UM, AS YOU CAN SEE, WE HAVE A VERY BUSY COUPLE OF MONTHS.

WE'RE OUT THERE A LOT.

WE HAVE A WHOLE LIST OF NEIGHBORHOOD CLEANUPS.

UH, THE NEIGHBORHOOD LEADERSHIP PROGRAM CLASS IS KICKING OFF AND HAVING, UH, SEVERAL EVENTS INCLUDING THEIR WEEKEND RETREAT.

AND THEN VERY EXCITING FOR US IS OUR SECOND ANNUAL COMMUNITY DEVELOPMENT WEEK, WHICH WE'LL BE CELEBRATING, UH, THE WEEK OF THE 23RD.

UH, WE HAVE A NEIGHBORHOOD LEADERSHIP PROGRAM WORKSHOP TO TRY AND EDUCATE MORE PEOPLE ABOUT THEIR OPPORTUNITY TO PARTICIPATE IN THAT PROGRAM.

AND THEN ALSO A BIG EVENT TO ADVERTISE AND ALSO GET COMMUNITY INPUT ON OUR ANNUAL ACTION PLAN THAT WE HAVE TO SUBMIT TO HUD EVERY YEAR, WHICH DICTATES HOW WE SPEND OUR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS.

AND WE ARE PARTNERING WITH PLANNING THIS YEAR TO ALSO, UH, UPDATE THE COMMUNITY ON THE MID CYCLE OF OUR HOUSING ELEMENT.

I'D LIKE TO JUST NOTE THAT THIS ITEM AFFECTS THE PLANNING AND POSSIBLE FUNDING OF THIS PROJECT, BUT THE FACT DOES REMAIN THAT REGARDLESS OF ANY ACTION TAKEN TODAY, THIS PROJECT WILL ONLY MOVE FORWARD IF THE CITY, UH, APPROVES ZONING ENTITLEMENTS FOR THIS PROJECT.

SO, I JUST WANNA MAKE THIS CLEAR.

THIS IS JUST A, UM, MECHANISM FOR THE DEVELOPER OF WHICH WE HAVE AN EXCLUSIVE NEGOTIATING AGREEMENT WITH TO TRY TO GET FUNDING FOR A PROJECT IF IT DOES COME TO FRUITION.

BOARD MEMBERS, THE RECOMMENDED ACTION WOULD FACILITATE THE FUTURE PURCHASE OF THE PROPERTY BY WEST HOLLYWOOD COMMUNITY.

THE RECOMMENDED ACTION WOULD FACILITATE THE FUTURE PURCHASE OF THE PROPERTY BY WEST HOLLYWOOD COMMUNITY HOUSING CORPORATION BY SATISFYING THE THRESHOLD TO APPLY FOR ADDITIONAL PROJECT FUNDING.

ON NOVEMBER 15TH, 2023, THE L-B-C-I-C BOARD AUTHORIZED AN EXCLUSIVE NEGOTIATING AGREEMENT WITH WEST HOLLYWOOD FOR THE AWARD OF UP TO 7 MILLION FOR THE CONSTRUCTION OF AN AFFORDABLE HOUSING DEVELOPMENT AT 1131 EAST WARDLOW ROAD IN 2024.

THE L-B-C-I-C ASSISTED THE PROJECT BY ACQUIRING THE SITE AND DEMOLISHED A VACANT WAREHOUSE TO ADDRESS POTENTIAL BLIGHT AND NUISANCE PROBLEMS. THE PROPOSED PROJECT DETAILS ARE A NEW CONSTRUCTION OF A FAMILY RENTAL HOUSING DEVELOPMENT AT 1131 EAST WARDLOW ROAD, WHICH WILL PROVIDE 72 AFFORDABLE HOUSING, HELP AFFORDABLE HOUSING UNITS TO HOUSEHOLDS EARNING UP TO 80% OF THE AREA MEDIAN INCOME.

