THE PAT FLYNN AND DICK MILLER JUNIOR LIFEGUARD FACILITY.

THIS IS IN ACCORDANCE WITH CITY OF LONG BEACH ADMINISTRATIVE REGULATION, A AR EIGHT SEVEN FACILITY NAMING PROCESS AND THE SUPPORT OF THE MARINE ADVISORY COMMISSION.

WELL, IF YOU KNOW THEM, KNOW THEIR HISTORY.

UM, DICK MILLER WAS, UH, A LIFEGUARD IN THE, STARTED IN THE FIFTIES AND HE WAS THE CHIEF.

UM, THEY JUST HAVE A LOT OF HISTORY AND THEY STARTED THE JUNIOR LIFEGUARD PROGRAM.

SO THAT'S WHY WE ARE WANTING TO NAME THE, UM, JUNIOR LIFEGUARD, UH, HEADQUARTERS FOR THEM AND GET, BE ABLE TO, UH, HONOR THEM AND RECOGNIZE THEM FOR THIS.

TIME, CERTAIN INFERS THAT IT'S GOING TO BE AT EXACTLY A TIME.

UM, WHAT WE, WHAT I'D LIKE TO SEE FOR OUR COMMUNITY ON HIGH INTEREST ITEMS IS NOT, WE COULD DO A TIME CERTAIN ITEM, NEVER HAVING IT BEFORE THAT TIME, BUT AS IT'S CONVENIENT FOR THE MAYOR, THE CHAIR TO HEAR THE ITEM SO PEOPLE AREN'T WAITING FOUR HOURS TO HEAR AN ITEM THAT THEY'RE INTERESTED IN OR THAT WE CAN SEE THE PUBLIC IS INTERESTED IN.

UM, SO IF THERE'S A CERTAIN TIME LIKE SIX O'CLOCK, IT DOESN'T MEAN THAT IT'S GOING TO START EXACTLY AT SIX, BUT IT WILL NOT START BEFORE SIX O'CLOCK.

SO IT MIGHT BE A LITTLE AFTER SIX OR SIX 30 ITEMS ACTUALLY HEARD.

IT'S NOT GOING TO APPLY TO EVERY ITEM.

I THINK WE WOULD HAVE TO COME UP WITH SOME MECHANISM AND ERIN AND I SPOKE ABOUT THIS, JUST HOW ARE WE GOING TO DECIDE WE CAN'T HAVE THIS EVERY SINGLE MM-HMM .

BUT I DO THINK THERE ARE TIMES WE'VE ALL, WE ALL HAVE ITEMS WHERE WE HAVE PEOPLE IN THE AUDIENCE GOING, WHEN IS THIS ITEM GOING TO EVEN BE HEARD? AND I THINK IT GOES BACK TO PARENTS TAKING CARE OF THEIR KIDS.

IF IT'S AN ITEM RELATED TO FAMILIES, I THINK WE SHOULD TAKE THAT INTO CONSIDERATION.

UM, AND I KNOW THAT THE MAYOR WORKS WITH US ALREADY ON CERTAIN ITEMS AND HE PUSHED THEM FORWARD, BUT, UM, IT WOULD BE NICE PROCESS.

YES, ABSOLUTELY.

AND BY THE WAY, THIS IS NOT TO CHANGE HOW THE MAYOR RUNS HIS MEETINGS.

THIS IS STRICTLY FOR EFFICIENCIES TO MAKE IT EASIER FOR HIM TO, UM, WELL AS WE GO THROUGH THE ITEMS, YOU'LL SEE THERE ARE SOME THAT REALLY IT WILL MAKE A DIFFERENCE POTENTIALLY TO OUR MEETINGS EXPANDING EARLY PUBLIC COMMENT.

SO CURRENTLY WE ALLOW 10, 10 SPEAKERS BEFORE THE MEETING ON NON AGENDA ITEMS. THEY GET A THREE MINUTE TIME PERIOD.

SO IT'S A MAXIMUM OF 30 MINUTES.

I'M PROPOSING THAT WE INCREASE THAT TO 15 SPEAKERS TO ALLOW MORE PEOPLE TO SPEAK ON NON-AG AGENDA ITEMS. AND THEN WE COULD MIRROR THE, UH, SPEAKING FRAMEWORK WE USE FOR OVER 10 AND MOVE THAT TO 90 SECONDS.

THAT MEANS WE COULD POTENTIALLY HAVE 15 SPEAKERS, OPENS IT UP FOR COMMUNITY ENGAGEMENT AT 90 SECONDS, WHICH WOULD STILL BE A FEW MINUTES LESS THAN THE OVERALL THREE MINUTES TIMES 10 SPEAKERS.

