ITEM NUMBER TWO IS A RECOMMENDATION TO RECEIVE AND FILE A PRESENTATION FROM THE PUBLIC WORKS DEPARTMENT ON THE SYSTEM IMPACT REPORT AND SYSTEM USE POLICY OF THE APPROVED CALIFORNIA PILOT PROGRAM TO DEPLOY AUTOMATED SPEED SAFETY SYSTEMS TO REDUCE SPEEDING TRAFFIC COLLISIONS AND TRAFFIC RELATED FATALITIES IN THE CITY OF LONG BEACH.

[2. 25-56583 Recommendation to receive and file a presentation from the Public Works Department on the System Impact Report and System Use Policy of the approved California pilot program under CVC 22425-22431 to deploy automated speed safety systems to reduce speeding, traffic collisions, and traffic related fatalities in the City of Long Beach.       Suggested Action: Approve recommendation. ]

UM, THERE IS A STAFF REPORT AND PRESENTATION ON THIS ITEM, BUT BEFORE I HAND IT OVER TO PUBLIC WORKS, I JUST WANTED TO TAKE A MOMENT TO PROVIDE A BIT OF OVERVIEW AND CONTEXT FOR TODAY'S MEETING.

EARLY LAST YEAR, THE PA, THE PASSAGE OF ASSEMBLY BILL 6 4 5, ALLOWED LONG BEACH AND A HANDFUL OF OTHER CITIES THE OPPORTUNITY TO PARTICIPATE IN A PILOT PROGRAM TO IMPLEMENT AUTOMATED SPEED SAFETY SYSTEMS. THESE SYSTEMS ARE INTENDED TO MITIGATE UNSAFE DRIVING PRACTICES AND REDUCE SPEEDING RELATED TRAFFIC ACCIDENTS AND FATALITIES BY INSTALLING AUTOMATED ENFORCEMENT SYSTEMS THAT WILL ISSUE WARNINGS AND CITATIONS TO EXCESSIVELY SPEEDING VEHICLES.

TO CLARIFY THE ONGOING TIMELINE OF THIS PROGRAM'S IMPLEMENTATION, AB 6 45 WAS PASSED INTO LAW OCTOBER, 2023, AND A PRESENTATION WAS MADE TO THE MPI COMMITTEE NOVEMBER 14TH, 2023.

UH, THE LONG BEACH POST SHARED AN ARTICLE AT THAT TIME.

UH, IN MARCH OF 2024, I AUTHORED AN ITEM TO KICK OFF OUR LOCAL PROCESS FOR IMPLEMENTATION PER THE LEGISLATION AND INITIAL PHASE OF DATA COLLECTION AND RESEARCH TO ENSURE A THOUGHTFUL AND EQUITABLE APPROACH AND AN ASSESSMENT OF THE PROGRAM'S IMPACT HAPPENED.

SO THAT RESEARCH HAS BEEN ONGOING SINCE MARCH OF 2024.

THIS SUMMER, TRAFFIC ENGINEERING PROVIDED EACH COUNCIL OFFICE WITH BRIEFINGS OF AN OVERVIEW OF THEIR FINDINGS THUS FAR, AND SOUGHT COUNCIL MEMBER FEEDBACK FOR THEIR CONTINUED RESEARCH.

AT THIS TIME, THERE WAS MORE PRESS.

UH, ABC SEVEN WROTE AN ARTICLE MORE RECENTLY APPEAR HEARING FROM TRAFFIC ENGINEERING THAT THEY WERE NEARLY READY FOR PUBLISHING.

WE CALLED THIS MEETING OF THE MOBILITY PORTS AND INFRASTRUCTURE COMMITTEE TO HAVE THE FINDINGS PRESENTED IN A PUBLIC SETTING, AND THAT IS WHAT THIS MEETING IS TODAY.

THE AGENDA FOR THIS MEETING WAS PUBLISHED ON SEPTEMBER 25TH AND POSTED TO THE CITY CLERK'S WEBSITE.

UH, THE, OUR TEAM IN OUR OFFICE SENT NOTICE TO NEIGHBORHOOD LEADERS AND SPREAD THE WORD.

WE KNOW, UH, PUBLIC WORKS AND COMMUNITY DEVELOPMENT ALSO SPREAD THE WORD, AND THERE HAS BEEN SOCIAL MEDIA ENGAGEMENT AS WELL AS SOME PRESS ON IT.

SO TODAY, TRAFFIC ENGINEERING TEAM IS HERE IN FORCE.

