YOU KNOW, LOOKING TO LAST TIME, WE ANTICIPATE, UH, A FEW CHANGES INCLUDING THAT, YOU KNOW, CITIES AND COMMUNITIES WILL BE REQUIRED TO PROVIDE, UH, AN INCREASED LOCAL SHARE FOR COMPETITIVE GRANTS INSTEAD OF THE USUAL 80 20 SPLIT. UM, YOU KNOW, THEY'LL BE, UM, THEY'LL SOMETIMES, YOU KNOW, THEY'LL PRIORITIZE PROJECTS THAT ARE, YOU KNOW, ABLE TO DO SELF-HELP AND PROVIDE UP TO 50%. SO, UM, LOOKING AT THAT MATCH, UH, SO WHERE THE CITY DOES DECIDE TO COMPETE, THAT YOU'RE COMPETITIVE AS POSSIBLE, UM, AND THEN, YOU KNOW, IT IS A DIFFICULT TIME. THERE MAY BE COMPETITIVE OPPORTUNITIES, THOUGH THAT STILL MAKE SENSE FOR THE CITY. AND SO WE'LL BE KEEPING A CLOSE TAB ON, UH, POTS THAT ARE STILL AROUND. UM, AND SO TO MAKE SURE THAT THE CITY IS STILL AS COMPETITIVE AS POSSIBLE, UH, AS FUNDING GOES OUT THE DOOR. AND SO WITH THAT, HAPPY TO TAKE ANY QUESTIONS. YOU KNOW, THAT'S, THAT'S AN AREA THAT'S, UH, L-G-B-T-Q AND REALLY IMPORTANT TO OUR L-G-B-T-Q COMMUNITY. AND, UM, AND THINGS LIKE THAT ARE REALLY CONCERNING TO ME. SO I KNOW, UM, THERE'S, UNTIL THIS IS FUNDED, WE DON'T KNOW WHAT'S GONNA HAPPEN, BUT, UM, BUT I, I AM, I AM, UM, I AM DEEPLY CONCERNED ABOUT THAT. UM, DO YOU, DO WE KNOW, UH, WHAT FINALIZED GRANTS OR AWARDS THAT, UM, THAT ARE STILL NOT FUNDED, UM, THAT MAY BE IN JEOPARDY IF WE HAVEN'T SPENT THE MONEY? SO I GUESS WHAT I'M TRYING TO UNDERSTAND, LESLIE, IF SOMEONE CAN EXPLAIN IT TO ME. SO IF, IF WE HAVE A, IF IT'S OBLIGATED, IF, IF IT'S SOMETHING'S OBLIGATED AND SIGNED, THAT MEANS THAT, UM, UNDER THE TRUMP ADMINISTRATION, THAT MONEY CANNOT BE SWEPT. IS THAT WHAT YOU'RE SAYING? I THINK THAT IS A MUCH HARDER, THAT IS A MUCH HARDER POT OF MONEY TO SWEEP AT THAT POINT. OKAY. SO WE FEEL THAT YOU ARE SAFEST TO HAVE A GRANT AGREEMENT SIGNED. THE PLACE THAT I THINK WE ALL GET VERY NERVOUS IS IF THERE'S BEEN A NOTICE TO AWARD RIGHT FROM ONE OF THE AGENCIES, AND FOR WHATEVER REASON THERE'S A DELAY IN GETTING THAT GRANT AGREEMENT SIGNED. THAT'S WHEN I THINK YOU'RE IN, YOU'RE IN A SHAKIER PLACE. OKAY. ALRIGHT. AND THEN DO WE HAVE, DO, HAVE WE IDENTIFIED ANY, ANY FUNDING THAT HASN'T BEEN SPENT OR ANYTHING LIKE THAT? IS ANYTHING LIKE THAT IN JEOPARDY? YES. SO CITY MANAGER'S OFFICE IS ACTUALLY TAKING KIND OF A DEEP DIVE INTO, UM, ALL OF OUR, UH, PENDING GRANTS, GRANT AGREEMENTS, UM, AND JUST LIKE YOU'RE SAYING, UM, WE HAVE A WHOLE LIST GOING THROUGH OF WHO'S BEEN THE NOTICE TO AWARD, WHO'S BEEN SIGNED, AND THEN WE ARE PRIORITIZING ANYTHING THAT WE NEED TO DO TO GET TO THOSE, UM, TO, YOU KNOW, HAVING THINGS