UH, THERE IS A STAFF REPORT AND PRESENTATION ON THIS ITEM, BUT BEFORE I HAND IT OVER TO PUBLIC WORKS, I JUST WANNA TAKE A MOMENT TO PROVIDE A A BIT OF OVERVIEW AND CONTEXT FOR TODAY'S MEETING. I BELIEVE THE PRESENTATION MAY EXPAND ON THIS IN FURTHER DETAIL, BUT THE ORANGE AVENUE BACKBONE BIKEWAY PROJECT HAS BEEN IN THE WORKS SINCE 2017 AS PART OF THE CITY'S BICYCLE MASTER PLAN, WHICH HAS THE GOAL OF IMPROVING INFRASTRUCTURE AND CONNECTIVITY TO SUPPORT MULTIMODAL TRANSPORTATION ACROSS THE CITY. ORANGE WAS THEN ADDITIONALLY [00:30:01] IDENTIFIED AS A PRIORITY CORRIDOR FOR SAFETY IMPROVEMENTS IN THE SAFE STREETS VISION ZERO PLAN OF 2020, WHICH HAS THE GOAL OF ELIMINATING TRAFFIC RELATED FATALITIES AND SERIOUS INJURIES IN LONG BEACH. AS RESIDENTS ON OR NEAR ORANGE HAVE SHARED WITH ME, THE CURRENT STATE OF THE STREET SEEMS TO INVITE SPEEDING AND OTHER UNSAFE DRIVING PRACTICES, AND THIS PROJECT IS INTENDED TO HELP MITIGATE THOSE AS WELL AS PROVIDE THE INFRASTRUCTURE AND SUPPORT FOR MULTIMODAL TRANSPORTATION. SOME SEGMENTS OF THE CITYWIDE PROJECT HAVE ALREADY BEEN COMPLETED, BUT SOME SECTIONS SUCH AS THE SEGMENT THAT RUNS THROUGH CAL HEIGHTS NEIGHBORHOOD AND SOUTH OF WILLOW NEEDS TO FINISH, NEEDED TO FINISH DESIGN AND MAY HAVE REQUIRED ADDITIONAL SAFETY AND DESIGN CONSIDERATIONS DUE TO NARROW WIDTHS OF STREETS. IN NOVEMBER OF LAST YEAR, PUBLIC'S WORKS PRESENTED THE COMMUNITY WITH THREE ALTERNATIVE DESIGNS, AND THEN OVER THE LAST YEAR, THEY'VE SOUGHT AND ACCEPTED COMMUNITY FEEDBACK ON THESE ALTERNATIVES IN ORDER TO INFORM THEIR FINAL DECISION AND RECOMMENDATION, WHICH BRINGS US HERE TODAY. THIS MEETING OF THE MPI COMMITTEE HAS BEEN CALLED TO ALLOW THE OPPORTUNITY FOR PUBLIC TO HEAR DIRECTLY FROM THE PUBLIC WORKS TEAM ON THE RECORD REGARDING THE PROJECT SPECIFICATIONS AND THEIR INTENTIONS TO MOVE FORWARD WITH THEIR FINAL RECOMMENDATION DESIGN OF THE PROJECT. THIS IS AN OPPORTUNITY FOR RESIDENTS TO ENGAGE IN THE PUBLIC PROCESS, PROVIDE THEIR THOUGHTS, AND ASK QUESTIONS ON THE PUBLIC RECORD AS WELL. AND WITH THAT IN MIND, UH, I WILL HOLD HAND IT OVER TO ACTING DIRECTOR OF PUBLIC WORKS, JOSH HICKMAN. THANK YOU. RIGHT, GOOD AFTERNOON. REALLY EXCITED TO BE HERE. UH, THANK YOU COUNCILWOMAN. UH, THIS IS A REALLY EXCITING DAY. WE'RE REALLY EXCITED PROJECT AND HAPPY TO DIVE RIGHT INTO IT. SO WHY ORANGE? A UH, WE WE'RE LOOKING AT TRANSFORMING THE ENTIRE CORRIDOR INTO A SAFER, MORE ACCESSIBLE AND MULTIMODAL, UH, CONNECTION BETWEEN ALL OF, BASICALLY ALL OF LONG BEACH FROM THE NORTH AT THE CITY LINE ALL THE WAY SOUTH TO OUR CITY'S WATERFRONT. SO REALLY, REALLY EXCITED ABOUT MAKING A SAFER MULTIMODAL, UH, TRANSPORTATION CORRIDOR FOR ALL THE USERS. SO THE BIKE BONE PROJECT, UH, THIS IS A BRIEF OVERVIEW. IT DOES STRETCH FOR A TOTAL OF OVER EIGHT MILES, UH, AGAIN, FROM THE CITY LIMIT IN THE NORTH TO OCEAN BOULEVARD. IN THE WATERFRONT IN THE SOUTH, YOU CAN SEE THE TWO, UH, GREEN BUBBLES REPRESENT SECTIONS OF THE CORRIDOR THAT HAVE ALREADY BEEN COMPLETED. UH, NEARLY TWO AND A HALF MILES OF BIKE LANES HAVE BEEN