THANK YOU VERY MUCH TO PREPARE, UH, TO PRESENT THEIR FINDINGS OF DATA AND PROVIDE US WITH THEIR RECOMMENDATIONS FOR THE LOCATIONS OF THE ALLOTTED SYSTEMS. THIS IS THE NEXT STEP MOVING FORWARD, PROVIDING THE PUBLIC THE OPPORTUNITY TO SEE AND HEAR THE REPORTS AND OPENING A 30 DAY REVIEW PERIOD FOR COMMUNITY FEEDBACK.

BUT WE DO KNOW, UM, THAT AS PEOPLE REVIEW THE DOCUMENTS AND HAVE SEEN THEM, THERE ARE CONCERNS IN HOW COME THIS AND HOW COME THAT, AND THAT'S WHAT THE TEAM IS HERE TO DO TODAY, UH, TO ANSWER THOSE QUESTIONS.

SO WITH THAT IN MIND, I'M GONNA PASS IT OVER TO, UH, OUR ACTING DIRECTOR OF PUBLIC WORKS, AND IT'S THE TRAFFIC ENGINEERING TEAM FOR THE PRESENTATION.

YEAH, I'M JOINED WITH OUR CITY ENGINEER AND OUR CITY TRAFFIC ENGINEER AND MANY FOLKS FROM OUR, UH, FROM OUR ENGINEERING BUREAU TO THAT HELP SUPPORT THIS PROGRAM AND, UH, LOOK FORWARD TO THIS EXCITING MILESTONE.

SO WE DO HAVE A BRIEF PRESENTATION.

IT'S ABOUT 15 SLIDES.

WE WANNA MAKE SURE WE SAVE PLENTY OF ROOM FOR Q AND A AND ANY OTHER, UH, COMMENTS THAT, THAT COME WITH.

BUT, UM, WE HAVE A QUICK OVERVIEW OF THE VISION ZERO SAFE STREETS PROGRAM.

WE'LL PROVIDE A BRIEF UPDATE FROM THE OTHER PILOT CITIES AS WELL AS WHAT'S REQUIRED AS PART OF THE CALIFORNIA VEHICLE CODE, HOW WE CAME TO THE DEVICE LOCATIONS, AND THE PRIORITIZATION EFFORT THAT WENT ALONG WITH IT, AND THEN WHAT THE NEXT STEPS WILL LOOK LIKE TO ROLL OUT THIS PROGRAM.

SO TO, TO START OFF, OUR SAFE STREETS, LONG BEACH REALLY HAS A COUPLE DIFFERENT PRIORITIES.

FIRST ONE WAS DEDICATE STAFF AND FUNDING TO SUPPORT THE PROGRAM.

UH, WE HAVE THAT TODAY.

WE'RE EXCITED.

WE HAVE OUR TRAFFIC ENGINEERING TEAM, UH, WITHIN OUR ENGINEERING BUREAU LED BY OUR CITY TRAFFIC ENGINEER.

UH, MANY OF THEM ARE, ARE HERE TODAY IN THE, IN THE AUDIENCE THAT HELPS SUPPORT THIS PROGRAM, UH, TO BRING IT INTO FRUITION AND AND REALITY.

THE SECOND PRIORITY IS REALLY DIVING INTO THE SPECIFICS OF LOWERING SPEEDS.

SO 2.1, OUR ENGINEERED SOLUTIONS.

THIS REALLY FOCUSES MORE IN ON OUR CAPITAL IMPROVEMENT PROJECTS AND SLOWING DOWN TRAFFIC, ADDRESSING THE ISSUES WITH THE HIGH INJURY NETWORK WITH ENGINEERING DESIGN SOLUTIONS.

2.2 FOCUSES MORE ON THE NEIGHBORHOOD TRAFFIC CALMING MEASURES, WHICH IS A SEPARATE, UH, UPDATE THAT WE'LL BE PROVIDING IN THE FUTURE.

AND THEN REALLY WHAT WE'RE HERE TODAY TO TALK ABOUT IS ITEM 2.3, THE AUTOMATED SPEED ENFORCEMENT PROGRAM.

SO NOW THAT WE HAVE THE STAFFING, UH, WE'RE ABLE TO REALLY ROLL OUT, UH, THIS IN EARNEST, COLLECT THE, THE DATA TO MAKE INFORMED DECISIONS OF WHERE THESE LOCATIONS WILL BE FOR THE DEVICES AND HOW THE PROGRAM WILL OPERATE.

SO WHY SPEED ENFORCEMENT? UH, AS YOU CAN SEE ON THIS SLIDE HERE, UH, WITH A VEHICLE TRAVELING AT 20 MILES PER HOUR, THERE'S A 13% LIKELIHOOD OF SEVERE INJURY OR A FATALITY.