BE SIGNED IN AND FUNDING OBLIGATIONS. THERE'S A FEW, UH, GRANTS THAT I'M AWARE OF THAT, UM, ARE PENDING. UM, JUST SOME PARTS OF THE PROCESS. UH, BUT ANYTHING THAT WE CAN WORK ON, LIKE, FOR EXAMPLE, WITH A PARTNER. SO IF WE ARE, UH, APPLYING FOR A GRANT AND SUPPORT WITH CALTRANS OR A GROUP LIKE THAT, WE ARE REALLY KIND OF PUSHING WHERE WE CAN TO WORK WITH OUR PARTNERS OR WORK IN THE PLACES THAT WE CAN TO GET THOSE, THOSE SIGNS. SO A FULL LIST IS COMING TOGETHER. WE HAVE KIND OF A STRIKE TEAM MAKING SURE THAT THAT'S ALL GETTING PRIORITIZED AND WE'RE IDENTIFYING THOSE THAT NEED TO GET, UH, ACROSS THE LINE AS SOON AS POSSIBLE AND WHERE WE CAN, WE'RE, WE'RE, WE'RE MOVING FORWARD AS QUICKLY AS POSSIBLE. WHERE DOES OUR, WHERE DOES OUR CITY STAND? WHERE DOES OUR POLICE DEPARTMENT STAND? WHERE DOES OUR CHIEF STAND ON, ON, UM, ON COOPERATING WITH ICE? IF, IF YOU, IF YOU CAN SPEAK ON ANY OF THAT AND IF NOT, UM, I UNDERSTAND AS WELL. 'CAUSE I KNOW THE CHIEF IS IN HERE TO ANSWER THIS QUESTIONS. RIGHT. SO I GUESS MY CONCERN IS IF NOW THAT TRUMP ADMINISTRATION IS SAYING, UM, WE'LL, WE'LL, UH, LIKE WHAT TYPE OF FUNDING WOULD BE IN JEOPARDY? AND IF YOU CAN'T ANSWER THAT, WE CAN, WE CAN BRING THAT BACK TO US AT SOME POINT. WHAT TYPE OF FUNDING FROM THE POLICE DEPARTMENT WOULD BE IN JEOPARDY, AND WHAT PROGRAMS WOULD BE IN JEOPARDY? UM, IF, IF THE LONG BEACH POLICE DEPARTMENT IS NOT COOPERATING, UH, WITH ICE OR WHAT'S, WHAT'S IT, WHAT, WHAT DO WE HAVE TO WORRY ABOUT THERE? YEAH, WE CAN DEFINITELY, UH, WE CAN DEFINITELY WORK WITH THE CHIEF TO, TO GET THE ANSWER TO THAT QUESTION. AND THEN I THINK THE OTHER THING, YOU KNOW, THAT, UH, LESLIE AND THE TEAM MENTIONED, WHICH IS ALSO SOMETHING TO CONSIDER, IS, UM, THERE MAY BE, THAT MAY BE TIED TO OTHER GRANTS, UM, THAT THAT MAY BE A COMPONENT OF SOMETHING THAT'S REQUIRED TO GIVE AS PART OF THE APPLICATION OR SOMETHING LIKE THAT. UH, THANK YOU VICE MAYOR ELLEN, FOR SO ELOQUENTLY SPEAKING TO THE CONCERNS, UH, MANY OF US SHARE ABOUT THE, THE INFORMATION IN FRONT OF US IN THE NEXT FOUR YEARS IN FRONT OF US. I THINK ONE OF THE THINGS, AND YOU TOUCHED ON MOST OF ALREADY, BUT ONE OF THE THINGS I WANTED TO JUST HIGHLIGHT IN TERMS OF HOW FEDERAL POLICIES AND THINGS LIKE THE FAA AND THE EPA, UM, WHAT HAPPENS IN WASHINGTON MATTERS HERE. SO ONE OF THOSE THINGS, ONE OF THOSE COMMITMENTS IS AN OVER A MILLION DOLLARS OF UNLEADED FUEL PILOT PROGRAM SUBSIDY FROM OUR STATE OR FROM OUR SENATORS, UM, THAT WE'RE HOPING WILL BE FUNDED. UM, BUT IF IT ISN'T OR IT'S IN JEOPARDY, WE'RE