COMPLETED BETWEEN 72ND AND 52ND STREET TO THE NORTH. AND THEN ON THE SOUTHERN END, WE HAVE ABOUT A 1.7 MILES OF BIKE LANES BETWEEN PCH AND OCEAN BOULEVARD. SO THE PROJECT THAT WE'RE TALKING ABOUT TODAY HELPS BRIDGE THE GAP IN THE MIDDLE WITH, UH, TWO MILES BETWEEN 52ND AND WARDLOW AND ABOUT A HALF MILE BETWEEN HILL AND PCH. THIS DOES STILL LEAVE APPROXIMATELY A MILE AND A HALF, UH, THROUGHOUT THE SIGNAL HILLS JURISDICTION, AND WE'LL CONTINUE TO WORK WITH SIGNAL HILL, UH, THROUGHOUT TO TRY TO ADDRESS, UH, FILLING THOSE GAPS OVER THE COMING YEARS. SO SIMILAR INFORMATION, BUT IN MAP FORMAT, YOU CAN SEE HERE, UH, THE GREEN COMPLETED SECTIONS, UH, NORTH OF THE CITY AND THEN TO THE SOUTH OF THE CITY. AND YOU CAN SEE THE, UM, THE AREAS THAT ARE BEING, UH, ADDRESSED AS PART OF THIS PROJECT IN THE CENTER REPRESENTED IN YELLOW AND IN BLUE. AND THE IMPORTANT THING TO NOTE ON THIS SLIDE IS THAT WE'VE GOT 13 EXISTING BIKE FACILITIES THAT CONNECT EAST WEST, THAT TOUCH THE ORANGE AVE BACKBONE. SO EVEN THOUGH YES, THERE WILL BE A GAP IN THE SIGNAL HILL STRETCH OF THIS OVERALL BIKE, UH, BIKEWAY BACKBONE, UH, THERE'S STILL AN ABILITY TO CONNECT UP WITH MULTIPLE OTHER, UH, NETWORKS THROUGHOUT THE CITY. SO AS THE COUNCILWOMAN HAD NOTED, THERE HAS BEEN A LOT OF, UH, COMMUNITY OUTREACH ON THIS PARTICULAR PROJECT. MOST RECENTLY, THE OUTREACH, UH, CONSISTED OF A COUPLE MEETINGS BACK IN NOVEMBER OF 2024 AND THEN FOLLOWED UP WITH A, ANOTHER MEETING IN FEBRUARY OF 2025. SO WE HAD A LOT OF GREAT FEEDBACK RECEIVED AT THOSE MEETINGS. WE HAD A LOT OF GREAT FEEDBACK, UH, THAT CAME IN AFTER THOSE MEETINGS. AND OVERALL, UH, THE FEEDBACK THAT WE DID RECEIVE RELATED TO A COUPLE KEY ITEMS. SO THERE WAS OVERALL SUPPORT AND A DESIRE FOR THE PROJECT, WHICH WAS GREAT, THAT GAVE US THE, THE ABILITY AND, AND, UM, WHAT WE NEEDED TO CONTINUE MOVING FORWARD. UM, BUT WE DID NOTE THAT WE REPRESENTED ALL ALTERNATIVE THREE AS PART OF THESE, UM, WORKSHOPS. AND WE GOT A LOT OF FEEDBACK THAT ALTERNATIVE THREE WASN'T REALLY GONNA WORK FOR, UH, FOR A FEW DIFFERENT REASONS, WHICH WE'LL GET INTO A LITTLE BIT FURTHER IN THE SLIDE DECK. UH, THAT DID, UH, SEND US KIND OF BACK TO THE DRAWING BOARD TO SAY, HOW CAN WE CREATE A PROJECT THAT WORKS FOR EVERYBODY THAT ADDRESSES A LOT OF THE CONCERNS THAT MEETS THE GRANT REQUIREMENTS, UH, FITS WITHIN THE BUDGET AND IS STILL, UH, DELIVERABLE. SO SOME SPECIFIC METRICS REGARDING THE FEEDBACK WE RECEIVED, [00:35:01] UH, 93 EMAILS, UH, 113 COMMUNITY MEETING WRITTEN RESPONSES. THESE WERE, UM, ACTUAL NO CARDS THAT PEOPLE COULD FILL OUT RIGHT THERE AT THE MEETING. AND THE LEADING TOPICS WERE, UH, IMPACTS TO THE PARKING. UH, THE ALTERNATIVE THREE THAT WAS PRESENTED AT AT THE COMMUNITY MEETINGS DID INCLUDE A HIGHER IMPACT TO PARKING ABOUT 73 OR 70. SO PARKING SPACES, UH, WOULD BE LOST. ALTERNATIVE TWO REDUCES THAT, UH, TO NOW 20 SOMETHING PARKING STALLS WOULD BE LOST DUE TO DAY LIGHTING AND OTHER OTHER REASONS. THE, UH, DRIVEWAY ACCESS WAS ALSO, UH, A MAJOR ITEM OF CON CONCERN. FOLKS WANTED TO MAKE SURE THAT