SO IF YOU MAY RECALL, IN SEPTEMBER OF LAST YEAR, THIS COMMISSION RECOMMENDED THAT A ZONING CODE AMENDMENT AS WELL AS A LOCAL COASTAL PROGRAM AMENDMENT FOR DELIVERY ONLY CANNABIS DISPENSARIES MOVE FORWARD TO CITY COUNCIL.
UH, WE'RE HAPPY TO REPORT THAT CITY COUNCIL DID APPROVE THAT AT THE END OF LAST YEAR AND ON MARCH 14TH, THE CALIFORNIA COASTAL COMMISSION ACCEPTED THE LOCAL COASTAL PROGRAM AMENDMENT.
SO THAT IS NOW IN EFFECT THROUGHOUT THE ENTIRE CITY IN THOSE APPLICABLE ZONES.
SO WE WANTED TO REPORT THAT, UH, MOVE FORWARD VERY QUICKLY, UM, WITH THE COASTAL COMMISSION.
IN ADDITION, IN MAY OF LAST YEAR, STAFF DID PROVIDE A STUDY SESSION FOR THE DOWNTOWN PLAN UPDATE AS WELL AS THE DOWNTOWN SHORELINE VISION PLAN.
UH, THE VISION PLAN HAS REACHED AN IMPORTANT MILESTONE AS OF THIS WEEK, AND WE'VE WE'RE RELEASING THE DRAFT VISION CONCEPT.
IT IS AVAILABLE ON OUR WEBSITE AS WELL AS HAVING, UM, SOME UPDATES RELATED TO ALL THE OUTREACH THAT HAS, UH, UNDERGONE THROUGHOUT THESE, UH, MULTI-YEAR EFFORT.
AT THIS POINT, UH, THIS IS IMPORTANT, UM, MILESTONE BECAUSE IT WILL START TO, UH, EVOLVE INTO THE FINAL VISION PLAN AND THEREFORE AFTER THE SPECIFIC PLAN.

SO WE SPENT MOST OF LAST YEAR WORKING WITH OUR CONSULTANT, MARK ULA, CENTER FOR APPLIED ETHICS AND BUILDING OUT THIS ROADMAP THAT REALLY, UM, CENTERS THOSE FOUR OVERARCHING PRIORITIES THAT YOU SEE INCLUDING A CULTURE OF ETHICS.
UH, CONTINUE TO BUILD OUT OUR COMMUNICATION STRATEGY THE SAME FOR OUR EDUCATION AND TRAINING, AND THEN REALLY FOCUSING ON ORGANIZATIONAL ALIGNMENT AS PUBLIC SERVANTS.

THE CURRENT OPERATOR, A JAPANESE RESTAURANT CALLED TOKYO WACO, OCCUPIES THE EXISTING 8,455 SQUARE FOOT BUILDING, SORRY, 8,455 SQUARE FOOT BUILDING AND HAS BEEN, HAS BEEN IN OPERATION SINCE THE BUILDING'S CONSTRUCTION IN 2005.
THE RESTAURANT OPERATES WITH A CALIFORNIA DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL LICENSE TYPE 47 FOR ONSITE PREMISES SALES OF BEER, WINE, AND DISTILLED SPIRITS WITH NO RECORD OF AN APPROVED CONDITIONAL USE PERMIT.
THE APPLICATION IS FOR THE LEGALIZATION OF AN UNPERMITTED OUTDOOR 38 LINEAR FOOT ALCOHOL SERVING FIXED BAR WITHIN THE EXISTING PATIO AREA.
IN THE PAST, THERE WAS A PRACTICE OF ALLOWING ONSITE ALCOHOL SERVING USES IN PD SIX BY WRIGHT IN A SIMILAR FASHION TO ONSITE ALCOHOL SERVING USES IN THE DOWNTOWN PLAN, ALSO KNOWN AS PD 30, WHICH ARE ALLOWED BY WRIGHT IN THE HEIGHT INCENTIVE AREA.
HOWEVER, IT HAS SINCE BEEN CLARIFIED THAT ANY ONSITE ALCOHOL SERVING USES THAT PROPOSE TO EXPAND WOULD REQUIRE AN APPROVED CONDITIONAL USE PERMIT.
ADDITIONAL ANCILLARY WORK IS THE ADDITION OF FIRE PITS AND TWO FOUNTAINS WITH GROW TO PARKING.
THE PD SIX ORDINANCE DESCRIBES THAT PARKING IS PROVIDED ON A SHARED OR JOINT USE FIRST COME FIRST SERVE BASIS WITHIN THE SUB AREA AND SUB AREA.
THE USE OPERATIONS ARE AS FOLLOWS.
AS MENTIONED BEFORE, THE RESTAURANT HAS AN EXISTING ALCOHOL LICENSE OF A BC LICENSE TYPE 47.

