THEY'RE DRILLING AND TAPPING INTO A LIVE SIX INCH DUCT IRON, UH, WATER PIPE, HAVING TO CUT AND FLARE THE COPPER, PUT IN SHUTOFFS, AND BASICALLY ASSEMBLE A SERVICE ALL UNDER PRESSURE AS FAST AS YOU CAN. THINGS DON'T, THINGS CAN ALSO GO, GO SIDEWAYS VERY QUICKLY. THEN IT GETS CARRIED OVER TO A TEST BENCH AND ACTUALLY GETS PRESSURIZED TO MAKE SURE IT DOESN'T LEAK. THEN WE ALSO FLOW THE, THE JUDGES ALSO FLOW WATER THROUGH IT TO MAKE SURE IT'S STILL REGISTERED. SO ALL THOSE LITTLE THINGS CAN ALSO ADD UP. LIKE FOR EXAMPLE, IF YOU TOUCH YOUR BUCKET BEFORE THE, THE WHISTLE ACTUALLY GOES OFF, THAT'S AN EXTRA 10 SECONDS. LA DW PHANS GENERATING STATION OPERA, UH, IS LOCATED ON SOUTHEASTERN [00:15:01] SIDE OF LONG BEACH, SPECIFICALLY ON THE STUDEBAKER ROAD AND SECOND STREET. THE FACILITY CURRENTLY OPERATES ON ONE THROUGH COOLING SYSTEM, WHICH USES SEA WATER TO PROVIDE COOLING FOR ITS POWER GENERATING UNITS AND THEN DISCHARGE BACK TO THE OCEAN. IN 2019, L-A-D-W-P REQUESTED US TO PROVIDE THE FEASIBILITY OF PROVIDING WATER SOURCE, UH, MEETING THE INCREASED DEMAND AT HANES AND DISCHARGE THE INDUSTRIAL WASTEWATER TO A PUBLIC OWNED TREATMENT WORKS IN 2022, OUR DEPARTMENT ENTERED INTO AN AGREEMENT WITH L-A-D-W-P TO MANAGE THE DESIGN AND CONSTRUCTION OF THE NEW RECYCLED WATER AND SEWER PIPELINE PROJECT IN THE AMOUNT NOT TO EXCEED 60 MILLION. L-E-D-W-P IS FINANCIALLY RESPONSIBLE FOR ALL PROJECT EXPENSES AS THE NEED FOR THESE PROJECTS. IT WAS DUE TO THE NEWLY IMPLEMENTED POLICY FROM THE STATE WATER RESOURCES CONTROL BOARD, WHICH REQUIRED CALIFORNIA POWER PLANTS THAT TO PHASE OUT THE ONCE THROUGH COOLING PROCESS BY END OF 2029. IN ADDITION, THE THIS CHANGE ALSO SUPPORTS WITH THE CITY OF LA MAYOR'S GREEN INITIATIVE THAT REQUIRE RECYCLE. ALL RECYCLE REQUIRE TO RECYCLE ALL WASTEWATER FOR REUSE BY 2035. IN LINE WITH LA D TWO P'S GOAL OF ELIMINATING THE OCEAN WA THE USE OF OCEAN WATER, THIS PROVIDES OPPORTUNITY FOR US TO EXTEND AND CONSTRUCT THE, CONSTRUCT THE, UM, PIPELINE THAT WILL SERVE HAYES, WHILE ALSO PROVIDING POTENTIAL CONNECTION FOR LBU D'S FUTURE CUSTOMERS ADDIT. ADDITIONALLY, WE'LL ALSO CONSTRUCT THE PIPE PRIVATE SEWER PIPELINE THAT WILL CONVEY THE INDUSTRIAL WASTEWATER FROM HANGS TO PUBLIC OWNED TREATMENT WORKS DUE TO THE LONG BEACH WATER RECLA. AS FOR THE RECYCLED WATER, IT CONSISTS OF APPROXIMATELY 7,700 LINEAR FEET OF 24 INCH, 16 INCH AND 12 INCH PIPELINE THAT STARTS, CONNECTS TO THE EXISTING RECYCLE WATER ALONG ATHERTON STREET AND CONTINUES SOUTH ALONG STEWART BAKER ROAD AND THEN HEAD EAST ALONG COLLEGE PARK DRIVE INTO SALE BEACH AND CROSSES UNDERNEATH FREEWAY 22 THAT CONNECTS TO THE KINGS GENERATING STATION. ONCE THIS PIPELINE IS INSTALLED, IT WILL BE OWNED AND MAINTAINED BY US. THE ALIGNMENT WAS ALSO SPECIFICALLY PLANNED OUT AT THE KEY STREET INTERSECTION FOR IT TO PROVIDE THE OPPORTUNITY FOR THE, FOR OUR FUTURE, UH, CUSTOMERS FOR THE RECYCLED WATER USERS. AS FOR THE SANITARY SEWER PIPELINE COMPONENT, IT CONSISTS OF APPROXIMATELY 17,000 LINEAR FEET OF 12 INCH PIPELINE THAT WILL START AT HANKS GENERATING STATION CROSSING NORTH UNDER F FREEWAY 22, THEN HEAD WEST ALONG COLLEGE PARK DRIVE AND CONTINUE NORTH ALONG SAN GABRIEL RIVER UNTIL IT HITS THE WILLOW STREET AND TURNS EAST AND WILL DISCHARGE TO THE LA COUNTY SANITATION CONNECTION POINT THAT IS JUST TO THE NORTH OF THE LONG BEACH WATER RECLAMATION PLANT. THIS S SEWER SYSTEM WILL ONLY SERVE HAYS GENERATING STATION. THEREFORE, ONCE THE PIPELINE IS INSTALLED, IT WILL BE A PRIVATE SEWER PIPELINE AND MAINTAINED AND OWNED BY L-A-D-W-P. CONCURRENTLY. WE ARE ALSO PROVIDING THE