THEY HAD, UH, CONTINUED ACCESS TO THE DRIVEWAY. HAVING THE BIKE LANES, UM, BOTH NORTH AND SOUTH ON ONE SIDE, IMPACTED THAT, THAT ABILITY TO HAVE ACCESS. UH, OF COURSE, WE WANTED TO MAINTAIN OUR, OUR BIKE SAFETY, OUR CONNECTIONS TO THE OTHER BIKE LANES THAT WE HAD TALKED ABOUT, UH, IN THE PREVIOUS COUPLE SLIDES. AND WE HEARD THAT LOUD AND CLEAR FROM THE COMMUNITY AND, AND THEN ONGOING TRAFFIC CALMING MEASURES ALONG THE ENTIRE QUARTER, WHICH IS REALLY THE IMPETUS FOR THIS PROJECT IN, IN, UH, UH, IN GENERAL. SO HIGHLIGHTS OF ALL ALTERNATIVE TWO, UH, SPECIFIC TO THE CALIFORNIA HEIGHTS AREA, UH, THE PROS ARE, UH, THE IMPACTS TO PARKING ARE MINIMIZED. AS NOTED. ALTERNATIVE THREE HAD, UH, A LOSS OF APPROXIMATELY 75 STALLS VERSUS 22 WITH THIS PROPOSED ALTERNATIVE. TWO, UM, MAINTAINING CONNECTIONS WITH OTHER BIKEWAYS AND THE NEED FOR TRAFFIC CALMING. AND THE, UH, THIS IS THE LOWEST COST OPTION AND MINIMAL CHANGES WERE NECESSARY TO BE ABLE TO, UM, MOVE THIS PROJECT FORWARD, WHICH ALLOWS US TO STAY ON BUDGET AND STAY WITHIN THE SCHEDULE. UM, FOR, FOR THE PROJECT AT LARGE, UH, THE CON, UH, IS THAT THERE'S NO CENTER TWO-WAY LEFT TURN LANE, UH, MEANING THAT SOMEBODY COULDN'T PULL OVER INTO THE CENTER LANE, TURN INTO THEIR DRIVEWAY. THAT WAS SOMETHING WE HEARD FROM, FROM THE COMMUNITY, BUT IT DOES AID IN THE OVERALL TRAFFIC CALMING AND SLOWING DOWN FOLKS ALONG THE CORRIDOR. UM, HERE REPRESENTED ON THIS SLIDE IS A STREET CROSS SECTION OF ALTERNATIVE TWO. YOU CAN SEE THAT THE NORTHBOUND BIKEWAY AND VEHICULAR TRAFFIC ARE ON THE NORTHBOUND SIDE. AND ALTERNATIVELY, UH, SOUTHBOUND SIDE ON THE, UM, ON THE WEST, PARKING IS PRESERVED ALONG BOTH SIDES AS WELL. SO, SPECIFIC TO THE GRANT, RECEIVED A LOT OF QUESTIONS OF, CAN WE DO THIS? CAN WE DO THAT? CAN WE MAYBE SHIFT, UH, WHAT WE'RE DOING TO OTHER LOCATIONS? UH, SO WE WANTED TO MAKE SURE THAT IT WAS VERY CLEAR TO THE COMMUNITY, UH, WHAT'S REQUIRED AS PART OF THESE GRANT. UM, UH, THE GRANT FUNDING. SO WE HAVE TO PROVIDE A CLASS FOUR BIKE LANE OR CLASS TWO BIKE LANES THROUGHOUT, UH, THROUGHOUT THE CORRIDOR. UH, WE HAVE TO, UM, ADD 15 NEW OR RELOCATED BUS STOPS AND FIVE PROTECTED INTERSECTIONS ARE, ARE INCLUDED WITHIN THE SPECIFIC GRANT REQUIREMENTS. THOSE ADDED WITH THE TWO THAT HAVE ALREADY BEEN COMPLETED, UM, UP BY ARTESIA AND SPRING, BRING A TOTAL OF SEVEN PROTECTED INTERSECTIONS, UH, THROUGHOUT THE CORRIDOR. UH, ANOTHER REALLY IMPORTANT PART OF THE GRANT IS THAT WE MUST AWARD THE CONSTRUCTION CONTRACT BY JULY OF 2026. IT'S A KEY DEADLINE THAT, UM, WE NEED TO BE ABLE TO MOVE FORWARD WITH IN ORDER TO CAPTURE ALL THOSE FUNDS. AND, AND THEN ADDITIONAL PROJECT SCOPE. SO PAVEMENT SPOT REPAIRS WILL BE COMPLETED TO MAKE SURE THAT THE CORRIDOR IS SAFE, UH, NAVIGABLE. UM, BUT THIS DOES NOT INCLUDE A FULL RECONSTRUCTION OF THE ENTIRE CORRIDOR FROM NORTH TO SOUTH, UM, BECAUSE PICTURES SAY A THOUSAND WORDS, RIGHT? WE WANTED TO BE ABLE TO PROVIDE A COUPLE EXAMPLES OF WHAT IS A PROTECTED INTERSECTION. SO YOU CAN SEE HERE THIS IS ONE, ONE EXAMPLE OF ONE OF THE FIVE