THIS APPLICATION AIMS TO PROVIDE ADDITIONAL SPACE FOR PATRONS TO ENJOY A MEAL AND A DRINK AT THEIR EXISTING RESTAURANT THAT HAS EXISTED SINCE 2005 AND IS NOT POED AS AN ADDITIONAL RISK OF NUISANCE TO THE SURROUNDING NEIGHBORHOOD.
THE SUBJECT SITE IS APPROXIMATELY 3,560 FEET AWAY FROM SOUTHEAST FROM CAESAR CHAVEZ ELEMENTARY SCHOOL, ABUTS RAINBOW HARBOR ESPLANADE, AND IS 360 FEET AWAY FROM RAINBOW LAGOON.

WHILE THIS PROJECT IS A HIGH CRIME AREA WITH 143 CRIMES REPORTED IN THE DISTRICT, BEAR IN MIND THAT THIS IS AREA IS ALSO A TOURIST AND VISITOR SERVING AREA IN ADDITION TO BEING NEXT TO DOWNTOWN, TO THE DOWNTOWN AREA, PD 30.
AND TO CLARIFY, CALLS FOR SERVICE TO THIS AREA WERE SIX WITHIN THE LAST YEAR WITH ONE CALL ATTRIBUTED TO AN UNWELCOME GUEST TO THE LOCATION.
PROPOSED CONDITIONS OF APPROVAL THAT WILL ASSIST IN MITIGATING POTENTIAL NUISANCES INCLUDE RBS CERTIFICATION FOR SERVERS AND BARTENDERS, WHICH SHOULD BE NOTED THE RESTAURANT ALREADY REQUIRES, BUT THE CONDITION IS TO MEMORIALIZE THIS REQUIREMENT AS THE CUP RUNS WITH THE LAND OBTAINING A BUILDING PERMIT, OBTAINING A COASTAL DEVELOPMENT PERMIT FROM THE COASTAL COMMISSION.

IT HAS A GENERAL PLAN PLACE TYPE DESIGNATION OF REGIONAL SERVING FACILITIES, AND THE SITE IS WITHIN THE EXISTING LBX RETAIL DEVELOPMENT, WHICH, UH, TAKES UP APPROXIMATELY 26 ACRES OF LAND AND CONSISTS OF APPROXIMATELY 266,000 SQUARE FEET OF BUILDING AREA SURROUNDING LAND USES, UH, MOST OF WHICH ARE ALSO WITHIN DOUGLAS PARK, INCLUDE SINGLE FAMILY RESIDENTIAL TO THE NORTH, A HOTEL AND LIGHT INDUSTRIAL TO THE SOUTH, OFFICES TO THE EAST, AND MORE LIGHT INDUSTRIAL TO THE WEST.

UH, THE FACILITY ITSELF WILL, UH, INCLUDE 34 BOWLING LANES, A FULL BAR, UH, THREE SECTIONS OF ARCADES, A FULL KITCHEN AND DINING AREA, UH, TO CONSTITUTE A, A RES, A RESTAURANT COMPONENT, AND ALSO, UH, ANCILLARY USES SUCH AS MANAGERIAL OFFICES AND, UH, STORAGE.