FEASIBILITY STUDY CONSIDERING OTHER POSSIBLE DISCHARGE POINTS. CURRENTLY, THE THE DESIGN ONLY, UH, DESIGN IS ONLY LIMITED TO THE LONG BEACH WATER RECLAMATION POINT AS THE PRIMARY DISCHARGE POINT. WE ARE LOOKING TO OTHER ALTERNATIVE DISCHARGE POINTS SUCH AS THE AK WARREN FACILITY IN THE CAR IN CARSON, OR THE ORANGE COUNTY SANITATION DISTRICT CONNECTION POINT. AS FOR THE LAST PROJECT COMPONENT POTABLE WATER PROJECT, WE ARE UPSIZING APPROXIMATELY 2300 LEARNING FEET OF 12 INCH PIPELINE ON SECOND STREET FROM STEWART BAKER AND SECOND STREET, AND THEN CONTINUE EAST UNTIL IT GETS TO THE HANGS GENERATING STATION. IN ADDITION TO THE UPSIZE OF THE EXISTING DISTRIBUTION MAIN, WE ARE ALSO LOOKING TO THE CONDITION ASSESSMENT OF THE EXISTING 20 INCH TRANSMISSION THAT SUPPLIES TO THAT DISTRIBUTION MAIN ALONG STU BAKER. DUE TO THE, UH, ONGOING PUBLIC WORK [00:20:01] STU BAKER STREAM IMPROVEMENT WORK THAT'S BEING DONE HANDLED BY PUBLIC WORK, THE CONDITION ASSESSMENT OF THIS TRANSMISSION WILL BE LIMITED TO THE DESKTOP ANALYSIS AND NON-INVASIVE FIELD ASSESSMENT SUCH AS SOIL SAMPLING OR THIS CATHO CATHARTIC PROTECTION TEST STATION. READING SUCH THE DESIGN IS ANTICIPATED TO START IN AUGUST, WHICH GIVES US THE CONSTRUCTION START TIME AS EARLY AS 2029, WHICH IS RIGHT AFTER THE 2028 OLYMPICS. FOR THE CURRENT PROJECT STATUS FOR THE RECYCLED WATER PIPELINE, THE CONSTRUCTION HAS STARTED IN MAY OF THIS YEAR. THE CONTRACTOR IS, THEY'RE CURRENTLY WORKING ON THE PHASE ONE PORTION OF THE PROJECT, WHICH IS LIMITED TO THE STUDEBAKER ROAD, IS TO ALLOW US TO INSTALL THE PIPE AHEAD OF TIME BEFORE THE PUBLIC WORK COMING TO PERFORM THEIR STUDEBAKER STREET IMPROVEMENT PROJECT. THE OVERALL COMPLETION FOR THESE, FOR THIS RECYCLED WATER PROJECT IS ANTICIPATED IN AUGUST 20, 27 AND PHASE ONE SCOPE IS ANTICIPATED TO BE COMPLETE BY AUGUST, 2026. AS FOR THE SEWER PIPELINE PROJECT, WE ARE AT 90% DESIGN AND WE ARE WORKING ON THE PERMITTING WITH L-A-C-S-D SPECIFICALLY RELATING TO THE DISCHARGE AND, UM, DISCHARGE PERMITS. THERE ARE CURRENT ONGOING ISSUE REGARDING TO THE DISCHARGE VOLUME AS WELL AS THE QUALITY AND THAT IS WHY CONCURRENTLY WE ARE ALSO LOOKING TO THE ALTERNATIVE DISCHARGE POINTS, UH, THROUGH THIS FEASIBILITY TO STUDY TO SEE IF THERE'S OTHER DISCHARGE POINT THAT WE CAN POTENTIALLY LOOK INTO FOR THE POTABLE WATER SYSTEM. RIGHT NOW WE ARE UNDER DESIGN PROCUREMENT. THE DESIGN IS ANTICIPATED TO STARTING AUGUST, 2026 AND ONCE AGAIN, WE ARE HOPING TO START THE CONSTRUCTION FOR THE POTABLE WATER SYSTEM AFTER THE OLYMPICS, WHICH IS EARLY 2029. SO IN 2022, WE ENTERED THE AGREEMENT WITH L-A-D-W-P AS PART OF THE PROPOSED AGREEMENT AMENDMENT. THERE ARE A FEW CHANGES WE WOULD LIKE TO PROPOSE. THE FIRST ONE IS THE SCOPE REVISION. UNDER THE CURRENT AGREEMENT, THE SCOPE IS LIMITED TO THE LONG BEACH LONG BEACH WATER RESERVATION PLAN AS THE PRIMARY DISCHARGE POINT. AND WE WOULD LIKE TO REVISE THE SCOPE LANGUAGE TO DISCHARGE TO ANY PUBLIC OWNED TREATMENT WORKS, WHICH ALLOWS US TO ALSO CONSIDER OTHER FACILITIES AS IDENTIFIED FROM THE FEASIBILITY STUDY THAT'S CURRENTLY ONGOING. THE SECOND COMPONENT IS THE SCOPE EXPANSION, WHICH INCLUDES THE NEW POTABLE WATERLINE PIPELINE PROJECT INTO, INTO THE AGREEMENT. THE CURRENT AGREEMENT ONLY LIMITS TO THE RECYCLED WATER AND SANITARY SOURCE. FOR THE CONTRACT CONTRACT LIMIT. THE CURRENT CONTRACT IS TO IS 60 MILLION. SO THIS IS A, A OVERVIEW OF THAT RELIABILITY ANALYSIS. AND SO THERE'S A LOT GOING ON THIS, UH, SCREEN, BUT I'LL WALK THROUGH IT AGAIN QUICKLY HERE. UH, BUT, UH, ON THE LEFT IN THE GREEN, UH, IS, UH, THE OPTIMISTIC SCENARIO. THAT