UH, THAT NUMBER GROWS QUICKLY AS YOU GO UP WITH THE VEHICLES SPEEDING UP TO 40 MILES PER HOUR, THERE'S THE 73% LIKELIHOOD COMMUNITY BENEFITS OF THE PROGRAM AT LARGE.

REALLY, WE WANT TO BE ABLE TO FOCUS ON PREVENTION VERSUS PUNISHMENT.

SO THE, THE GOAL OF THIS PROGRAM IS NOT TO MAKE A LOT OF MONEY OR REVENUE OFF OF THIS.

IT'S REALLY TO INFLUENCE THE BEHAVIORS LEADING TO SPEEDING AND THEREFORE CREATING A SAFER STREET FOR ALL USER GROUPS.

SO THIS ALSO ALLOWS FOR THE TRADITIONAL ENFORCEMENT, UH, TO FOCUS IN ON OTHER AREAS.

AND REALLY, WE'RE, WE'RE FOCUSING IN ON ADDRESSING SITUATIONS THAT CAN'T BE ADDRESSED AS PART OF THE HIGH INJURY NETWORK AND THE, UH, CONFIGURING ROADS WITH DESIGN COMPONENTS THEMSELVES.

SO WE ARE ONE OF SIX PILOT CITIES.

SO YOU CAN SEE HERE ON THIS SLIDE, THE OTHER CITIES AS PART OF THIS OVERALL PILOT PROGRAM, UH, WE'RE UNDERWAY WITH, UH, ALL THESE OTHER DIFFERENT CITIES WORKING TOGETHER COLLABORATIVELY TO FIGURE OUT WHAT WE CAN DO, INCORPORATE LESSONS LEARNED, AND REALLY EMBED WHAT THEY'RE DOING INTO OUR PROGRAM AS WELL.

SAN FRANCISCO IS THE LEADER AT THIS POINT.

THEY DRAFTED THE ASSEMBLY BILL.

THEY WERE PART OF THE, THE ONES REALLY PUSHING US FORWARD.

SO WE'VE BEEN ABLE TO, UH, TAKE SOME OF THOSE LESSONS LEARNED FROM SAN FRANCISCO, EMBED THEM INTO OUR USE OF USE POLICY, EMBED THEM INTO OUR OPERATING PLAN SO WE CAN BE THAT MUCH BETTER FOR ALL THE WORK THAT THEY'VE DONE.

WE'RE ALSO CURRENTLY WORKING WITH OAKLAND.

THEY, UH, AS YOU CAN SEE SECOND THERE ON THE CHART, THEY'RE WORKING TOWARDS AWARDING THEIR, UM, THEIR CONTRACT FOR THE SPECIFIC DEVICES.

WE'RE WORKING WITH THEM TO, UH, PIGGYBACK OR UTILIZE THEIR CONTRACT TO BE ABLE TO PROCURE OUR DEVICES THAT MUCH FASTER.

AND WE'LL CONTINUE TO WORK WITH THE OTHER GROUPS TO MAKE SURE THAT OVERALL THIS IS A, A SUCCESSFUL PILOT PROGRAM.

SO THE VEHICLE CODE, UH, HAS A NUMBER OF DIFFERENT REQUIREMENTS.

UH, WE'VE BROKEN IT DOWN HERE ON THIS SLIDE TO THE SYSTEMS IMPACT REPORT AND THE SYSTEMS USE POLICY.

BOTH OF THESE AS, UH, THE CHAIR HAD NOTED AT THE BEGINNING, ARE BOTH AVAILABLE ONLINE.

SO IF ANYBODY'S INTERESTED IN REVIEWING THEM, UH, ALL OF THESE DETAILS, INCLUDING ALL THE BULLET POINTS LISTED HERE, CAN BE FOUND WITHIN THOSE DIFFERENT DOCUMENTS.

SPECIFIC TO THE SYSTEM IMPACT REPORT, WE'VE GOT THE LOCATIONS, THE PROGRAM COST EXPLANATION OF HOW THESE LOCATIONS WERE DETERMINED WITHIN THE SYSTEMS USE POLICY.

THERE'S INFORMATION ON THE RULES, HOW THE DATA CAN BE COLLECTED, HOW IT CAN BE STORED, AND WHAT DO WE, UM, UH, WHO WE CAN SHARE THAT WITH.

THE VEHICLE CODE ALSO HAS REQUIREMENTS REGARDING FINES.

THERE ARE LISTED HERE ON THE SLIDE.

THEY START AT $50 AN INCREASE UP TO $500.

UH, IT'S IMPORTANT TO NOTE THAT THE REVENUE IS USED TO COVER THE COST OF THE PROGRAM.