INTERSECTIONS THAT WILL BE UPGRADED AS PART OF THIS PROJECT. SIMILAR, THERE'S A NUMBER OF CROSSWALKS THAT ARE BEING UPGRADED AS PART OF THIS PROJECT. THEY'RE REPRESENTED BY, UM, THOSE ICONS IN YELLOW AT THE BOTTOM OF THE SIDE, AND, UH, REPRESENTED IN GRAPHIC FORMAT AND AT THE TOP. SO THESE ARE GONNA INCLUDE, UM, ENHANCED STRIPING TO REALLY HIGHLIGHT AND SHOWCASE THE CROSSWALK ITSELF AS WELL AS RAPID FLASHING BEACONS. THIS SLIDE, UH, REPRESENTS THE AREA THAT HAS A, A WIDER RIGHT OF WAY THAT'S GONNA BE UTILIZED FOR NOT ONLY A PROTECTED BIKE LANE, BUT ALSO PROVIDES THE OPPORTUNITY TO ADD SOME LANDSCAPE ELEMENTS THAT WILL NOT ONLY ENHANCE AND BEAUTIFY THE AREA, BUT ALSO HELP WITH THE, UM, UH, STORMWATER CAPTURE IN THE LOWER SIDE. YOU CAN SEE WHAT THAT LOOKS LIKE, UH, BY WAY OF THAT TYPICAL CROSS SECTION. UH, THE ITEM TO NOTE HERE THAT WE HEARD [00:40:01] FROM, UH, FROM FOLKS, IS ONE OF THE QUESTIONS WE WE RECEIVED IS, ARE THERE GONNA BE LEFT TURN POCKETS, UH, AT THESE VARIOUS INTERSECTIONS? AND THIS IS A, A GOOD EXAMPLE TO SHOW HOW THOSE ARE FACTORED IN. UH, IN TALKING TO THE COMMUNITY, WE ALSO RECEIVED A NUMBER OF QUESTIONS ABOUT WHAT DOES THE GREEN PAINT LOOK LIKE AND HOW IS THAT GOING TO MAKE SURE THAT BOTH VEHICLES AND, UM, BICYCLISTS ARE PROTECTED AT THE DRIVEWAY INTERSECTIONS? SO WHAT YOU, WHAT'S REPRESENTED HERE ON THIS SLIDE, UH, ARE THOSE GREEN MARKINGS THAT OPEN UP AT EACH OF THE DRIVEWAYS TO ALLOW VEHICLES TO, UM, TO TURN IN, BUT CLEARLY WARNING THE DRIVER AND CLEARLY WARNING THE, UM, BICYCLIST THAT THERE IS DANGER IN THAT AREA. HERE'S A COUPLE TYPICAL CROSS SECTIONS THAT HELP REALLY SHOWCASE WHAT IT'S GONNA LOOK LIKE. THE TOP IMAGE SHOWS THE NORTH SOUTHBOUND TRAFFIC AS WELL AS THE PRESERVED PARKING ON BOTH THE EAST AND THE WEST SIDE. AND THEN THE LOWER, UH, CROSS SECTION REPRESENTS THAT LEFT TURN POCKET THAT I HAD MENTIONED ON A PREVIOUS SLIDE. SO YOU'LL HAVE THE BOTH NORTH AND SOUTH TRAVEL LANES, NORTH AND SOUTH BIKE LANE PROTECTED, UH, LEFT TURN LANE AT THE INTERSECTIONS. SO WHAT DOES THIS LOOK LIKE FROM A BUDGET STANDPOINT? AS NOTED, WE DO HAVE A GRANT FOR THIS PROJECT. THE GRANT, UH, PROVIDED US $13 MILLION, UH, WHICH IS A, A LARGE SUM OF MONEY, BUT DOES NOT ALLOW US TO DELIVER THE COMPLETE PROJECT. OVERALL, WE HAVE ALLOCATED OVER THE YEARS AN ADDITIONAL $7 MILLION, UH, BRINGING US TO A TOTAL OF 20 MILLION. UH, JUST MOST RECENTLY AS PART OF THE FY 26 BUDGET, UH, CIP BUDGET, THERE WAS ADDITIONAL COURT CORRIDOR FUNDING, UH, THAT CAN BE ALLOCATED TO THIS PROJECT. SO AS OF TODAY, WE HAVE A $27 MILLION PROJECT AND WE HAVE $27 MILLION AVAILABLE TO DELIVER ON, UH, THIS OVERALL CORRIDOR IMPROVEMENT. SO WHAT ARE THE NEXT STEPS? UH, WE'RE WRAPPING UP THE DESIGN. SO YOU'RE SEEING SOME OF THESE PICTURES HERE TODAY AND SOME OF THESE CONCEPT RENDERINGS. UH, THE TEAM'S WORKING REALLY HARD TO GET ALL OF THE SPECIFIC DETAILS AND ELEMENTS ALL READY TO GO TO WHAT WE CALL CONTRACT DOCUMENTS AND READY TO BID OUT TO A CONTRACTOR. UH, WE'RE GONNA ADVERTISE THAT IN EARLY 2026 THAT WILL ALLOW US TO