SHORTAGE INCREASES A LITTLE BIT UNDER THE OPTIMISTIC SCENARIO, BUT NOT QUITE SO MUCH. UH, I'LL PAUSE THERE BECAUSE, UH, BEFORE EXPLAINING THE PESSIMISTIC SCENARIO, BECAUSE EVEN UNDER THAT OPTIMISTIC SCENARIO SHOWING THAT WE DON'T NECESSARILY HAVE WATER RELIABILITY ISSUES, IF YOU REMEMBER, THERE'S STILL REASONS TO PURDUE PURSUE ADDITIONAL, UH, WATER RESOURCES. NAMELY, IT COULD COST LESS, UM, OR GROUNDWATER OR, UH, THERE COULD BE OTHER BENEFITS, UH, SUCH AS PURE WATER TO THE REGION. UH, ESSENTIALLY IF WE ARE OFF OF IMPORTER WATER SUPPLIES, IT HELPS THE REGION, UH, AND, YOU KNOW, THE, THE, UH, METROPOLITAN SERVICE AREA BECOME MORE RELIABLE AS WELL. AND SO, UH, JUST BECAUSE THERE ISN'T SHORTAGE DOESN'T MEAN THAT WE SHOULDN'T, UH, ACT OR HAVE A PLAN TOWARDS, UH, DEVELOPING ADDITIONAL WATER RESOURCES. UH, HOWEVER, ON THE PESSIMISTIC SIDE, IF YOU ASSUME THAT THE COLORADO RIVER AND THE STATE WATER PROJECTS ARE GOING TO DELIVER FEWER SUPPLIES OR MORE UNRELIABLE SUPPLIES GOING OUT IN THE FUTURE, AND OUR DEMANDS ARE GONNA BE HIGHER AND THE THE REGIONAL DEMANDS ARE GONNA BE HIGHER, THEN YOU'LL SEE THAT THERE'S A LOT MORE INSTANCES OF SHORTAGE, UH, IN 2040, AND IT'S SIGNIFICANTLY MORE OUT IN 2050. UH, THE 10% CITYWIDE SHORTAGE THRESHOLD, AGAIN, IS A REMINDER IS GENERALLY THE INDUSTRY, UH, PRACTICE OR INDUSTRY ASSUMPTION IS THAT ANYTHING BELOW A 10% SHORTAGE IS SOMETHING THAT YOU CAN MANAGE WITH, UH, CONSERVATION RESTRICTIONS, ASKING PEOPLE TO JUST REDUCE THEIR USAGE. UH, BUT FUNDABILITY LOOKS AT WHAT'S THE OPPORTUNITY FOR GRANT FUNDING OR PARTNERSHIPS, METROPOLITAN OR WATER REPLENISHMENT DISTRICT, OR USBR FEDERAL GRANTS TO HELP SUBSIDIZE THE COST OF THAT PROJECT. IMPLEMENTABILITY, ESSENTIALLY, HOW DIFFICULT WILL THIS, UH, BE OR LIKELY WILL IT BE THAT WE CAN IMPLEMENT THIS PROJECT? IF YOU LOOK OR IF YOU'VE HEARD OR SEEN DIFFERENT STORIES ABOUT DESALINATION PLANTS, THOSE ARE VERY HARD TO PERMIT. VERY HARD TO APPROVE. AND SO, UH, AS AN EXAMPLE, THAT WOULD BE SOMETHING THAT DOESN'T SCORE AS FAVORABLY FOR IMPLEMENTATION. UH, MULTIPLE BENEFITS LOOKS AT, ARE THERE ENVIRONMENTAL BENEFITS? ARE THERE COMMUNITY BENEFITS? ARE THERE REGIONAL BENEFITS OUTSIDE OF JUST WATER SUPPLY AND WATER SUPPLY, RELIABILITY, OPERATIONAL FLEXIBILITY? UH, THIS, THIS STARTS SPEAKING TO, UH, OUR ABILITY TO WEATHER DIFFERENT OPERATIONAL EVENTS IF WE HAVE CERTAIN PORTIONS OF OUR SERVICE AREA THAT, UH, UH, NEED ADDITIONAL WATER, OR IF OUR TREATMENT PLANT GOES DOWN, HOW DOES A CERTAIN SUPPLY HELP US TO HAVE OPERATIONAL FLEXIBILITY? SO ALL OF THOSE DIFFERENT CRITERIA WERE EVALUATED WHEN WE WERE CONSIDERING THOSE 40 DIFFERENT POTENTIAL PATHWAYS AND TRYING TO NARROW DOWN TO THE BEST ONES. SO BY TAKING THOSE CRITERIA, UM, AGAIN, ANOTHER SLIDE WITH A LOT GOING ON, BUT I, I, I'LL, UH, TRY TO SIMPLIFY THIS. ESSENTIALLY, THOSE DIFFERENT CRITERIA THAT I HIGHLIGHTED ARE, ARE ON THESE DIFFERENT AXES. THESE ARE JUST TWO, TWO EXAMPLES. UM, THERE WERE A LOT MORE CRITERIA, BUT THESE GRAPHS ARE JUST FOR, UH, ILLUSTRATIVE PURPOSES. SO WHAT YOU'LL SEE HERE ON THE GRAPH IS THE CRITERIA ON THE DIFFERENT AXES. UH, THE FURTHER YOU GO UP MEANS THE BETTER THAT A PROJECT WOULD SCORE ON A CERTAIN CRITERIA. AND EACH OF THESE LITTLE DOTS REPRESENTS EACH, UH, EACH OF THOSE PATHWAYS, 40 PLUS PATHWAYS THAT I MENTIONED. AND SO FOR EACH OF THE CRITERIA, UH, WE, WE SCORED THESE, WE, EACH PROJECT WAS SCORED, UH, ACCORDING TO EACH CRITERIA. AND THEN, UH, THE CRITERIA WERE, UH, COMPARED TO EACH OTHER BECAUSE SOMETIMES SOMETHING THAT SCORES WELL ON ONE CRITERIA DOESN'T SCORE WELL ON ANOTHER. THERE