SO AS THESE CITATIONS ARE ISSUED AFTER THE PROGRAM STOOD UP AFTER THE WARNING PERIOD, IF THERE IS REVENUE COMING IN, OR WHEN THERE'S REVENUE COMING IN, THAT WILL BE USED TO OFFSET THE OVERALL PROGRAM COSTS, ANY ADDITIONAL FUNDS, UH, WHICH AGAIN, WE'RE, WE'RE HOPING, YOU KNOW, IF THIS IS SUCCESSFUL, IT'LL REDUCE PEOPLE'S SPEEDING BEHAVIOR AND WE WON'T SEE A TON OF REVENUE FROM THIS, BUT WE'RE, ANY REVENUE WE DO SEE, WE'LL REINVEST INTO TRAFFIC CALMING DEVICES THROUGHOUT THE CITY, AND WE'LL BE COMING BACK, WE'LL HAVE MORE OF A PROJECTION AS WE GET STARTED WITH THE PROGRAM.

WE'LL BE ABLE TO PROVIDE AN IDEA OF WHAT THAT REVENUE LOOKS LIKE AND COME BACK WITH A PRIORITIZATION EFFORT AS TO WHERE THOSE FUNDS WOULD BE SPENT.

THERE ARE SOME, UH, ADDITIONAL ITEMS WITHIN THE VEHICLE CODE REQUIREMENT THAT REQUIRE, UH, ACCOMMODATIONS FOR LOW INCOME.

AND YOU CAN SEE THOSE HERE ON, ON THE SLIDE.

THERE'S PAYMENT PLAN OPTIONS, THERE'S COMMUNITY SERVICE OPTIONS AND REDUCTION OF FEES.

SO THE DEVICE LOCATIONS, THERE ARE SPECIFIC REQUIREMENTS AS TO WHERE THE DEVICES CAN BE LOCATED.

UH, WE ARE OBLIGATED TO PLACE THEM IN QUOTE, GEOGRAPHICALLY DIVERSE LOCATIONS.

UM, WE ARE ONLY ALLOWED 18 LOCATIONS CITYWIDE.

HOPEFULLY, UH, IF THE PILOT GOES WELL, IF WE'RE ABLE TO, UH, SHOW THE BENEFIT OF ALL THIS, WE'LL BE ABLE TO TAKE THIS OFF OF THE, TAKE THE TRAINING WHEELS OFF AND EXPAND THE PROGRAM IN THE FUTURE, UH, TO INCREASE THAT TO MORE THAN 18 LOCATIONS.

BUT AS OF TODAY, THAT'S THE, THE REQUIREMENT.

THOSE 18 LOCATIONS MUST COMPLY WITH AT LEAST ONE OF THE FOLLOWING.

SO IT MUST BE WITHIN A SAFETY CORRIDOR, MUST BE WITHIN A SCHOOL ZONE, OR MUST BE IN A LOCATION THAT'S HAD A CALL FOR ENFORCEMENT ON AT LEAST FOUR SEPARATE INCIDENTS.

WE CANNOT PLACE ANY DEVICES WITHIN STATE HIGHWAY JURISDICTIONS.

SO HOW DO WE DETERMINE WHERE THESE LOCATIONS WOULD BE? UH, NINE OR HALF OF THE 18 WOULD BE LOCATED BASED ON, UH, NEEDS-BASED PRIORITIZATION.

AND THEN WE'LL GET INTO ON THE NEXT SLIDE, THE OTHER NINE.

SO THESE FIRST NINE, NINE LOCATIONS, UH, WITH NEEDS-BASED PRIORITIZATION ARE ON THE HIGH INJURY NETWORK.

AND THEY'VE BEEN, UH, THEY'RE, UH, PRIORITIZED BASED ON A NUMBER OF DIFFERENT FACTORS, INCLUDING FREQUENCY OF RACING AND TAKEOVER EVENTS BEING WITHIN THE SCHOOL ZONE CRASH OF VERITY, AND THEN THE FREQUENCY OF FOLKS SPEEDING MORE THAN 11 MILES PER HOUR.

SO THESE ARE THE NINE LOCATIONS BASED ON ALL THAT AGGREGATED DATA AND WHERE THE MOST NEED IS WITHIN THE CITY.

SO I'LL JUST PAUSE FOR A SECOND HERE SO PEOPLE CAN SEE THE DIFFERENT LOCATIONS.

YOU CAN SEE THAT THEY'RE ALL BASED ON THOSE DIFFERENT FACTORS SHOWN ON THE PREVIOUS SLIDE.

THE NEXT NINE LOCATIONS ARE BASED ON GEOGRAPHIC DIVERSITY PRIORITIZATION.