RETURN TO CITY COUNCIL WITH HOPEFULLY A POSITIVE, UM, BID THAT WE RECEIVE FROM OUR CONSTRUCTION PARTNERS AND AWARD THAT CONTRACT IN TIME FOR JULY 20, 26 DEADLINE PER THE GRANT, WHICH WOULD THEN ALLOW US TO START CONSTRUCTION, UM, THE END OF 2026. SORROW WHO WOULD HAVE BEEN THE TRIFECTA OF IMPACTED BY THE CURRENT PROPOSED PROJECT. SO I WANNA THANK YOU FOR THAT. UH, I JUST DON'T UNDERSTAND, UH, WHY WE CAN'T DO THAT. I UNDERSTAND THE CONCERNS. UM, THE CITY'S COMMITMENT, UH, TO TRANSPORTATION. TRANSPORTATION EQUITY IS A KEY COMPONENT TO THE BIKE MASTER PLAN. THE CITY'S PREVIOUSLY APPROVED, UH, PROTECTED BIKE LANE TREATMENTS FOR ORANGE AVENUE AND NORTH LONG BEACH. THE ARGUMENT THAT WE CANNOT DO THAT IN A MORE AFFLUENT AREA LIKE THIS SEGMENT RAISES A PROFOUND EQUITY CONCERN. IS THE REDUCED SAFETY STANDARD FOR THIS SEGMENT NOT A DIRECT EQUITY ISSUE? WHAT IS THE PURPOSE OF INCLUDING EQUITY METRICS IN THE BIKE MASTER PLAN IF WE ARE NOT COMMITTED TO MEETING THEM IN PRACTICE ACROSS ALL DISTRICTS, THE BIKE MASTER PLAN, [00:55:01] MOBILITY ELEMENT, AND VISION ZERO WERE APPROVED BY THE CITY COUNCIL TO GUIDE OUR CITY'S INVESTMENT IN SAFE MULTIMODAL TRANSPORTATION. WE INITIALLY, YOU KNOW, DID NOT SUPPORT ADDING A BIKE LANE IN THE CALIFORNIA HEIGHTS SEGMENT BETWEEN BIXBY ROAD AND WARDLOW. IT'S A NARROW AND HEAVILY PARKED, STRETCH LINED WITH HISTORIC HOMES WHERE MOST HOUSEHOLDS AND SMALL BUSINESSES RELY ENTIRELY ON STREET PARKING AND HAVE LIMITED DRIVEWAY ACCESS. ADDING THAT BIKE LANE HERE CREATES CHALLENGES THAT DO NOT REFLECT THE REALITIES OF OUR NEIGHBORHOOD. THAT SAID, WE ALSO RECOGNIZE THAT THE BROADER ORANGE AVENUE PROJECT IS MOVING FORWARD AND THE CITY INTENDS TO DELIVER A CONTINUOUS BIKE FACILITY IF A BIKE LANE MUST BE IMPLEMENTED IN THE SEGMENT. DESPITE OUR OBJECTIONS, THE RESIDENTS WHO LIVE ON ORANGE AVENUE RESPECTFULLY REQUESTS THE CITY TO PROCEED WITH. OPTION TWO IS THE ONLY ALTERNATIVE THAT MINIMIZES THE DISRUPTION TO THE PEOPLE WHO USE THE STREET EVERY SINGLE DAY. OPTION TWO AVOIDS THE DRAMATIC LOSS OF 75 PARKING SPACES PROPOSED IN THE ORIGINAL ALTERNATIVE, AND INSTEAD REDUCES THAT IMPACT TO ROUGHLY 22 SPACES. IN A NEIGHBORHOOD WHERE MANY HOMES LACK GARAGES OR HAVE NARROW DRIVEWAYS, LOSING THAT MUCH PARKING CAN ALSO AFFECT PROPERTY VALUES, REDUCING BUYER INTEREST LIMITING LONG-TERM APPEAL. OPTION TWO ALSO MAINTAINS SAFER AND MORE PREDICTABLE DRIVEWAY ACCESS, WHICH IS VITAL FOR SENIORS, FAMILIES, AND YOUNG CHILDREN WHO THE, AND THOSE WHO RELY ON IN-HOME SUPPORT SERVICES AND REGULAR DELIVERIES. UM, THERE'S ONE ADDITIONAL REQUEST FROM THE COMMUNITY IN THE EVENT THAT THIS PROJECT MOVES FORWARD. CAL HEIGHTS IS A PROTECTED HISTORIC DISTRICT, AND THE BRIGHT GREEN STRIPING TYPICALLY USED FOR BIKE LANES CONFLICTS WITH THE CHARACTER OF OUR NEIGHBORHOOD. WE'RE ASKING THE CITY TO CONSIDER IT A NEUTRAL STRIPING TREATMENT SIMILAR TO WHAT ALREADY EXISTS ON BIXBY AVENUE, WHERE THE BIKE LANES ARE PAINTED WHITE INSTEAD OF GREEN. THAT APPROACH PROVIDES CLARITY AND SAFETY WHILE BLENDING APPROPRIATELY WITH