ARE TRADE-OFFS. SOMETIMES SOMETHING THAT COSTS LESS ISN'T AS RELIABLE OR ISN'T AS, UH, OPERATIONALLY FLEXIBLE. AND SO THIS WAS THE, THE METHODOLOGY, WHICH OUR CONSULTANT HELPED US TO STEP THROUGH, HOW TO COMPARE EACH OF THE PROJECTS UP, UP IN PATHWAYS ALONG MULTIPLE CRITERIA. SO WHAT YOU'LL SEE HERE IS EACH OF THE COLORS AND SHAPES AND, UM, UH, COLORS REPRESENTS A DIFFERENT PATHWAY. AND WHAT NATURALLY TENDED TO HAPPEN AS YOU COMPARE AGAINST DIFFERENT CRITERIA, IS THAT PROJECTS START TO SEPARATE OUT. AND SO THE COLORS REPRESENT A SPECIFIC PROJECT, UH, WITHIN THE PATHWAYS THAT THAT DIDN'T, UM, MAKE THAT WHOLE CLUSTER OF PROJECTS SCORE FAVORABLY. AND SO WE WERE STARTING, WE WERE ABLE TO START ELIMINATING CERTAIN PROJECTS THAT JUST DIDN'T SCORE AS WELL AS OTHER PROJECTS, AND, AND NARROWED THAT DOWN AND NARROWED THAT DOWN ACCORDING TO ALL THE DIFFERENT CRITERIA. AND IN THE END, THROUGH THIS EXERCISE, WE WERE ABLE TO ARRIVE AT THREE DIFFERENT PATHWAYS. AND SO OF THE THREE PATHWAYS, UH, THESE AREN'T THE THREE, THERE'S COINCIDENTALLY THREE BOXES, BUT IN THE THREE PATHWAYS, THERE ARE CERTAIN COMMON FACTORS, COMMON PROJECTS THAT, UM, THAT WERE, WERE, UH, CONSISTENT ACROSS THE THREE PRIMARY PATHWAYS THAT, UH, WERE, ARE BEING RECOMMENDED. AND SO THE FIRST IS THAT WE SHOULD IMPLEMENT OUR GROUNDWATER RESILIENCE PROGRAM, UH, THAT, YOU KNOW, TO SPEAKING TO THE DISCREPANCY BETWEEN THE RELIABILITY AND THE, THE WEST AND EAST SIDES OF THE, THE SERVICE AREA. THE GROUNDWATER RESILIENCE PLAN IS REALLY, UH, ESSENTIAL FOR US TO BE ABLE TO SERVE GROUNDWATER, UH, TO THE WESTERN PORTION OF THE CITY. AND SO THAT INCLUDES A LOT OF DIFFERENT, UH, INFRASTRUCTURE WELLS, TREATMENT, UH, TREATMENT FACILITY, AND, UH, AS WELL AS A CONVEYANCE PIPELINE TO CONNECT OUR, OUR TWO DIFFERENT SERVICE ZONES. UH, ASSUMING THAT WE MOVE FORWARD WITH THE GROUNDWATER RESILIENCE PLAN, UH, OR PROGRAM THAT ALLOWS US TO MAXIMIZE OUR EXISTING GROUNDWATER RIGHTS, UM, CURRENTLY IN THE EASTERN PORTION OF OUR SERVICE AREA, THE DEMAND IN THAT AREA IS ACTUALLY DUE TO CONSERVATION LESS THAN, UH, HOW MUCH WE ACTUALLY HAVE AVAILABLE IN GROUNDWATER RIGHTS. SO WE ACTUALLY HAVE GROUNDWATER RIGHTS THAT AREN'T BEING FULLY UTILIZED RIGHT NOW, OR NOT BEING UTILIZED AT ALL. AND SO, UH, DEVELOPING THE GROUNDWATER, UH, RESILIENCE PROGRAM WOULD ALLOW US TO ACTUALLY USE OUR EXISTING GROUND, UH, WATER RIGHTS AND STORE GROUNDWATER WATER RIGHTS FULLY, UH, IN THE, THE WESTERN PORTION OF THE CITY. [00:55:01] ADDITIONALLY, THE GROUNDWATER RESILIENCE PROGRAM, IF WE MOVE FORWARD WITH THAT, WE WOULD BE ABLE TO PURSUE ADDITIONAL GROUNDWATER RIGHTS SIMILAR TO US, UH, AS WE'VE REDUCED OUR DEMAND, UH, FOR, FOR WATER OVERALL. SEVERAL OTHER, UH, PUMPERS THAT ARE IN, UH, THE CENTRAL GROUNDWATER BASIN AND WEST COAST BASIN ALSO REDUCED THEIR DEMANDS AND ALSO HAVE EXCESS WATER RIGHTS THAT THEY KNOW THEY NO LONGER NEED. AND SO, UH, WITH THE INFRASTRUCTURE IN PLACE, WE WOULD HAVE THE OPPORTUNITY TO PURSUE PURCHASES OF THOSE, UH, EXCESS WATER RIGHTS, ESSENTIALLY FROM OTHER PUMPERS. THE SECOND, UH, COMMON THREAD AMONG THE THREE, UM, THREE PREFERRED PATHWAYS WAS, UH, ADDITIONAL PURSUING ADDITIONAL RECYCLED WATER SUPPLY. SO I'M, YOU KNOW, THANKFUL THAT LILA ACTUALLY PRESENTED TODAY ON HANS, UH, POWER PLANT, BECAUSE THAT, THAT IS A HUGE DRIVER IN OUR NEED FOR ADDITIONAL RECYCLED WATER SUPPLIES. AND SO THE, THE QUESTION DISCUSSION ABOUT, YOU KNOW, L-E-D-W-P HANS COMING ONTO OUR, OUR SYSTEM, THAT'S A NEW WATER DEMAND. AND SO, UH, WITH THE CURRENT SUPPLIES AVAILABLE FROM OUR LONG BEACH WATER RECLAMATION PLANT, THAT IS