SO WE TOOK ALL OF THE SAME FACTORS THAT WE JUST LOOKED AT AS PART OF THE NEEDS BASED PRIORITIZATION EFFORT, BUT THEN WENT THROUGH AN ADDITIONAL SCREENING TO MAKE SURE THAT WE WEREN'T PLACING THEM ON STREET SEGMENTS THAT WERE DIRECTLY ADJACENT TO THE ONES IN, AS PART OF THE NEEDS BASED, MEANING WE DIDN'T WANT TO PUT BACK TO BACK SYSTEMS IN PLACE, FIGURED THERE WOULD NOT BE AS MUCH OF A VALUE TO DOING THAT.

THERE'S MORE OF A, A NEED CITYWIDE.

WE ALSO WANTED TO MAKE SURE THAT WE WERE FOCUSING ON, ON SPECIFIC OUTLIERS.

SO IF THERE WAS A, A STREET SEGMENT THAT HAD A NUMBER MAYBE ABOVE AVERAGE ON THE FATAL CRASHES OR ABOVE AVERAGE FOR NUMBER OF CALLS FOR RACING, THAT THAT RECEIVED, UH, EXTRA PREFERENCE.

AND THEN WE ALSO WANTED TO MAKE SURE THAT STREET SEGMENTS THAT WE COULDN'T ADJUST FOR BASED ON THE DESIGN OF THE STREETS, WE WERE ABLE TO FIGURE OUT AN ADDITIONAL MEANS TO DOING THAT, NAMELY ADDING THEM TO THIS PROGRAM.

SO A GOOD EXAMPLE OF THAT

WOULD BE, UH, ALONG SEASIDE WAY, OR IN AREAS THAT ARE ON GRAND PRIX AS DESIGNED AS A RACETRACK, WE WOULDN'T BE IN THERE DOING TRAFFIC CALMING OR OTHER THINGS BECAUSE THAT WOULD NEGATE THE ABILITY TO USE THAT AS A RACETRACK.

UM, OF COURSE, THAT'S NOT THE ONLY EXAMPLE.

THERE'S TRUCK ROUTES AND OTHER OTHER TYPE SITUATIONS WHERE, UH, WE'RE JUST NOT ABLE TO ACCOMMODATE SLOWING DOWN TRAFFIC WITH OTHER MEANS AND METHODS.

SO HERE'S WHAT THOSE NINE SEGMENT OR NINE LOCATIONS LOOK LIKE BASED ON THE GEOGRAPHIC PRIORITIZATION.

SO YOU SEE THE STREET, THE SEGMENT, AND THEN THE, THE TREND OR THE REASONING WHY THOSE, THOSE SEGMENTS WERE ADDED TO THIS, UM, PRIORITIZATION EFFORT.

SO SAME INFORMATION AS WE JUST SAW ON THE PREVIOUS SLIDES, JUST IN GEOGRAPHIC MAP FORM.

SO YOU COULD SEE ON THE TOP BOX OR IN THE, THE DARK BLUE, THE NEEDS-BASED PRIORITIZATION HAS NINE DIFFERENT LOCATIONS.

AND THEN YOU COULD SEE THE GEOGRAPHIC DIVERSITY PRIORITIZATION.

THE LIGHTER BLUE STARTS TO REALLY EXPAND OUTSIDE OF OUR CORE HIGH INJURY NETWORK TO IN, UH, INCLUDE OTHER LOCATIONS THROUGHOUT THE CITY.

AS YOU CAN SEE IN THE IMAGE SHOWN HERE, UH, THERE WOULD BE, UH, SOME KIND OF LANGUAGE NOTING THAT THERE WILL BE PHOTO ENFORCEMENT, THE SPEED FEEDBACK SIGN, WHICH IS THE IMAGE ON THE LOWER RIGHT HAND SIDE, WHICH SHOWS YOUR ACTUAL SPEED THAT YOU'RE TRAVELING.

SO YOU CAN HOPEFULLY, IT ENCOURAGE YOU TO REDUCE YOUR SPEED IF YOU'RE ABOVE THE POSTED SPEED LIMIT.

CAMERAS WILL BE POSTED, UH, OR ON TOP OF THE TRAFFIC SIGNAL OR A POLE MOUNTED, AND THE IMAGE THAT'S CAPTURED FOR THE SPEEDING.

FOR THE FOLKS SPEEDING 11 MILES PER HOUR OR MORE ABOVE THE POST.

THAT SPEED LIMIT WILL BE CAPTURED OF, UH, THE REAR LICENSE PLATE.

INFORMATION WILL BE CAPTURED.