THE HISTORIC SURROUNDINGS. UM, I LIVE RIGHT OFF OF THE BROADWAY CORRIDOR, RIGHT? AND THERE WAS A HUGE PUSHBACK ABOUT BROADWAY AND ALL OF ITS PARKING IMPACTS, AND THE SKY WAS FALLING AND EVERY BUSINESS WAS GOING TO FAIL, AND NONE OF THAT HAPPENED. UM, BROADWAY'S GREAT. UM, THE STREET IS COMFORTABLE TO BE ON. UM, PEOPLE USE IT SAFELY EVERY SINGLE DAY, UH, AND A LOT MORE PEOPLE THAN, UM, YOU KNOW, A LOT OF THE NAYSAYERS WOULD HAVE. YOU HAD, HAVE HAD YOU BELIEVE. UH, WE ARE EYEING ORANGE AVENUE AS ONE OF THE LONGEST STRETCHES WHERE WE WILL BE REDUCING THE POSTED SPEED LIMIT. UM, PART OF THAT IS ANTICIPATING, UM, THE EFFORTS THAT THE DESIGN TEAM PUT IN TO INFLUENCE MOTORIST SPEEDS BY CHANGING SOME OF THE GEOMETRY, UH, BUT ALSO, UM, JUST DUE TO THE ALLOWANCES THAT WE HAVE IN THE VEHICLE CODE. SO, UM, REALLY INFLUENCING, UM, THE STREET DESIGN, UH, AGAIN, BY LIMITING THE SPEED DIFFERENTIAL WHERE THERE ARE POTENTIAL CONFLICTS, UH, THAT'S HOW WE MAKE THE STREET AS SAFE AS POSSIBLE. THANK YOU. SO LOOKING AT PARKWAYS AND HOW CAN YOU MINIMIZE PARKWAYS, AND I'M NOT SURE IF YOU WERE IN THESE CONVERSATIONS, UM, PAUL, I KNOW YOU WERE IN THESE CONVERSATIONS ABOUT THE CHALLENGE WITH THIS PARTICULAR HALF MILE STRETCH OF, UM, IN MANY PLACES IN THE CITY, THE PARKWAY IS OWNED BY THE CITY AND COVENANT WITH THE, WITH THE, THE HOMEOWNER IN ORDER TO TAKE CARE OF THAT. BUT THERE ARE PORTIONS ALONG ORANGE AVENUE WHERE THAT IS NOT CORRECT, WHERE THE, THE PROPERTY OWNER OWNS ALL THE WAY TO THE CURB BECAUSE OF OLD ZONING LAWS. IS THAT CORRECT? SO, UH, WE HAVE BEEN, UM, DESIGNING SOME PROJECTS THAT DO HAVE SIDEWALK LEVEL BIKEWAYS TO GET RAISED OR PROTECTED BIKEWAYS IN AND PLACES WHERE TRADITIONAL BUFFERING REQUIREMENTS WOULD PRECLUDE THAT. UM, THAT WAS SOMETHING THAT WAS CONSIDERED ON ORANGE. WE WERE INITIALLY LOOKING AT A SIDEWALK LEVEL BIKEWAY THERE. UM, BUT AFTER GOING THROUGH ALL OF OUR HISTORICAL RECORDS, LIKE YOU MENTIONED, OF WHERE THE PROPERTY LINES ARE DRAWN, UM, INSTEAD OF HAVING TWO PARALLEL LINES, UM, THROUGH CAL HEIGHTS, LIKE A NORMAL, UM, RIGHT OF WAY BOUNDARY, IT RESEMBLED MORE LIKE A SKELETON KEY. SO TYPICALLY WHEN WE APPROACH OUR, UH, COMPLETE STREETS TYPE PROJECTS, WE WOULD IDEALLY, IF, UH, IF MONEY WERE NO OBJECT, WE'D GET IN THERE AND DO A COMPLETE GRIND OVERLAY ADDRESS, ALL IT WOULD BE ALL NEW PAVEMENT ALONG THE ENTIRE STRETCH OF THE CORRIDOR. UM, UNFORTUNATELY, GIVEN THE REALITIES OF THE BUDGET FOR THIS PROJECT, UH, WE JUST DON'T HAVE THAT, UH, AVAILABLE FOR THIS. SO WE'RE, IT WOULD'VE COST SIGNIFICANTLY MORE, UH, IN THE REALM OF $5 MILLION MORE OR SO, UH, TO IF WE WANTED TO GET IN THERE AND REPAVE EVERYTHING. SO, BUT WHAT, WHAT WE ARE DOING AND WHAT WE HAVE FACTORED INTO THE PROJECT IS A, UM, A NOMINAL AMOUNT FOR SPOT REPAIRS AND SOME TREATMENTS TO MAKE SURE THAT WE AREN'T, AS YOU NOTE, UH, SIMPLY STRIPING OVER CRUMBLING PAVEMENT. WE WANNA MAKE SURE THAT IT IS A NICE EXPERIENCE FOR BOTH OUR, UH, OUR PEDESTRIANS THAT WILL BE ON THESE NICE SIDEWALKS ACROSS, GOING ACROSS OUR NEW CROSSWALKS AS