WITH REGARD TO CA, UH, THE PROJECT QUALIFIES FOR A, A CLASS THREE CATEGORICAL EXEMPTION FOR NEW CONSTRUCTION, AGAIN, UH, PERTAINING TO THE ADDITIONAL 6,700 SQUARE FEET OF, OF BUILDING AREA BEING PROPOSED.
AND SO LOOKING AT THE, UH, SITE PLAN REVIEW FINDINGS FOR, UH, THE MODIFICATION AND THE NEW SITE PLAN REVIEW, UH, THE MOST IMPORTANT FINDINGS THAT WE, UH, TAKE A LOOK AT TYPICALLY ARE THAT THE PROPOSED DESIGN BE HARMONIOUS AND CONSISTENT WITHIN ITSELF AND THE SURROUNDING AREA, AND ALSO THAT THE PROJECT IS, UH, CONSISTENT WITH THE THE GENERAL PLAN, UH, REGARDING HARMONIOUS AND CONSISTENT DESIGN.
UH, ALL PROJECTS WITHIN DOUGLAS PARK, UH, ARE SUBJECT TO THE, UH, PD 32 DESIGN GUIDELINES, WHICH, UH, EMPHASIZE FACADE ARTICULATION, ACCENT COLOR, AND MATERIAL APPROPRIATE SCALING, AND, UH, PEDESTRIAN CONNECTIVITY, UH, FOR THIS PROJECT TO THE EXTENT FEASIBLE WITH THE EXISTING BUILDING.
UH, THE PROPOSED REMODEL DOES ADDRESS THESE GUIDELINES IN DIFFERENT WAYS, UH, SPECIFICALLY WITH REGARD TO, UH, RESPECTING THE SCALE OF THE, UH, EXISTING BUILDINGS WITHIN THE LBX DEVELOPMENT.
UH, ONE OF THE CHALLENGES OF, OF DESIGN WITH THIS PROJECT IS NOT ONLY TO, UH, ADAPT AN EXISTING BUILDING AND TO THE, THE LUCKY BRAND OR THE LUCKY STRIKES BRAND, UH, BUT ALSO WITH MAINTAINING THE, UH, INTEGRITY AND THE CONSISTENCY WITHIN, UH, PD 32.
AND, UH, LBX IN PARTICULAR, UH, STAFF BELIEVES THAT THE PROPOSED, UH, PROJECT BEFORE YOU TONIGHT, UH, DOES A, A GOOD JOB OF ACCOMPLISHING THAT.
AS FAR AS, UH, GENERAL PLAN CONSISTENCY, UH, BOTH THE LAND USE ELEMENT AND THE URBAN DESIGN ELEMENT, SPEAK TO SPECIFIC GOALS THAT THE, UH, THIS PROJECT ACCOMPLISHES.
UH, WITH THE LAND USE ELEMENT, UH, LAND USE POLICY SEVEN DASH FOUR ENCOURAGES THE TRANSITION OF ABANDONED BUILDINGS INTO MORE PRODUCTIVE USES.
UH, WITH THE URBAN DESIGN ELEMENT, UH, ONE OF THE GOALS IS ALSO TO IMPROVE BLIGHTED OR VACANT PROPERTIES BY PROMOTING INFIELD DEVELOPMENT, UH, THAT'S COMPATIBLE WITH THE, UH, NEIGHBORING DEVELOPMENT.
UH, WITH THIS BUILDING, UH, BEEN VACANT SINCE 2019.
UH, STAFF BELIEVES THAT, UH, A BOWLING ALLEY AND ENTERTAINMENT CENTER IS AN APPROPRIATE USE AND, UH, WOULD HELP REVITALIZE THIS PORTION OF, UH, LBX THAT HAS BEEN VACANT FOR SO LONG, UH, AND THAT IT FITS WELL WITHIN THE CONTEXT OF, OF THE, UH, REMAINING RETAIL CENTER IN TERMS OF CONDITIONAL USE PERMIT FINDINGS FOR THE SALE OF ALCOHOL FOR ONSITE CONSUMPTION.
UH, THE BIGGEST ONES WE FOCUS ON PRIMARILY ARE THE CENSUS TRACK CONCENTRATION AND CRIME STATS OF THE POLICE REPORTING DISTRICT.
UH, THE LONG BEACH POLICE DEPARTMENT, UH, DID PROVIDE THESE STATS, UH, AS YOU, AS YOU SEE ON THE OTHER SIDE SLIDE HERE.
UH, AND THEY REPORT THAT THE PROJECT, UH, SITE IS WITHIN CENSUS TRACT 57 36 0.01, IN WHICH A MAXIMUM OF SIX ESTABLISHMENTS IS RECOMMENDED FOR ONSITE ALCOHOL CONSUMPTION.
AND THIS IS BASED ON, UH, DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL CRITERIA FOR, UH, POPULATION WITHIN A A GIVEN CENSUS TRACT.
UH, AS SLOAN SHOWN IN THE SLIDE, UH, THERE CURRENTLY ARE 21 ALCOHOL LICENSES WITHIN THE CENSUS TRACT FOR ONSITE CONSUMPTION.
UH, CLEARLY THAT'S WELL ABOVE THE MAXIMUM THRESHOLD, UH, BUT IT SHOULD BE NOTED THAT THE, UH, THIS HIGH NUMBER IS, IS REALLY JUST INDICATIVE OF THE FACT THAT, UH, EVERY SINGLE ON SALE LICENSE WITHIN THE CENSUS TRACT IS WITHIN DOUGLAS PARK ITSELF, UH, SPECIFICALLY WITHIN THE LBX DEVELOPMENT.
UM, IT'S NOT UNCOMMON FOR A LARGE, UH, COMMERCIAL SHOPPING CENTERS TO HAVE, UH, HIGH