SO A COUPLE QUESTIONS ABOUT THAT IN TERMS OF HOW WE WEIGHTED THAT, BECAUSE WE KNOW AT ONE LOCATION IT'S VERY SEVERE, IT'S 30 INSTANCES.

UM, I AM HAVE, DO, DID OTHER PILOT CITIES USE THAT AS PART OF THEIR CRITERIA AS WELL IN WAITING IT? AND, UM, AND JUST THE OBSERVATION THAT THOSE EVENTS NORMALLY TAKE PLACE.

AND I KNOW, 'CAUSE I HEAR 'EM, UM, AFTER HOURS, THEY HAPPEN LATE AT NIGHT, 10 O'CLOCK AT NIGHT, AND WE KNOW THAT THEY ARE FRUSTRATING, WE KNOW THEY'RE DANGEROUS.

UM, WE KNOW WE DON'T WANT THEM HAPPENING, BUT WE ALSO KNOW THAT THAT DOESN'T IMPACT PEDESTRIAN TRAFFIC IN THE SAME WAY THAT BEING NEAR A SCHOOL ZONE OR THE CRASH SEVERITY DOES.

SO COULD YOU TALK A LITTLE BIT ABOUT, UM, THE HOW AND THE WHY WE USE THAT AS A SCORING MECHANISM AND, UM, THE CONCERN THAT THEN THOSE INCIDENTS SPECIFICALLY WE'LL JUST MOVE TO OTHER LOCATIONS, WHICH MAY IMPACT HOW THE SYSTEM ROLLS OUT? SO, UM, IT LAYS OUT BASICALLY THREE FACTORS TO DETERMINE ELIGIBILITY, AND WE SET OUT TO BE AS RESPONSIVE TO THOSE PROMPTS AS POSSIBLE.

SO, UM, THERE WERE THREE DETERMINANTS FOR WHETHER OR NOT A DEVICE COULD BE PLACED ON A GIVEN SEGMENT.

ONE WAS THOSE REPORTS ABOUT HOW MANY FOLKS ARE CONDUCTING STREET TAKEOVERS AND RACING.

THAT'S NUMBER ONE.

UM, THE OTHER ONE WAS WHETHER OR NOT IT'S ON ONE OF OUR HIGH INJURY NETWORK SEGMENTS.

UM, AND THEN NUMBER THREE IS WHETHER OR NOT IT'S CLOSE TO A SCHOOL.

SO, UM, THE SEGMENTS THAT ARE SHOWN ON THIS TABLE HERE WERE THE MOST RESPONSIVE OR HAD THE HIGHEST SCORES ACROSS THOSE THREE CATEGORIES.

SO BY THAT MEASURE, UM, YES.

UM, THE STREET TAKEOVERS, UM, WERE A FACTOR IN PRIORITIZING HERE.

UH, AS JOSH MENTIONED, SOME HAVE HIGHER LEVELS THAN OTHERS, BUT WE CERTAINLY DID BASE IT OFF OF THAT.

UM, I DO WANNA ACKNOWLEDGE THAT THERE WEREN'T THREE BULLETS ON THAT SLIDE.

THERE WERE FOUR, RIGHT? UM, SO IF WE GO, GO BACK THERE, RIGHT, IT HAS THE THREE, UM, BASICALLY ESTABLISHING, UM, FIGURES.

BUT, UH, THERE WERE A FEW LOCATIONS WHERE WE HAD, UM, SCORES FOR ALL THREE, BUT WE DID NOT OBSERVE PEOPLE SPEEDING MORE THAN 10 MILES AN HOUR OVER THE SPEED LIMIT.

SO, AS YOU SAID, THIS IS TO REDUCE IMPACT.

WE KNOW WE'VE TALKED ABOUT SAN FRANCISCO AND A 70, 70% DECLINE AFTER THEY'VE GOTTEN AN, UH, NOT A VIOLATION, BUT AN EDUCATION, A CITATION SAYING, DO IT AGAIN, AND THERE'S A FINE, WE KNEW THAT THERE WAS A SIGNIFICANT DROP.

SO THE REVENUES, IF THERE ARE REVENUES GENERATED BEYOND WHAT THE PROGRAM COSTS, BECAUSE IT IS A COST RECOVERY FOR THE PROGRAM.

SO IF THERE ARE ADDITIONAL REVENUES THAT ARE IN, UM, FROM CITATIONS, WE KNOW THAT THAT'S FOR STREET SAFETY, AS YOU SAID, SPEED BUMPS, UH, FLASHING RAPID BEACONS, UH, CROSSWALKS, THOSE OTHER KINDS OF SAFETY THINGS.