WELL AS OUR CYCLISTS AND THE NEW BIKE LANES AND OUR, OUR MOTOR MOTORISTS THAT ARE GONNA BE, UM, NAVIGATING THESE NEW STREETS AS WELL. OKAY. WE JUST MIGHT WANNA PAY SPECIAL ATTENTION TO ANYTHING THAT WOULD PUT US IN A POSITION TO HAVE TO COME BACK IN ONLY A FEW SHORT YEARS AND NEED TO HAVE MAJOR INVESTMENT ACCORDINGLY. SO, UM, IF AS WE SHIFT TOWARDS ALTERNATIVE TWO AND CAL HEIGHTS, UH, WE LOSE A CENTER TURN LANE, UM, HAVE WE MODELED OUT THE TRAFFIC IMPACT, UM, THAT MIGHT BE DURING PEAK, UH, HOURS, UM, AND HOW TO MAKE SURE WE DON'T HAVE MAJOR BOTTLENECKS IN THE COMMUNITY? YEAH, SO WHEN WE'RE LOOKING AT, UM, YOU KNOW, THROUGH TRAFFIC ON CORRIDORS LIKE THIS, TYPICALLY THE PLACES WHERE WE'LL SEE THE MOST CONGESTION ARE AT INTERSECTIONS WHERE A LOT OF PEOPLE ARE TURNING. UM, THAT'S USUALLY WHAT GENERATES, UM, THAT TYPE OF DELAY. FOLKS ARE HITTING THEIR BRAKES TO SLOW DOWN, UH, AND THAT'S A GOOD THING, RIGHT? UM, THEY COULD POTENTIALLY BE CROSSING THE PATH OF SOMEONE IN A CROSSWALK OR, UM, A BICYCLIST WHO'S PROCEEDING STRAIGHT. SO, UM, AS WE'RE LOOKING AT THAT, WE'RE ALSO MAKING SURE THAT, UM, WE'RE PROVIDING SPACE FOR FOLKS TO SLOW DOWN, UM, AND TO WAIT FOR THOSE TURNS. SO, UM, INTERSECTIONS, UH, WHERE FOLKS WILL BE TURNING IN, IN HIGHER VOLUMES, WE DO HAVE TURN POCKETS AND I THINK THAT WAS REPRESENTED ON A NUMBER OF, UM, THE SLIDES HERE SHOWING LEFT TURN LANES AT ALL THE PROTECTED INTERSECTIONS, LEFT TURN LANES, UH, I THINK MAYBE 37TH MIGHT HAVE BEEN SPOTLIGHTED, BUT, UM, YEAH, WE ARE MAINTAINING THOSE. UM, AND, YOU KNOW, EVERYTHING HERE IS ALL INTERRELATED, RIGHT? UH, WE'RE DEALING WITH, UH, PEDESTRIANS, BICYCLES, TRANSIT VEHICLES, PARKING, UM, AND SO THAT'S REALLY WHERE, UM, THE PARKING IMPACT COMES FROM, IS MAKING SURE THAT FOLKS CAN STILL PROCEED IN A TIMELY MANNER AT THE CORRIDOR. SO IN ORDER TO PRESERVE THOSE TURN POCKETS, WE DID HAVE TO EXTEND SOME RED CURB AT THOSE INTERSECTIONS. SO THERE'S A COST BENEFIT TO EVERYTHING ALONG THE PROJECT, AND WE'RE TRYING TO BE AS RESPONSIVE TO, UM, ALL MEMBERS OF THE PUBLIC AS WE'RE HAVING A COMPLETE STREET DESIGN HERE. THANK YOU. THANK YOU FOR THAT, UM, LEVEL OF DETAIL AND SOME OF THOSE, UH, PLANNING TERMS THAT WERE FUN TO HEAR. UH, THAT TURN POCKET WAS ONE OF THEM. UM, SO LET'S TALK A LITTLE BIT ABOUT THE, THE FACT THAT WE NOW ARE LOOKING AT ALTERNATIVE TWO, AND I, I HEARD A LOT OF CONCERN FROM THE COMMUNITY REGARDING HOW DO WE CREATE, UH, THE KIND OF PROTECTION, UM, THAT CYCLISTS REALLY COULD COUNT ON, UH, GIVEN THAT THEY WILL BE NOW NEXT TO, UH, MOVING TRAFFIC. UM, ARE WE, DOES THE PLAN INCLUDE, UH, ANY KIND OF BALLERS OR SOMETHING THAT WOULD ALLOW FOR SOME LEVEL OF PROTECTION FOR THOSE CYCLISTS? SO, YEAH, LIKE I MENTIONED, UM, ONE OF THE PRIMARY GOALS NOT ONLY FOR THIS PROJECT BUT ALSO FOR OUR VISION ZERO STRATEGY IN GENERAL, UH, IS TO ADDRESS SPEEDING. UH, AND SO WHERE WE DON'T HAVE, UH, AN OPPORTUNITY TO PROVIDE A VERTICAL SEPARATOR, UH, WHAT WE DO TRY TO DO IS MINIMIZE THAT DIFFERENCE IN THE SPEED OF THE MOTORISTS AND THE SPEED OF THE