ACTUALLY NOT ENOUGH TO SUPPLY, UH, HANES FULL WATER DEMANDS. AND SO, UH, ABSENT A NEW, UH, RECYCLED WATER SUPPLY, HANES WOULD ACTUALLY HAVE TO SPLIT, UH, THEIR, THEIR, UH, WATER DEMAND BETWEEN RECYCLED WATER AND POTABLE WATER. AND SO, YOU KNOW, HENCE THE PROJECT TO, UH, ADD AN ADDITIONAL POTABLE CONVEYANCE LINE, UH, THAT THAT LEE, UH, DESCRIBED. SO THE GOAL WOULD BE TO PURSUE ADDITIONAL RECYCLED WATER SUPPLIES, SO THAT IN THE FUTURE, WE COULD ACTUALLY SUPPLY A HUNDRED PERCENT OF HANES WITH RECYCLED WATER IN ADDITION TO FUTURE, UH, LONG BEACH CUSTOMERS THAT COULD ALSO USE RECYCLED WATER. AND, AND THERE ARE ADDITIONAL DEMANDS, UH, ONE OF THEM BEING, UH, THE WATER REPLENISHMENT DISTRICT. AND, UH, FEEDING THE SEA WATER BARRIER THROUGH OUR, UH, LEO J VANDER LAND'S ADVANCED TREATMENT FACILITY. THEY COULD ACTUALLY TAKE MORE RECYCLED WATER AND PUT MORE RECYCLED WATER INTO THE SEA WATER BARRIER AND INTO OUR BASIN, UH, RATHER THAN POTABLE WATER AS WELL. SO, UM, ADDITIONAL RECYCLED WATER SUPPLY IS A, UH, OR, UH, SUPPLY BUILDING BLOCK FOR US GOING TO THE FUTURE. AND, AND, UH, YOU KNOW, ABSENT THAT, WE WOULD HAVE TO PURSUE ADDITIONAL POTABLE WATER SUPPLIES, BUT THERE, THERE ARE A LOT OF BENEFITS TO USING RECYCLED WATER VERSUS, UH, ADDITIONAL POTABLE WATER. SO FINALLY, WE ARRIVE AT WHAT I MENTIONED ARE THREE PATHWAYS, THE THREE POTENTIAL PATHWAYS. AND, UH, THE REASON THAT THERE ARE THREE, UM, IS BECAUSE EACH OF THOSE, EACH OF THESE IDENTIFIED PATHWAYS ACTUALLY HAS THEIR OWN STRENGTHS AND WEAKNESSES. UH, AND THERE WAS NOT A CLEAR CUT, UH, ALTERNATIVE THAT STOOD ABOVE AND BEYOND, UH, THE REST. AND SO FOR EACH OF THESE THREE ALTERNATIVES, UH, IT, IT'S, IT'S ALSO IMPORTANT TO CALL OUT THAT, UH, THESE ARE OUTSIDE OF OUR DIRECT CONTROL TO IMPLEMENT. THEY'RE DEPENDENT UPON OUR REGIONAL PARTNERS. UH, FOR INSTANCE, THE FIRST ONE, REGIONAL BRACKISH GROUND GROUNDWATER DESALINATION, I'LL EXPLAIN A LITTLE BIT MORE, IS, UH, THAT WOULD BE DEPENDENT UPON, UH, WATER REPLENISHMENT DISTRICT, UM, BUILDING A REGIONAL FACILITY, UH, AND FOR US TO BE ABLE TO PARTICIPATE IN THAT. SO WE COULDN'T NECESSARILY UNILATERALLY SAY WE WANTED TO DEVELOP THIS PROJECT, WE WOULD HAVE TO WORK IN PARTNERSHIP WITH WATER REPLENISHMENT DISTRICT. AND SO THERE'S UNCERTAINTY THERE OF WHETHER OR NOT THAT WOULD MOVE FORWARD. SECOND PROJECT, PURE WATER GROUNDWATER AUGMENTATION THAT WOULD BE DEPENDENT UPON METROPOLITAN WATER DISTRICT AND THEIR ABILITY TO, UH, MOVE THEIR PURE WATER, UH, PROJECT FORWARD. AND AGAIN, UH, DIRECTOR CORDERO IS, IS VERY, UH, FAMILIAR WITH, UH, THE QUESTIONS AND, UH, AROUND WHETHER OR NOT THAT PROJECT WILL MOVE FORWARD AND IF IT DOES, AND IN WHAT, UH, SHAPE OR FORM. AND SO, UH, THERE'S UNCERTAINTY AS FAR AS HOW THAT PROJECT MOVES FORWARD, BUT IF IT MOVES FORWARD, THAT WOULD BE A, A VIABLE, UH, PATHWAY FOR US TO PURSUE. AND THEN FINALLY, UH, WHICH IS, UM, AN INTERESTING FINDING OF THIS WATER RESOURCES PLAN, IS THAT THE THIRD POTENTIAL PATHWAY IS FOR US TO JUST CONTINUE PURCHASING IMPORTER WATER IN, UH, FOR THAT LAST INCREMENT OF SUPPLY. SO THIS ISN'T TO SAY THAT WE'RE NOT DOING ANYTHING, WE'RE JUST GONNA PURCHASE IMPORTER WATER. IT'S TO SAY, AFTER WE'VE DEVELOPED OUR GROUNDWATER UH, RESILIENCE PROGRAM, AFTER WE'VE, UH, PURSUED THE ADDITIONAL RECYCLED WATER SUPPLY, IF REGIONAL GROUNDWATER, UH, UH, DESALINATION DOESN'T WORK OUT, OR, AND IF, UH, UH, PURE WATER DOESN'T MOVE FORWARD, THEN, UH, CONTINUE TO USE IMPORT WATER AS THAT LAST LITTLE INCREMENT OF SUPPLY ACTUALLY MAKES A LOT OF SENSE, UH, COMPARED TO, UH, IF YOU'VE NOTICED NOT IN THESE PATHWAYS, UH, SEAWATER