UM, AND SO AGAIN, THIS NUMBER MAY SEEM A LITTLE BIT INFLATED, UH, IN COMPARISON TO THE MAXIMUM RECOMMENDATION.
UH, BUT STAFF BELIEVES THAT, UH, DUE TO THE UNIQUE, UH, NATURE OF THE LBX DEVELOPMENT AS A, UH, SUBSTANTIAL RETAIL CENTER WITHIN A CENSUS TRACK THAT'S PREDOMINANTLY, UH, OFFICE OR INDUSTRIAL USES, UH, STAFF BELIEVES THAT APPROVAL OF AN ADDITIONAL LICENSE, UH, WOULD NOT BE PROBLEMATIC.
UH, LONG BEACH, UH, PD ALSO REPORTS THAT THE PROJECT SITE IS WITHIN POLICE REPORTING DISTRICT 4 7 2, IN WHICH, UH, IT IS CONSIDERED A HIGH CRIME RATE AREA.
UH, THIS IS BASED ON A CRIME RATE OF 71 FOR THE REPORTING DISTRICT, WHILE THE, UH, HIGH CRIME THRESHOLD IS 66.
UH, HOWEVER, BETWEEN FEBRUARY 20, 24 AND 2025, UH, ONLY A SINGLE CALL FOR SERVICE WAS MADE TO THE AREA, UH, OF THE PROJECT SITE.
AND SO STAFF ISN'T, UH, CONCERNED, CONCERNED WITH THIS PARTICULAR CASE.
UH, CONCLUDES THE, UH, ONSITE ALCOHOL, UH, CONSUMPTION COMPONENT WILL, UH, SERVE MORE AS A ANCILLARY USE WITHIN THE, UH, CONFINES OF A, WHAT WE CAN CONSIDER A, A FAMILY ORIENTED BUSINESS.
UH, CONCERNS FROM ALCOHOL SALES ARE USUALLY ASSOCIATED WITH OFFSITE CONSUMPTION, UH, COMING FROM LIQUOR STORES OR GAS, GAS STATIONS, AND, UH, SOMETIMES EVEN A, A FULL ON, UM, BAR AS A PRINCIPAL USE.
UH, BUT AGAIN, FOR THE PROPOSED BOWLING ALLEY, UH, THE BAR IS GONNA SERVE IN MORE OF AN, UH, ANCILLARY CAPACITY TO BOTH THE ENTERTAINMENT CENTER AND THE RESTAURANT.
UH, WE DO HAVE SEVERAL CONDITIONS OF APPROVAL PLACED ON THE PROJECT TO, UH, ALLEVIATE CONCERNS REGARDING THE OPERATION OF THE FACILITY AND TO CURB, UH, NUISANCE BEHAVIOR.
UH, THOSE CONDITIONS INCLUDE HOURS OF OPERATION, UH, DATE, DAILY MAINTENANCE AND TRASH PICKUP, PROHIBITION OF LOITERING, UH, NOISE CONTROL, A, B, C TRAINING FOR EMPLOYEES AND SECURITY MEASURES, UH, SUCH AS LIVE CAMERAS, PROPER LIGHTING, AND ONSITE, UH, SECURITY PERSONNEL.
UM, AS ALWAYS, WE DO, UH, HAVE THESE CONDITIONS OF APPROVAL IN PLACE TO GIVE STAFF THE, UH, LEVERAGE TO FURTHER MONITOR THE APPROVED USE, UH, TO ENSURE THAT, UH, CONTINUED COMPLIANCE IS MET.
AND SO TO, UH, TO CLOSE OUT HERE, UH, I JUST WANTED TO POINT OUT THAT STAFF IS, UH, EXCITED, UH, FOR THE PROPOSED USE AND BELIEVES THAT IT'S GOING TO FILL A VOID IN THE, UH, THE RECREATION SPACE, UM, THAT WE FEEL IS NOT ONLY LACKING WITHIN THE IMMEDIATE AREA, BUT IN THE CITY AS A WHOLE, UH, WITH THIS PARTICULAR SPACE, UH, IS GOING THROUGH TWO OTHER MODIFICATIONS BEFORE THE PLANNING COMMISSION IN PREVIOUS YEARS, UH, THOSE APPROVED PROJECTS JUST NEVER CAME TO FRUITION.
AND, AND SO, UH, STAFF BELIEVES THAT THE PROPOSED PROJECT WILL FIT IN WELL WITH THE EXISTING LBX CENTER AND REVITALIZE THE, THE VACANT BUILDING.