THE BEDROOM COUNT ARE AS FOLLOWS, 73 UNITS, WHICH INCLUDES ONE MANAGER'S UNIT 35, 1 BEDROOM, 19, TWO BEDROOM, AND 19 THREE BEDROOMS. THIS SITE IS LOCATED IN A DESIGNATED HIGH RESOURCE AREA, WHICH IS CHARACTERIZED BY FEATURES THAT ARE CLOSELY LINKED TO POSITIVE OUTCOMES FOR LOW INCOME FAMILIES.

THEREFORE, THE GOAL IS TO PROVIDE RESIDENTS WITH THE BEST OPPORTUNITIES TO SUCCEED AND FLOURISH.

IN THE SCREEN, YOU WILL SEE THE RECURRENT PROJECT RENDERING AN AMENITIES WHICH INCLUDE 103 SUBTERRANEAN PARKING SPACES, 15 LONG-TERM BICYCLE PARKING SPACES, COMMUNITY ROOM, KIDS PLAY AREA, AND THE FITNESS AREA.

OVER THE PAST 18 MONTHS, THE PROJECT DESIGN HAS UNDERGONE SIGNIFICANT IMPROVEMENTS TO ENHANCE THE, TO ENHANCE ITS AESTHETIC APPEAL AND BETTER ALIGNED WITH THE SURROUNDING NEIGHBORHOOD.

NOTABLY, THE HEIGHT WAS REDUCED BY TWO STORIES, AND THE NUMBER OF UNITS WAS DECREASED FROM A HUNDRED TO 73.

FURTHERMORE, ADDITIONAL PARKING SPACES WERE ALSO ADDED, AND ARCHITECTURAL STYLE WAS

REFINED IN RESPONSE TO FEEDBACK FROM CITY AND THE COMMUNITY.

THE PROJECT IS CURRENTLY IN THE STATE, IN THE SITE PLAN REVIEW PHASE, AND CONTINUES TO MAKE CHANGES TO THE SCOPE AND DESIGN IN RESPONSE TO CITY AND COMMUNITY FEEDBACK DESIGN AND NEIGHBORHOOD COMPATIBILITY CONCERNS ARE BEING ADDRESSED BY THE CITY PLANNING BUREAU.

WEST HOLLYWOOD IS CURRENTLY PREPARING APPLICATIONS FOR FUNDING FROM CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT MULTIFAMILY PROGRAM, THE MHP PROGRAM AND THE IIG, WHICH IS THE INFRASTRUCTURE GRANT PROGRAM.

PROOF OF SITE CONTROL IS A MINIMUM THRESHOLD TO APPLY FOR THESE FUNDS.

THEREFORE, THE PROOF OF SITE CONTROL COULD BE A PURCHASE AND SALE AGREEMENT OR A DISPOSITION AND DEVELOPMENT AGREEMENT.

IF WEST HOLLYWOOD IS AWARDED THE MHP AND IIG FUNDS, THEY WILL APPLY FOR BOTH FEDERAL AND STATE CREDIT STATE TAX CREDITS BY THE END OF THE YEAR.

THE PROPOSED PRICE IS CORRESPONDING OF THE LOAN AMOUNT CONSISTING OF THE L BBC'S ACQUISITION COST OF 5,475,000, PLUS THE DEMOLITION COST OF $174,032 AND 10 CENTS.

AS MEGAN STATED, THE SITE WILL BE CONVEYED TO WEST HOLLYWOOD, UM, AND THE PROJECT WILL MOVE FORWARD ONLY IF SONY ENTITLEMENTS ARE SECURED FROM CITY, FROM THE CITY.

AND ALL ADDITIONAL FUNDING REQUIRED FOR ITS CONSTRUCTION IS SUCCESSFULLY, UM, AWARDED.