DESALINATION. SO, UH, CONTINUING TO PURCHASE IMPORT WATER IS ACTUALLY PREFERABLE, UH, IN THE ANALYSIS TO, UH, DEVELOPING A SEAWATER DESALINATION PLAN. SO, A LITTLE BIT MORE ABOUT EACH OF THESE PROJECTS. UM, THE REGIONAL BRACKISH GROUNDWATER DESALINATION WOULD BE A, A PROJECT, UH, RIGHT NOW, ACTUALLY, UH, A WEEK OR TWO AGO, UH, WRD JUST HOSTED A GROUNDBREAKING EVENT FOR, UH, THE TORRANCE DESAL. AND SO, SO ESSENTIALLY WHAT THIS PROJECT IS, IS, UH, IN THE PAST, UH, THE GROUNDWATER BASINS IN PUMPERS WERE PUMPING SO MUCH OUT OF THE GROUNDWATER BASINS [01:00:01] THAT SEAWATER INTRUDED AND, UH, LEFT BEHIND A SALINE PLUME, A BRACKISH, UH, SALINE P PLUME IN THE GROUNDWATER. AND SO, ABSENT PULLING THAT WATER OUT AND TREATING IT, IT WILL CONTINUE TO BE THERE. UM, AND SO THE TORRANCE TO SALTER PRO PROGRAM IS ESSENTIALLY, UH, TREATING THAT BRACKISH GROUNDWATER, UH, CLEANING THAT UP. IT'S LESS ENERGY INTENSIVE, EASIER, LESS COSTLY THAN DESALINATING OCEAN WATER, BECAUSE IT'S ONLY PARTLY BRACKISH. AND SO THERE WOULD BE AN OPPORTUNITY. WRD HAS LOOKED INTO FEASIBILITY STUDIES TO EXPAND, UH, BRACKISH GROUNDWATER DESALINATION TO CLEAN UP THE PLUME IN WEST BASIN, AND THERE WOULD BE AN OPPORTUNITY TO ESSENTIALLY NOW THROUGH METROPOLITAN OFFERING, UH, UH, EXCHANGE PROGRAM, WE WOULD BE ABLE TO TAKE THOSE, UH, GROUND, UH, DESALINATED GROUNDWATER SUPPLIES, UH, THROUGH METROPOLITAN'S, UH, DISTRIBUTION SYSTEM HERE INTO LONG BEACH, PARTICIPATE IN A REGIONAL DESALTING PROGRAM BY GETTING THOSE CHANGES, UH, SUPPLIES VIA EXCHANGE. I KNOW THAT'S PROBABLY A LITTLE DIFFICULT TO CONCEPTUALIZE, BUT, UM, THAT, THAT'S HOW IT, IT WOULD WORK IS, UH, THAT WE WOULD BE ABLE TO PARTICIPATE IN A REGIONAL PROGRAM THAT WE DON'T NECESSARILY, YOU KNOW, MAYBE SEVERAL MILES AWAY FROM US, BUT WE'D BE ABLE TO GET, UH, THAT DESALINATED GROUNDWATER. SO THE SECOND PROGRAM, UM, UH, PERHAPS YOU'RE MORE FAMILIAR WITH IS THE PURE WATER, UH, PROGRAM. AND SO THE WAY THAT WE'VE BEEN CONCEPTUALIZING PARTICIPATION IN THAT PROGRAM WITH METROPOLITAN IS BY TAKING THAT ADVANCED TREATED RECYCLED WATER AND INJECTING THAT INTO OUR GROUNDWATER BASIN, WHICH GIVES US ADDITIONAL RIGHTS TO PUMP BACK OUT AS GROUNDWATER SUPPLY. AND SO THAT WOULD INVOLVE, UH, US UH, CONSTRUCTING INJECTION WELLS, MONITORING WELLS, AND EXTRACTION WELLS. UH, AND, AND AGAIN, YOU KNOW, THERE'S, THERE'S THAT BENEFIT OF US BEING LOCATED WHERE WE ARE. THERE ARE ONLY SO MANY AGENCIES THAT METROPOLITAN CAN ACTUALLY DO THIS WITH. AND SO THERE'S A CERTAIN, UM, YOU KNOW, WEIGHT OF THAT RESPONSIBILITY OF IF THAT PROJECT MOVES FORWARD, UH, LONG BEACH IS IN A POSITION, UH, A UNIQUE POSITION TO BE ABLE TO PARTICIPATE IN, IN THE PURE WATER, UH, PROGRAM THROUGH AUGMENTATION. AND THEN FINALLY, CONTINUING TO, UH, PURCHASE IMPORT WATER INFRASTRUCTURE ALREADY EXISTS TO DO THAT. IT WOULD BE MINIMAL, UH, IF, IF ANY, UH, CAPITAL IMPROVEMENTS AT ALL. AND SO AS THAT LAST INCREMENT OF SUPPLY, IT COULD MAKE SENSE TO CONTINUE TO PORT PURCHASE IMPORTED WATER. SO THOSE ARE THE THREE POTENTIAL PATHWAYS, UM, THAT, UH, STAFF HAS IDENTIFIED THROUGH THIS ANALYSIS THAT, UH, HAVE, UH, BEEN PRIORITIZED OVER ALL THE OTHER ADDITIONAL PATHWAYS. UM, BUT WHAT'S IN HERE IS, UH, WHAT WE HAVE STILL HAVE LEFT BEFORE US IS, UH, DOING THIS ASSESSMENT ANALYSIS IF NONE OF THESE, UH, ALTERNATIVES ARE VIABLE FOR US. IF, IF FOR WHATEVER REASON, UH, NONE OF THOSE MOVE FORWARD, WHAT OUR BACKUP PLANS WOULD BE, BUT, UH, SHOULD ANY OF THESE, UH, MOVE THROUGH. UH, THIS WOULD PROVIDE US WATER SUPPLY RELIABILITY INTO 2050, UH, BY PURSUING ONE OF THESE, UH, POTENTIAL