PAIRING THAT WITH A CHOICE FOR THE EPA TO LEAD THE EPA OF SOMEONE WHO DOESN'T, UM, HAS SAID IT'LL BE A TOUGH ROAD AHEAD FOR ADVOCATES WHO ARE LOOKING TO KEEP CLEAN AIR AND CLEAN WATER, AND WE KNOW, UM, THAT IS A REALLY IMPORTANT, UM, ISSUE FOR OUR CITY WITH OUR AIRPORT IN THE MIDDLE OF OUR CITY. UM, SO I JUST WANTED TO CONNECT THE DOTS FOR THOSE LISTENING AT HOME AND FOR RESIDENTS THAT, UM, WHAT WE, WE DON'T ALWAYS THINK SOME OF THOSE BIG DECISIONS OF WHO HEADS WHAT AGENCY HAVE A REALLY MATERIAL EFFECT ON US DIRECTLY IN LONG BEACH. AND WITH VICE MAYOR ALLEN'S POINT ABOUT THE PORT, UM, AND WITH THE EPA, THAT WE HAVE REAL, UM, FIGHTS AHEAD OF US THAT WE'VE BEEN ENGAGED IN FOR A WHILE IN THESE AREAS, UH, THAT COULD POTENTIALLY BE IMPACTED. SO I THINK, UH, YOU KNOW, UNDERSTANDING TOO, I THINK WE'VE GIVEN YOU A LOT TO, UM, TO GET BACK WITH US, BUT THAT'S ANOTHER THING TOO, LIKE HOW DOES THAT, UM, DOES THAT AFFECT US AND, AND WHAT, [00:55:01] UH, PROGRAMS WOULD BE AFFECTED BY, UM, ANY FUNDING, UH, BEING CUT IN AFFORDABLE HOUSING OR HOMELESSNESS? UH, AND THEN I HAVE ONE MORE QUESTION MM-HMM . SO, UM, YOU TALK ABOUT LOCAL COST SHARING AND, UH, AND FUNDING. UM, SO THEY'RE GONNA, THE LOCAL SHARE FOR COMPETITIVE GRANT FUNDING AND, UM, SO YOUR MATCHING FUNDS BETWEEN A LOCAL OR REGIONAL FUNDING MATCH. I GUESS MY QUESTION, UM, TO, TO, UM, TO LESLIE AND YOUR TEAM IS, IS ARE WE AT A DISADVANTAGE OR IS THAT FUNDING MATCH JUST FOR MORE PREVALENT OR MORE AFFLUENT CITIES? UM, OR WOULD, DO WE HAVE ANY ISSUES, UH, HERE, UM, WHEN, YOU KNOW, HAVING TO MATCH FUNDS IN THE FUTURE, WHAT, WHAT WOULD, WHAT WOULD THAT LOOK LIKE? I DON'T THINK THAT YOU ARE AT A DISADVANTAGE IN THE SENSE THAT, UM, YOU KNOW, YOU'VE GOT, YOU HAVE SALES TAX MEASURES. I MEAN, YOU, YOU HAVE BEEN A SELF-HELP COMMUNITY. AND SO THAT, THAT ACTUALLY IS, IS TO YOUR FAVOR. I THINK THE CHALLENGE IS THAT HISTORICALLY, AND AGAIN, THIS IS ONE OF THESE THINGS THAT WE'RE GONNA HAVE TO WAIT AND SEE WHAT THEY DO, BUT WE WANNA PUT IT ON YOUR RADAR NOW AS SOMETHING TO BE THINKING ABOUT. BECAUSE WE SAW WHAT HAPPENED LAST TIME, WHICH IS, YOU KNOW, THAT THEY WERE VERY, UM, IN ESTABLISHING CRITERIA, THEY WERE VERY FOCUSED ON HAVING AN OVERMATCH FROM COMMUNITIES. AND SO HAVING CITIES BRING MORE TO THE TABLE THAN THEY HAD HISTORICALLY DONE, WHICH ALSO CREATES A BUDGET PRESSURE FOR YOU. AND SO, UM, YOU KNOW, THEY WERE ALSO VERY FOCUSED, OF COURSE, ON FUNDING RURAL COMMUNITIES. AND SO I, I THINK WE PUT THIS OUT THERE TO SAY THAT THIS ISN'T GONNA BE, YOU