DOES THE FUNDING HAVE TO STAY SPECIFICALLY WITHIN THE 18 CURRENT ZONES FOR IMPROVEMENTS? SO IF WE'RE INCURRING THE, IF WE GET THIS REVENUE BECAUSE OF THESE 18 LOCATIONS, DOES THAT REVENUE NEED TO BE SPENT BACK INTO SPECIFICALLY THOSE 18 LOCATIONS? OR ARE THERE OPPORTUNITIES TO IMPACT AND ADDRESS OTHER PARTS OF TOWN THAT ARE GETTING, THAT ARE IMPACTED BY HIGH RATES OF SPEED AND OTHER ACCIDENTS THAT WERE MENTIONED, UM, IN OTHER PARTS OF TOWN? IS, IS THE LEGISLATION SPECIFIC TO THAT ISSUE? YEAH, THAT'S A, THAT'S A GREAT QUESTION AND SHORT ANSWER IS NO.

UH, WE WOULD BE LOOKING AT UTILIZING THE, ANY REVENUE THAT WE HAVE AS PART OF THIS PROGRAM FOR CITYWIDE TRAFFIC CALMING.

SO THIS IS A COMPONENT OF OUR OVERALL VISION ZERO PLAN AND PROGRAM, THE AUTOMATED SPEED ENFORCEMENT, UM, AS, AS WE HAD SHOWN ON, UH, ONE OF THE VERY FIRST SLIDES HERE IS REALLY JUST ONE COMPONENT.

WE ALSO WANNA MAKE SURE ONE OF THE, UH, PUBLIC COMMENTERS HAD MENTIONED SOME OF OUR CAPITAL PROJECTS.

WE ARE, AND OUR TEAM DILIGENTLY WORKS ON MAKING SURE THAT WHEN WE ROLL OUT NEW CAPITAL PROJECTS, WE'RE INCLUDING SOME OF THESE SAFE STREETS VISION ZERO ELEMENTS INTO THEM, UH, THAT WAY WE'RE ADDRESSING 2.1 AS SHOWN ON THE SCREEN.

UM, BUT AS MY COLLEAGUES HAVE POINTED OUT, AS WELL AS THE PUBLIC, UH, WE PROBABLY NEED TO DO ALL WE CAN TO CATCH UP, UH, TO MAKE SURE THAT WE ARE ABLE TO GET THIS PILOT IMPLEMENTED, UM, IN A TIMELY MANNER SO THAT WE CAN USE ALL OF THE TIME, UM, THAT IS AVAILABLE TO US DURING THIS PILOT.

UM, A PART OF WHAT WE'VE SEEN HERE TODAY IS A MAJOR INVESTMENT THAT THE CITY HAS HAD TO MAKE, BOTH IN OUR STAFFING TIME, TECHNICAL STUDIES, INFRASTRUCTURE THAT WILL HAVE TO BE PLACED ALONG OUR, UH, STREETS, UM, IN, IN ADDITION TO PROCURING THE DEVICE.

AND ALL OF THAT HAS BEEN A CAPITAL OUTLAY THAT THE CITY HAS DONE, UM, REALLY JUST BASED ON THE MANDATE THAT I DON'T BELIEVE CAME WITH ANY RESOURCES FOR US TO MAKE THAT HAPPEN.

UM, WITH THAT IN MIND, AS WE, UH, LOOK TO HAVE CONVERSATIONS AS AN ENTIRE DAIS, I'D BE VERY INTERESTED IN SEEING A BUDGET THAT GIVES A SENSE OF WHAT THAT CAPITAL OUTLAY HAS BEEN SO FAR.

UM, ANY ANALYSIS THAT WE MIGHT HAVE ABOUT WHAT WE WOULD EXPECT IN TERMS OF REVENUE, UM, SO THAT I COULD AT LEAST HAVE A SENSE OF, YOU KNOW, HOW MUCH ARE WE SPENDING, HOW MUCH MIGHT WE BE ABLE TO GET BACK, UM, JUST TO RECOUP THE COST OF IMPLEMENTING THE PROGRAM, AND THEN HAVE A SENSE OF WHAT THAT PROFORMA MIGHT LOOK LIKE GOING FORWARD AS WE CONSIDER WHETHER THERE'S GOING TO BE ADDITIONAL RESOURCES TO DO THE REAL WORK, WHICH IS TO INVEST IN OUR NETWORK IN SUCH A WAY SO THAT WE GET TO VISION ZERO AND HAVE SAFER STREETS ACCORDINGLY.