SO THE RECOMMENDATION FOR TODAY IS AUTHORIZATION TO ENTER INTO A DISPOSITION AND DEVELOPMENT AGREEMENT WITH WEST HOLLYWOOD COMMUNITY HOUSING CORPORATION FOR THE DEVELOPMENT OF 1131 EAST WEST WARDLOW ROAD.

APPROVE A LOAN IN THE AMOUNT OF $5,649,032 AND 10 CENTS TO WEST HOLLYWOOD TO PROVIDE ACQUISITION AND SITE PREPARATION FUNDING FOR FUTURE DEVELOPMENT, AND AUTHORIZE A PRESIDENT OR DESIGNEE TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO IMPLEMENT THESE AGREEMENTS.

AND EVEN AFTER RECEIVING THE DOCUMENTS, NOWHERE DOES IT STATE.

AND I WROTE, BECAUSE I'VE MADE SO MANY NOTES, YOU KNOW, ON THIS PROJECT, NOWHERE DOES IT STATE THAT THE BUILDING IS BEING REDUCED TO THREE STORIES, FRONTING, WARLOW, UH, ROAD, THE CURRENT PROPOSED SCHEME HAS SHOWN AT, IN, IN THE PUBLIC MEETING THAT YOU, YOU KNOW, AND I APPRECIATE THE, UH, DIRECTOR KONS REALLY, YOU KNOW, TRYING TO WORK WITH THE COMMUNITY, YOU KNOW, UH, AT THE EXPO BUILDING, YOU KNOW, THIS, UH, AND THIS, THIS IS WHERE THE CONFUSION GENERATES.

UH, IT'S STILL A FIVE STORY BUILDING FACING WARLOW.

THE PARKING HAS INCREASED, WHICH IS GREAT TO 103 SPACES LOCATED IN TWO UNDERGROUND LEVELS.

BUT IN THE OPINION OF MANY OF THE RESIDENTS THERE, WHICH IS LIKE FIVE ASSOCIATIONS, UH, SURROUNDING THAT COMMUNITY, THEY FIND IT INADEQUATE AND EVEN POTENTIALLY DANGEROUS.

YOU KNOW, SO THAT'S WHY, UH, YOU KNOW, I ADDRESSED THIS CONCERNS IN THE MEMO THAT, UH, PRESIDENT KUNZ, YOU KNOW, HAS GIVEN US IN THE LAST EXHIBIT.

IT DATES FROM NOVEMBER OF LAST YEAR, AND IT DOES NOT ADDRESS THE UPDATED DESIGN, WHICH IS JUST DESCRIBED.

SO THAT'S WHERE I'M CONFUSED.

UM, AND MAJOR ISSUES, THE COST OF APPROXIMATELY, YOU KNOW, 600,000 PER UNIT WHILE THE EXHIBITS RECOGNIZE THE MANY AND VARIED OBJECTIONS OF THIS DEVELOPMENT.

YOU KNOW, I DO WANNA, UH, YOU KNOW, SHARE, UM, NOT ONLY THE COMMUNITY'S FRUSTRATION, BUT MY FRUSTRATION AS A DIRECTOR IN HAVING TO, YOU KNOW, KEEP DRAGGING THIS ISSUE WITHOUT A CLEAR UNDERSTANDING OF WHERE THIS PROJECT IS GOING.

UH, YOU KNOW, IDEALLY, YOU KNOW, AND, AND THIS IS AGAIN, YOU KNOW, INCLUDING BIXBY, HIGHLANDS BIG, THE BPNA AND LAKEWOOD VILLAGE, AND MANY OTHERS, YOU KNOW, HAVE SEEN, UM, THE, THE, YOU KNOW, COMPLETE DISREGARD FROM THE CITY AND, AND, AND COMPLETE FRUSTRATION, UH, WITH THIS PROJECT.

AND LIKE I SAID, IN THE SIX, ALMOST SIX YEARS THAT I'VE BEEN HERE, WE'VE NEVER SEEN, I'VE NEVER SEEN ANYTHING LIKE THIS.