THREE PATHWAYS. SO, UH, ANOTHER, UH, IMPORTANT OMISSION THAT YOU MIGHT SEE THAT'S NOT AMONG THESE THREE PATHWAYS IS, UH, STORMWATER. UH, THERE'S A LOT OF PUBLIC INTEREST ENVIRONMENTAL INTEREST IN STORMWATER. AND THE REASON THAT IT DOESN'T FIT DIRECTLY INTO ONE OF THE PATHWAYS IS BECAUSE, UH, THE AMOUNT OF WATER THAT WOULD ACTUALLY BE SUPPLIED BY STORMWATER IS ACTUALLY QUITE MINUSCULE, WOULD BE LESS THAN 1% OF THE TOTAL SUPPLY. AND SO IT WOULDN'T NECESSARILY MOVE THE NEEDLE ON IMPROVING OUR WATER SUPPLY RELIABILITY, BUT YET AT THE SAME TIME, IT'S IMPORTANT FOR US TO PARTICIPATE. AND SO IN THE WAY THAT STORMWATER IS BEING INCORPORATED IN THE WATER RESOURCES PLAN, IS THAT WE WILL CONTINUE TO SUPPORT CITY EFFORTS AND FIND WAYS THAT WE CAN PARTNER WITH THE CITY ON THEIR STORMWATER EFFORTS TO INCORPORATE THAT INTO, UH, WATER SUPPLY PROJECTS AND WATER SUPPLY BENEFITS WHEN POSSIBLE. BUT AS FAR AS A CORE SUPPLY FOR OUR RELIABILITY, UM, IT, IT, IT IS NOT INCLUDED IN THE, THE MAIN PATHWAY. AND THEN SIMILARLY, UH, AS I STARTED THE, THE PRESENTATION ON THE SUPPLY AND DEMAND CONSERVATION AND HANDS CONSERVATION IS IMPORTANT. UH, IT'S NOT NECESSARILY A CORE SUPPLY. AGAIN, UH, IF EVEN IF WE DO ALL THE CONSERVATION IN THE WORLD, WE'LL STILL NEED SOME CORE SUPPLIES TO ADDRESS OUR RELIABILITY. AND SO, UH, REGARDLESS OF WHICH PATHWAY WE TAKE, WE, UH, AS THE UTILITIES, UH, NEED TO CONTINUE TO PURSUE, UH, ENHANCED CONSERVATION. SO, WITH THAT, I JUST WANTED TO, TO GIVE A LITTLE BIT MORE, UH, EXPLANATION OR CONTEXT AS FAR AS, YOU KNOW, WHY THREE PATHWAYS. UM, YOU'LL SEE ALONG THE TOP HERE ALL THE DIFFERENT CRITERIA THAT WE EVALUATED, AND THEN YOU'LL SEE OUR THREE PREFERRED PATHWAYS HERE. AND SO, JUST TO LINE UP THE PROS AND CONS OF EACH OF THESE, ALL THESE ENDED UP BEING, UH, EVALUATED RELATIVELY WELL. AND SO IT'S NOT LIKE THERE'S ONE THAT'S GOOD OR ONE THAT'S, UM, UH, THEY'RE ALL GOOD THERE, THERE AREN'T ANY THAT ARE BAD NECESSARILY. SO AS WE EVALUATED THESE, THE DARK GREEN MEANS REALLY GOOD AND MEDIUM GREEN MEANS SLIGHTLY GOOD, AND, AND LIGHT GREEN MEANS, YOU KNOW, JUST SOMEWHAT GOOD. UH, AND WHAT YOU'LL SEE IS JUST THE, UH, THE DISPERSION OF, OF DARK GREENS, DISPERSION OF LIGHT GREENS AMONG ALL OF THESE ALTERNATIVES. AND SO YOU, YOU REALLY DON'T, YOU CAN'T GO WRONG WITH ANY OF THESE THREE ALTERNATIVES. ESSENTIALLY WHAT, UM, OUR ANALYSIS SHOWED, THERE'S PROS AND [01:05:01] CONS TO EACH. AND SO IF WE DON'T DO ANYTHING, IF WE DON'T PURSUE ANY OF THESE PROJECTS OR PATHWAYS, ESSENTIALLY WE'LL BE USING THIS MUCH GROUNDWATER. AND THE REST IS IMPORTER WATER. THAT'S OUR, OUR CURRENT, UH, PORTFOLIO. IF YOU TAKE PATHWAY ONE, YOU'LL START TO OFFSET SOME OF THIS IMPORTED WATER WITH FIRST THAT, UM, UH, ADDITIONAL RECYCLED WATER SUPPLY THAT WOULD GO TOWARDS HANES AND OTHER RECYCLED WATER CUSTOMERS. AND WE'D BE ABLE TO USE OUR UNUSED GROUNDWATER RIGHTS, UH, AND THEN WE'D BE ABLE TO USE THE, UM, ADDITIONAL, UH, WATER RIGHTS THAT WE SECURE, UH, THROUGH ON, ON EXCESS RIGHTS FROM OTHER PUMPERS AND ALL THAT'S POSSIBLE BECAUSE OF THE GROUNDWATER RESILIENCE PROGRAM. AND THEN FINALLY, UH, IF WE PURSUE THE PATHWAY THAT'S, UH, BRACKISH GROUNDWATER DESALINATION THROUGH OUR REGIONAL PARTNERSHIP WITH WD AND METROPOLITAN, THAT WOULD PROVIDE THAT LAST INCREMENT OF REGIONAL BRACKISH DESALINATION WATER TO ESSENTIALLY, UM, BE, YOU KNOW, UH, INDEPENDENT OF, UH, IMPORTED WATER NEEDS. SO BY THE TIME YOU GET TO THE COAST, THE WATER YOU SEE AT THE SURFACE HAS NO ABILITY TO PENETRATE INTO THE LAYERS THAT YOU ACTUALLY PUMP FOR TREATED WATER. SO STATEMENTS LIKE, OH, YOU KNOW, WE