KNOW, WE'VE, WE'VE GOTTEN USED TO A TIME AT THIS, AT, AT THE FEDERAL GOVERNMENT WHERE THERE'S BEEN SO MUCH MONEY AND, AND IT'S BEEN, THERE'S SO MANY OPPORTUNITIES AND I THINK WE'RE GOING TO A DIFFERENT TIME NOW, CERTAINLY OVER THE NEXT TWO YEARS, UM, TO A DIFFERENT TIME, UH, WITH, WITH WHAT WE'RE GONNA BE FACING AT THE FEDERAL LEVEL. AND THAT MEANS SLIDE 14, WHERE YOU SEE THAT THERE'S GONNA BE A, AN EMPHASIS ON FUNDING STATE TS AND, UH, RURAL COMMUNITIES, LESS EMPHASIS ON CLIMATE AND ENVIRONMENTAL JUSTICE, STREET LINING REGULATIONS AND EMPHASIS ON P THREES. BEING A MEMBER OF A, OF SEVERAL COMMISSIONS AND COMMITTEES DEALING WITH ENVIRONMENTAL JUSTICE, OBVIOUSLY, UH, IS IMPORTANT TO ME. AND DEREGULATING, UH, WELL THROUGH NOT REGULATIONS C INCLUDING DEREGULATING, IS, UH, VERY CRUCIAL. WE'VE HEARD SEVERAL TIMES ALREADY ABOUT DRILL BEING DRILL. I'M AFRAID OF THAT BECAUSE OUR COAST IS ALREADY IN DANGER OF MANY OIL SPILL AND MANY OVER, OVER, OVER DRILLING MORE OIL IN OUR, IN ALONG OUR COAST, ENDANGERED VARIOUS SPECIES IN OUR, IN OUR COASTLINE. SO I'M VERY MUCH CONCERNED ABOUT THAT AS WELL AS WITH THE EMPHASIS OF P THREES. IT IS A LIMITATION FOR PRIVATE ENTITIES TO GET MORE AND MORE INVOLVED WITH GOVERNMENT. AND WE CREATING MORE OPPORTUNITIES FOR PRIVATE AGENCIES TO PROFIT FROM PUBLIC PROJECTS. WE SEE THAT ALREADY TAKING PLACE WITH, UH, ANOTHER ORGANIZATION BELONG WITH SPACEX. WE KNOW THAT THAT'S A CLASSIC EXAMPLE OF A P THREE THAT IS PROPERTY A LOT FROM GERMAN FUNDING, BUT I'M GO INTO THAT [01:00:01] BECAUSE AS A BEING SUED ON THAT ONE. SO I CAN'T SAY MUCH ABOUT IT. , UH, SO MY, MY, MY CONCERN ARE SAYING THIS INCOME ADMINISTRATION IS, UH, HAS A LOT OF NUMA GLOOM ATTACHED TO IT. OUR STATE LEGISLATURE IS TAKING THE SAME STEPS THAT WE ARE HERE TODAY WITH LOOKING AT WHAT THEY HAVE, EXCUSE ME, WHAT THEY HAVE COMING DOWN THE PIKE FOR THEM AND HOW IT AFFECTS THEM. HAS THERE BEEN ANY, UH, EFFORT ON OUR PART, ON THE CITY'S PART TO WORK WITH A STATE? I JUST THINK TO DETERMINE WHERE WE CROSS, UH, PRIORITIES SO THAT WE DON'T, WE DON'T, UH, GET EACH OTHER'S AND WE EACH OTHER'S WAY. WE WANNA BE AT SOME OF THE FUTURE OPPORTUNITIES OR NOT OPPORTUNITIES THAT ARE COMING UP. UM, WE HAVE, SO, UH, AS MENTIONED, WE HAD SOME GUIDANCE COME OUT FROM THE ATTORNEY GENERAL'S OFFICE. UM, AND THEY INCLUDE EVERYTHING FROM, UM, HOW TO DOCUMENT IMMIGRATION ENFORCEMENT REQUESTS, HOW TO TRAIN WORKERS, UM, AND THE INSTITUTION'S PROCEDURES FOR HANDLING IMMIGRATION ENFORCEMENT RELATED REQUESTS, UM, HOW TO REFER TO LAW ENFORCEMENT.