UH, SO

YET, YOU KNOW, I NOT ONLY HAVE SERVED SIX YEARS AS A DIRECTOR HERE, BUT ANOTHER SEVEN YEARS IN PASADENA.

YOU KNOW, WHEN YOU HAVE A, A PROJECT OF THIS SCALE THAT WITH SO MUCH, YOU KNOW, CONTENTIOUSNESS AND, YOU KNOW, I DO WANNA CLEAR THAT I'M NOT AGAINST AFFORDABLE HOUSING, YOU KNOW, ACTUALLY I JUST MOVED A BALANCE MEASURE FOR AFFORDABLE HOUSING LAST YEAR AND HAVE A TRACK RECORD OF OVER A DECADE IN FAVOR OF AFFORDABLE HOUSING.

YOU KNOW, I JUST FEEL THIS PROJECT AND THE COMMUNITY FEELS THIS PROJECT IS NOT THE BEST, YOU KNOW, DESIGN FOR THE COMMUNITY.

SO THANK YOU FOR THIS, FOR THE, UH, YOU KNOW, FOR, FOR THE INFORMATION.

BUT I THINK, YOU KNOW, THERE'S STILL A LOT OF WORK TO BE DONE, YOU KNOW, TO MAKE SURE THAT WE CREATE A, A PROJECT AND A BUILDING THAT ONE, THAT, UH, COMMUNITY DESERVES AND THAT THERE'S A LITTLE BIT MORE TRANSPARENCY, UM, AND WORK, YOU KNOW, AROUND THIS ISSUE.

AND WHEN WE DO THAT, IT WILL INCREASE THE COST PER UNIT.

SO IT'S A FRUSTRATING COMMENT THEN TO HEAR A COMPLAINT ABOUT THE COST PER UNIT, BECAUSE THOSE TWO THINGS ARE INVERSELY RELATED.

UM, SO AS WE'VE REDUCED THE NUMBER OF UNITS, THE COST PER UNIT IS INEVITABLY GOING TO GO UP BECAUSE THE COST OF THE LAND IS FIXED, THE COST OF THE SUBTERRANEAN IS FIXED, THE AMOUNT OF PARKING HAS BEEN DOUBLED, WHICH INCREASES THE FIXED COST.

SO THE COST PER UNIT IS GONNA CONTINUE TO RISE BECAUSE WE'RE DOING WHAT THE COMMUNITY AND NEW DIRECTOR ASKED US TO DO, WHICH WAS TO CHANGE THE DESIGN AND DECREASE THE NUMBER OF UNITS.

SO, UM, I THINK THERE IS A CLEAR UNDERSTANDING OF WHERE THIS PROJECT IS GOING.

THAT'S WHY WE'VE HAD THE TWO COMMUNITY MEETINGS.

WE'VE BRIEFED THIS BODY.

UM, WE'VE BRIEFED THE COMMUNITY.

I'VE HAD MEETINGS WITH COMMUNITY.

UM, SO I APPRECIATE, AND IT'S, IT'S YOUR OPINION, BUT I THINK FROM THE STAFF, IT DOESN'T REPRESENT A, IN YOUR WORDS, COMPLETE DISREGARD BY THE CITY.

IN FACT, WE'VE SPENT MORE TIME AND MONEY ON THIS PROJECT THAN ANY OTHER PROJECT, UM, IN OUR SHOP.

UM, AND WE'LL CONTINUE TO DO SO.

MORE THAN A THIRD OF THE EMPLOYEES IN MY DEPARTMENT WERE AT THE MOST RECENT COMMUNITY MEETING.

THERE'S AN ISSUE WITH THE TRANSFORMER THAT WE GOT SOME REALLY GOOD COMMENTS, UM, AT THE COMMUNITY MEETING.

SO, UM, THE, EVERYONE'S ENTITLED TO THEIR OPINION ABOUT EVERYTHING, BUT WHEN THEY GIVE US MORE CONCRETE THINGS TO GO ON, WE WILL MAKE THOSE CHANGES, RIGHT? SO, UM, THAT'S WHAT'S MOST HELPFUL.