SO I'D LOVE TO MAKE SURE THAT MY COLLEAGUES AND I ARE ABLE TO REVIEW THAT BUDGET, ESPECIALLY IN LIGHT OF BEING ABLE TO MOVE FORWARD WITH THE OVERALL PROGRAM AND KNOWING WHAT WE ARE INVESTING IN.

SO I THINK IT'S IMPORTANT FOR THE PUBLIC TO HAVE A SENSE THAT 2032, UM, IS OUR NORTH STAR, AND IT IS DURING THAT TIME PERIOD THAT WE WILL BE CONDUCTING THIS ANALYSIS, UM, AND HAVING A SENSE OF HOW THE PILOT IS ROLLING OUT ACCORDINGLY.

ON SLIDE EIGHT, I NOTED THAT YOU HAD, UH, DEVICES CANNOT BE PLACED ON STATE HIGHWAYS.

I IMAGINE THAT WHEN THE STATE MOVED FORWARD WITH THIS, UH, THEY WERE LOOKING TO

ENSURE THAT THEY MADE FULL CONTROL OVER THE HIGHWAYS THAT ARE UNDER THEIR JURISDICTION.

BUT FRANKLY, BEING A CITY THAT HAS, UH, A MAJOR STATE HIGHWAY THROUGH IT, UM, I WOULD THINK THAT THIS MIGHT BE AN OPPORTUNITY FOR US TO ADVOCATE, UH, AT LEAST BEYOND THE PILOT FOR THE EXPANSION OF BEING ABLE TO INCLUDE THOSE, UM, DEVICES ON, UM, STATE HIGHWAYS, UH, BECAUSE IT IS SUCH A INTEGRAL PART OF OUR CITY AND OUR, UH, STREET NETWORK.

UM, AND I'M IMAGINING THAT MY COLLEAGUE ACROSS HERE, UH, MIGHT AGREE IN TERMS OF MAKING SURE THAT WE HAVE, UM, RESOURCES FOR PCH, FOR EXAMPLE.

AND THEN, UM, MOVING ON TO OTHER COMMENTS AND THOUGHTS THAT I HAVE.

UM, TAKING A LOOK AT SLIDE 13, UM, I NOTED THERE THAT, UM, ESPECIALLY AMONG THE NEED-BASED PRIORITIZATION LOCATIONS, THERE ARE VARYING SIZES AND LENGTHS OF THE SEGMENTS.

UM, SO THE PUBLIC MAY NEED TO UNDERSTAND A LITTLE BIT MORE AS TO WHY SOME SEGMENTS ARE MUCH LONGER OR SHORTER, UM, THAN OTHERS.

UM, JUST TO MAKE SURE THAT WE HAVE A SENSE, UH, OF THAT AND THEN MOVING INTO, UM, HOW WE, UM, ARE ABLE TO, UH, MESSAGE THIS FROM AN EDUCATIONAL STANDPOINT, UH, TO THE PUBLIC.

UM, I THINK THAT THIS IS A WONDERFUL OPPORTUNITY TO CONNECT WITH OUR COMMUNICATIONS TEAM, UH, REGARDING THIS.

UM, AND I WOULD LOVE TO ENSURE THAT WE HAVE CONNECTED WITH OUR SCHOOL DISTRICT TO MAKE SURE THAT PARENTS, FAMILY MEMBERS AND THOSE WHO ARE ENGAGED WITH, UH, SO MUCH TRAFFIC AROUND OUR SCHOOLS, UH, ARE AWARE THAT THESE, UH, PARTICULAR DEVICES ARE COMING, THE SOLUTION IS COMING, AND THAT THEY NEED TO MAKE SURE THAT THEY ARE AWARE OF HOW THAT MIGHT IMPACT, UM, MORNING AND AFTERNOON DROP OFF AND PICK UP.

SO WHEN WE WERE PREPPING FOR THIS, UH, WE WANTED TO MAKE SURE THAT WE WERE COLLECTING ALL THE DATA THAT WE WOULD NEED, UH, IN THE EVENT THAT A STATE HIGHWAY WAS ELIGIBLE FOR THE PROGRAM.

SO, UM, THE PROCESS THAT WE APPROACHED THIS WITH WAS STARTING WITH THE HIGH INJURY NETWORK, RIGHT? THIS IS ALL STEMMING FROM THE VISION ZERO PLAN.

UM, THOSE STATE HIGHWAYS ARE ON THE HIGH INJURY NETWORK.

YEAH.

SO WE HAVE COLLECTED DATA ON, ON THOSE STREETS, THE SAME DATA THAT WE COLLECTED ON ALL THE OTHER HIGH INJURY NETWORK CORRIDORS.

SO IF WE ARE GIVEN THE GREEN LIGHT, IF THAT, YOU KNOW,