SO, UM, IT JUST GIVES PEOPLE MORE OPPORTUNITIES SPEAK AT THE BEGINNING OF THE MEETING BECAUSE IF THEY'RE OVER 10, SOMEONE HAS TO WAIT TILL THE END FOR A PUBLIC COMMENT.

THIRD ITEM, ENFORCING CEREMONIAL LIMITS IN THE MUNICIPAL CODE.

SO THIS ISN'T ABOUT MAKING A NEW RULE OR THIS IS ALREADY IN ORDINANCE IN PLACE.

IT'S UPHOLDING WHAT IS ALREADY IN OUR MUNICIPAL CODE.

NO MORE THAN THREE CEREMONY PRESENTATIONS PER MEETING AND EACH ARE LIMITED TO FIVE MINUTES.

THAT'S THE TECHNICAL WORDING OF THE OR, UH, THE ORDINANCE.

SO SOMETIMES IT IS CHALLENGING FOR THE MAYOR TO CUT OFF PRESENTATION.

UM, I KNOW I HAVE TOLD PEOPLE WHO HAVE DONE PRESENTATIONS THAT I'VE INVITED THREE MINUTES, YOU KNOW, KNOWING THEY'LL GO TO FIVE MINUTES AND IT ENDED UP BEING OVER 10 MINUTES .

UM, I THINK THIS MAKES IT A LITTLE EASIER AND LESS AWKWARD FOR THE MAYOR TO ACTUALLY BE ABLE TO SAY, OKAY.

OR THE CITY CLERK HAS CONTROL OF THAT THREE OR FIVE MINUTE TIMER FOR OUR PRESENTATIONS.

UM, SO WE'RE JUST LOOKING TO UPHOLD THE FIVE MINUTE ORDINANCE FOR, FOR PRESENTATIONS.

AND THE MAYOR COULD ALWAYS EXTEND IT.

I THINK THERE ARE CERTAIN SITUATIONS, UM, WHEN PEOPLE ARE PASSIONATE ABOUT IT, UH, RELIGIOUS, THERE ARE TIMES WHEN GOING CEREMONIES ARE DEFINITELY LONGER, BUT THAT WOULD BE UP TO THEM THERE.

THESE ARE JUST GUIDELINES TO MAKE IT, UM, MORE SET REFORMING THE USE OF SUPPLEMENTAL AGENDAS.

SO I'M PERSONALLY NOT A FAN OF SUPPLEMENTALS.

UM, IT MEANS THAT CITY CLERK'S, OFFICE STAFF, UM, THEY OFTEN HAVE TO WORK THE WEEKEND AND ARE SCRAMBLING TO GET THAT SUPPLEMENTAL ITEM IN.

AND MORE IMPORTANTLY IT DOES SHORTEN UM, THE PUBLIC'S REVIEW

OF AN ITEM AND THEIR ABILITY TO ASK QUESTIONS ABOUT AN ITEM.

SO THIS PROPOSAL IS ABOUT DEVELOPING A SHARED UNDERSTANDING OF WHAT QUALIFIES AS AN URGENT ENOUGH ITEM TO BYPASS OUR USUAL PUBLIC ENGAGEMENT PROCESS.

AND RIGHT NOW I THINK WE LACK A CLEAR STANDARD FOR WHAT URGENT MEANS.

UM, SO I THINK IT'S WORTH, WORTH VISITING AND IT ALSO GIVES THE PUBLIC A FAIR SHOT ON ON REALLY KNOWING WHAT THE ITEM IS AND HAVING THE TIME TO REVIEW IT.

FIVE, STREAMLINING LOW DOLLAR AGENDA ITEMS. UM, WE ALL HAVE A LOT OF SMALL DOLLAR ITEMS THAT WE PUT ON CONSENT CALENDAR.

THIS PROPOSAL AIMS AT REDUCING THE NUMBER OF MINOR LOW DOLLAR DIVIDE BY NICE, UH, SPONSORSHIPS THAT TAKE UP SPACE ON OUR AGENDA, LIKE A $200 SPONSORSHIP TO A NEIGHBORHOOD ASSOCIATION.

AND WE PILE THOSE IN IN CONSENT CALENDAR.

UM, AND THEY HAVE TO BE APPROVED BY ALL OF CITY COUNCIL.

SO THE IDEA IS TO LOOK AT CREATING A THRESHOLD.

UH, SO SMALL SPONSORSHIPS CAN BE APPROVED ADMINISTRATIVELY.

I KNOW THE PROCESS TAKES A LONG TIME SOMETIMES FOR THEM TO GET THEIR CHECKS AND, BUT WE CAN STILL MAINTAIN WITH ADMINISTRATIVE POLICY, UH, AND PROCESS TRANSPARENCY TO THE PUBLIC.

SO I THINK THERE'LL BE SOME WORK THAT NEEDS TO BE DONE FOR THIS ONE.