MEANING THAT DURING THE TERM OF THE LOAN, IF AFTER THE DEVELOPER PAYS THEIR, UM, OTHER OBLIGATIONS, WHATEVER'S LEFT OVER, IT GETS

SPLIT AMONGST THE DEVELOPER AND THE CITY.

SO USUALLY WE START SEEING PAYMENTS, UM, WITHIN YEAR SIX, SEVEN OR SO THROUGHOUT THE TERM.

SO IT'S JUST BASICALLY, IT'S NOT A MANDATORY PAYMENT, BUT AT THE END OF THEIR RE AT THE END OF THEIR, UM, AT THE END OF EVERY YEAR WHEN THEY CONSOLIDATE AND MAKE ALL THE NECESSARY PAYMENTS, WHATEVER FUNDS ARE AVAILABLE GETS SPLIT.

SO 50%.

SO IF IT'S A HUNDRED THOUSAND DOLLARS AT THE END, THE L-B-C-I-C GETS REPAID, 50,000 ON THE DEVELOPER KEEPS TO 50,000.

SO, SO THE THREE, THEY, THEY PAY US 3% AND THEN THE, THE CITY AND THE DEVELOPER SHARE AT THE END OF THE YEAR.

SO THE 3% IS THE INTEREST RATE ON THE LOAN.

WE JUST SECURED A 27 ROOM, UH, MOTEL IN MY NEIGHBORHOOD IN SIXTH DISTRICT, WHERE THE MAJORITY OF ALL AFFORDABLE HOUSING IN THE CITY HAS BEEN CONCENTRATED OVER THE LAST 10 PLUS YEARS.

BUT WE DO OUR SHARE, UM, IN ADDITION, WE HAVE ANOTHER ONE IN THE FIRST DISTRICT THAT WE SECURE THAT, UM, DOLLY VARDEN.

SO WE HAVE SITE CONTROL BOTH SITES, UM, BECAUSE THE REALITY IS WE RECOGNIZE THAT THERE'S A LOT OF, UH, MALIGNANT ENERGY WITHIN THE COMMUNITY, UM, THAT'S ANTI-CHILD, ANTI-FAMILY.

AND WE AS, UH, A HOUSING PROVIDER RECOGNIZED THAT THE CHILDREN NEED A PLACE TO LIVE.

AND SO WE'RE SECURING THEM PLACES TO LIVE USING PRO PREVAILING WAGE, UH, BECAUSE WE WANT TO GIVE PEOPLE A LIVING WAGE IN ADDITION TO GIVING 'EM A PLACE TO LIVE.

AND SO, UM, I APPLIED FOR THAT, UM, MHG AND THE IIP, UM, GRANT.

UM, I DIDN'T REALIZE THAT YOU CAN DO THAT IN CONCURRENCE WITH GETTING A LOAN.

SO WE'RE GONNA PRO BE PROVIDING THEM WITH, UH, EDUCATIONAL WORKFORCE DEVELOPMENT TRAINING IN ADDITION TO HOUSING.

UH, AND ALSO, UH, WITH OUR MASTER LEASE PROGRAM, WE'RE, WE'RE GONNA BE HOUSING, UH, SOME OF THE OTHER REGIONAL BODIES, NOT SCAG, BUT SOUTH BAY, UH, COUNCIL OF GOVERNMENTS, UM, UH, INDIVIDUALS THAT ARE LOOKING FOR HOUSING BECAUSE JUST LIKE IN DISTRICT FIVE, THERE ARE MORE AFFLUENT AREAS IN THE 18 CITIES IN IN SCOG THAT DON'T WANT TO HOUSE THE PEOPLE THAT ARE DEALING WITH THE HOUSING CRISIS.

SO WE'RE HOUSING THEM IN OUR CITY.