CYCLISTS. SO, UM, WE ARE GOING TO BE ACCOMPLISHING THAT IN A NUMBER OF DIFFERENT WAYS, UH, WHERE WE HAVE THE STRIPED BIKE LANE. UM, ONE OF THE SLIDES WAS SHOWING, UM, ONE OF OUR MINIATURE MEDIANS, UH, THAT WE PUT AT PEDESTRIAN CROSSINGS WHERE WE ADD, UH, A LITTLE BIT OF CONCRETE THERE [01:20:01] IN THE MIDDLE OF THE ROAD MM-HMM . UM, THAT'S BEEN REALLY EFFECTIVE, SURPRISINGLY, AT GETTING PEOPLE TO SLOW DOWN MM-HMM . MM-HMM . UM, OTHER AREAS OF ORANGE, UH, WHERE YOU CAN KIND OF CHEAT INTO THE MEDIAN AND DRIVE A LITTLE FASTER 'CAUSE YOU'RE NOT IN THAT DOOR ZONE, UM, THAT WE WERE TALKING ABOUT. UH, FOLKS DO GO A LITTLE BIT FASTER. SO WE'RE TRYING TO BE PROACTIVE IN, UM, PREVENTING PEOPLE FROM SPEEDING BY ADDING OTHER RACE ELEMENTS WHEREVER WE CAN. AGAIN, THIS IS AN EXERCISE IN FINDING WHERE WE CAN MAKE SOMETHING FIT. SO, UH, WE ARE ADDING VERTICAL ELEMENTS, UH, WHEREVER WE CAN. AND YOU PROBABLY ARE DOING THE RESEARCH IN THE, SO FOR EXAMPLE, THE, THE STRETCH THAT'S IN THE EIGHTH DISTRICT ON ORANGE RIGHT NOW IN THE NINTH DISTRICT, I CAN TELL THAT THE, THE, THE TRAFFIC IS MUCH CALMER, UM, GOING THROUGH THE AREA BECAUSE PEOPLE ARE NOW ON ALERT THAT THEY MAY, UH, YOU KNOW, RUN INTO A SMALL MEDIAN OR SOMETHING IN THIS, UH, ON THE SIDE OF THE STREET OR NEXT TO THEIR CAR. SO REALLY I THINK PEOPLE ARE THINKING ABOUT HOW DO THEY MAKE SURE THAT THEY DON'T DO THAT, UM, IN THOSE SPACES, BUT JUST WANNA MAKE SURE THAT YOU'RE, WE ARE LOOKING AT THAT AND DOING ALL WE CAN TO PROTECT THOSE, UM, CYCLISTS. AND THEN, UM, I HEARD ABOUT TREE CANOPIES, UM, SO I SAW SOME ON THE SLIDES. UH, NO, YOU KNOW, IT DOESN'T HAVE TO BE A QUESTION, BUT I DO WANNA RAISE THAT. THAT IS SOMETHING THAT, UH, WE WANNA MAKE SURE IS CONSIDERED, UM, AS WE LOOK AT THE ROUTE. AND THEN I'D ALSO LIKE TO UNDERSCORE MY COLLEAGUE HERE MENTIONED IT RELATED TO, UH, WORKING WITH SIGNAL HILL. UM, WE'D LIKE TO, YOU KNOW, CERTAINLY BE INFORMED OF WHATEVER WE CAN DO, UM, AS A COUNCIL, UM, TO, AS A CITY, TO SUPPORT AND ENCOURAGE, UM, SIGNAL HEAL TO MAKE THE INVESTMENT AS WELL, AND TO, YOU KNOW, WORK WITH US AND GET ON BOARD TO ENSURE THAT WE HAVE A SEAMLESS, UH, ROUTE, UH, ALL THE WAY FROM THE TIP OF THE CITY DOWN TO THE WATERFRONT. WE KNOW THAT, UM, OTHER PORTIONS OF DISTRICT FIVE THAT ARE IN THIS PLAN ARE LOOKING FORWARD TO THAT TRAFFIC CALMING BETWEEN, UH, SAN ANTONIO ALL THE WAY DOWN TO BIXBY. UM, I'VE LIVED IN PROXIMITY TO ORANGE AVENUE MY WHOLE LIFE. I GREW UP JUST TWO SIDE STREETS OVER FROM IT. AND I RE WAS TELLING MY TEAM YESTERDAY THAT I REMEMBER WHEN ORANGE WAS FOUR LANES THERE WHEN I WAS GROWING UP, AND THE KERFUFFLE OF WHEN IT WENT FROM FOUR LANES TO TWO LANES OF TRAFFIC AND IT WAS CENTER DIVIDER AND BIKE LANES AND, AND HAVING THOSE SIMILAR CONCERNS OF WHAT DOES IT DO FOR TRAFFIC. AND NOW, UM, WHILE STILL NOT SLOW ENOUGH, IS ONE OF THE SLOWER PORTIONS, UM, OF IT. SO, UM, I UNDERSTAND STILL LIVE IN PROXIMITY TO ORANGE, THAT THE CHANGES ALONG HERE, UM, WILL BE NEW AND DIFFERENT AS THEY HAVE BEEN NEW AND DIFFERENT, UM, FOR A COUPLE OF DECADES.