BUT I'D LOVE TO LOOK AT A PROCESS WHERE MAYBE QUARTERLY WE COME BACK TO COUNCIL AND DO LIKE, WE HAVE TO DO THAT UP TO OUR, UM, TO THE ATTORNEYS OF OFFICE AND ITEM SIX HOLDING STUDY SESSIONS FOR MAJOR POLICY ITEMS. SIDE NOTE FOR ME, I FEEL LIKE WHEN MEETINGS GO LONG, SOMETIMES WE MS. GOOD PRESENTATIONS BECAUSE WE DON'T HAVE DISCUSSION 'CAUSE WE'RE ALL TIRED AND IT BECOMES MORE DIFFICULT TO REALLY HAVE A LONG PRESENTATION.

I THINK SOMETIMES THEY'RE PUSHED OFF.

SO I JUST WANNA LOOK AT THIS AS AN OPTION.

UM, WE'RE ALL PART-TIME, SO SOMETIMES SCHEDULING ANOTHER STUDY SESSION MIGHT NOT BE WHAT WE ALL WANT TO DO, BUT I'M GONNA PUT IT ON THE TABLE.

UM, SO THIS IS TO CONSIDER PULLING THE BIG ITEMS INTO STUDY SESSIONS WHERE WE CAN HAVE THE TIME TO WORK THROUGH THEM WITHOUT PRESSURE AND WITHOUT SIDELINING THE REST OF THE MEETING.

SO THAT'S THE SIXTH ITEM.

UM, THAT'S A LOT, BUT I DON'T KNOW IF YOU HAD A CHANCE TO LOOK THEM OVER BEFORE TODAY AND IF YOU HAVE COMMENT, BUT I WOULD LIKE CONSIDERATION AND I WANT US TO DECIDE DO WE WANNA MOVE SOME OF THESE FORWARD? ALL OF THESE FORWARD? I DON'T THINK, UM, I THINK THERE'S OPPORTUNITY TO DISCUSS WE ARE THE OPERATIONS INEFFICIENCIES.

SO, UH, I WAS GONNA SAY I POTENTIALLY THINK THAT ALL OF THOSE ARE WORTHY OF DISCUSSION ACTUALLY.

AND WE THINK ABOUT, UM, I THINK YOU HIT ON A LOT OF THINGS THAT WE ALL NOTICE WHEN WE'RE, UM, IN CITY COUNCIL MEETINGS, RIGHT? UM, I PARTICULARLY, UM, WAS INTERESTED IN THE LOW DOLLAR AMOUNT.

ONE WE TALKED ABOUT, UM, THOSE ITEMS. WE THINK ABOUT TRYING TO HAVE THE MOST STREAMLINED AGENDA, FOCUSING ON WHAT WE NEED TO FOCUS ON AT CITY COUNCIL MEETINGS, RIGHT? AND THEN REMOVING THE ADMINISTRATIVE BURDEN ON, ON THE, ON THE COUNCIL MEETINGS.

UM, I DEFINITELY THINK SOME OF THOSE ARE THINGS THAT DO DUAL DUTY OF MAKING OUR NEEDS MORE EFFICIENT, BUT ALSO INCREASING, LIKE YOU SAID, VISIBILITY ITEMS THAT WE NEED THAT WE WANT PEOPLE TO FOCUS ON.

UM, AND THEN ALSO INCREASING PUBLIC ENGAGEMENT AND CIVIC ENGAGEMENT, WHICH IS SOMETHING THAT I THINK BROADLY IN THE PUBLIC WE SEE A LOT OF KIND OF, YOU KNOW, WE SEE, WE SEE PUBLIC SENTIMENT, RIGHT? LIKE NOT TRUSTWORTHY OF GOVERNMENT, RIGHT? AND SO ANYTHING THAT I THINK THAT WE CAN DO TO INCREASE THAT TRANSPARENCY AND INCREASE PEOPLE'S ACCESS TO CITY COUNCIL AND THE MEETINGS, I THINK IT'S DEFINITELY WORTHWHILE.

SO I THINK ALL OF, TO ME, ALL OF THOSE ARE THINGS THAT I THINK ARE WORTHY OF FURTHER DISCUSSION.

BECAUSE I COULD ALMOST GUARANTEE THAT NO PRESENTATION HAS BEEN FIVE MINUTES, YOU KNOW, BECAUSE LIKE WE TRY BUT IT HASN'T BEEN FIVE MINUTES.

SO WHAT CAN WE DO THERE TO MAKE IT MORE EFFICIENT? UM, I KNOW THAT SOMETIMES WHEN I'M BRINGING FORWARD A PRESENTATION, UM, I MYSELF TAKE UP THE WHOLE FIVE MINUTES, YOU KNOW, AND STUFF LIKE THAT.