CAPTURED THE STORM DRAIN WATER AND NOW WE'RE JUST GONNA SPREAD IT AND IT'S GONNA SEEP INTO THE GROUND AND YOU'LL GET TO DRINK IT LATER, LATER. THAT IS ACTUALLY A FALLACY. THAT'S SIMPLY NOT TRUE. IT'S TRUE IN OTHER PARTS OF SOUTHERN CALIFORNIA. IF YOU THINK OF SANTA FE DAM AND THE SANTA FE DAM RECREATION AREA, MOVING STORM WATER INTO THIS RECREATION AREA DURING PERIODS OF FLOOD FLOW MAKES SENSE BECAUSE IT ACTUALLY IS CONNECTED TO THE GROUNDWATER BASIN THERE. AND IN FACT, LA COUNTY DOES DO THAT. UH, SO IT'S A LITTLE BIT OF DIFFICULTY WHEN THE PUBLIC REACTS TO SOMETHING THEY SEE, THEY INSTINCTIVELY WANT TO DO SOMETHING ABOUT IT. AND ALL THE, THE GROUNDWATER PROJECTS ARE TO SUPPORT BRINGING GROUNDWATER INTO THAT ZONE. WOULD WE NEED ADDITIONAL PUMPING RIGHTS TO GET THAT WATER AND THAT TREATMENT PLANT UP AND OPERATING? I MEAN, IT'S ALL KIND OF DEPENDENT ON IT, UH, SOMEWHAT. SO, UM, THE BASIN OVERLAY, YOU KNOW, THERE'S KIND OF A, THE NEWPORT INGLEWOOD FALL THAT GOES DIAGONALLY THROUGH THE CITY NORTH OF THAT CENTRAL BASIN. AND SO THAT IS ACTUALLY STILL IN CENTRAL BASIN. WE'D BE ABLE TO USE OUR EXCESS CENTRAL BASIN RIGHTS. WE COULD PURSUE WEST BASIN RIGHTS, UM, OR ADDITIONAL CENTRAL BASIN RIGHTS. UH, AND THAT'S WHERE THE, THE DIFFERENT OPTIONS REALLY, UH, DIFFER, IS LIKE, HOW DO WE SATISFY THAT ADDITIONAL RIGHTS? 'CAUSE PURE WATER WOULD GO TOWARDS, UM, PROVIDING ADDITIONAL RIGHTS FOR US, RIGHT? WE PUT ADDITIONAL RECYCLED WATER IN THE GROUND, THAT'S WHERE WE GET THE RIGHTS FROM TO PUMP IT OUT, UH, VERSUS, UH, THIS OPTION WHICH IS, UH, THESE TWO LIGHT YELLOW BLOCKS, WHICH ARE PURSUING ADDITIONAL GROUNDWATER RIGHTS THROUGH PURCHASE OR OR LEASE. SO THE, THE BARS ARE ALL DEPENDENT UPON US PUTTING ADDITIONAL WATER IN THE GROUND AND PUMPING IT OUT WHEN WE NEED IT. RIGHT. THOSE THREE BARS, THIS ONE, THIS, THIS DARK PURPLE ONE IS THIS, THIS DARK YELLOW IS THE RIGHTS THAT WE ALREADY HAVE THAT ARE UNUSED, BUT, BUT EVERYTHING IS OUT OF THE GROUND. SO MY, MY QUESTION IS WITH SAY PFOS OR OTHER CONTAMINANTS, WE'RE REALLY DEPENDENT ON KEEPING THAT BASIN VERY PURE, I GUESS, OR CLEAN. YES. THAT, THAT IS IMPORTANT. AND, AND I ASSUME WE'RE SIMILAR TO LIKE THE HAYES PLANT, WHERE, WHERE YOU, WE DON'T, WE, WE CONTRACT FOR A CERTAIN AMOUNT, BUT WE ONLY [01:20:01] GET WHAT'S AVAILABLE, RIGHT? SO WE HAVE TO, WE DON'T GET ANYTHING FROM THE HANES PLANT. NO. LIKE THE HANES CLIENT IS CONTRACTING FROM US. CORRECT. WE DON'T HAVE ENOUGH RECYCLED WATER. OH, YES. WE HAVE TO GO TO MET WATER OR PORTABLE WATER. YES, WE WOULD BE THE SAME AT TORRANCE. IF THEY SHUT DOWN, THAT WATER'S NOT AVAILABLE. WE GOTTA GO BACK TO IMPORT WATER. SO WE ALWAYS NEED IMPORT WATER. RIGHT. AND, AND THAT'S, YOU KNOW, THAT, THAT'S WHY THIS LAST OPTION ISN'T THAT, UM, BAD OF AN OPTIONS BECAUSE AT AT ANY SCALE, YOU KNOW, IF ANY OF OUR PROJECTS NEED EVEN JUST MAINTENANCE TIME, JUST NOT EVEN JUST OUTAGE, WE ARE, WE'RE STILL GOING TO USE, UH, IMPORTER WATER AT SOME LEVEL. UH, AND SO THAT'S THE BENEFIT OF OUR PARTICIPATION IN MET AS A MEMBER AGENCY, IS THAT THAT ABILITY TO ESSENTIALLY TURN ON THAT TAP AS MUCH, UH, HIGH AS WE NEED, UH, IN ANY GIVEN YEAR. AND, AND FINAL QUESTION, IS THERE ANY OPPORTUNITY FOR A BRACKISH TYPE DESAL IN THE CITY OF LONG BEACH? WE EVALUATED THAT, THAT WAS ONE OF THE PATHWAYS, BUT IT DIDN'T RANK NEARLY AS FAVORABLY AS PARTICIPATING IN A REGION. ONE TO THE POINT THAT YOU'RE POINTING OUT, WHICH IS ONCE WE CONSTRUCT OUR OWN FACILITY, WE ARE ESSENTIALLY OBLIGATED OR, YOU KNOW, UM, WE'RE OBLIGATED TO TAKE THAT SUPPLY. UM, BECAUSE IT, THE LESS YOU TAKE FROM A CAPITAL INVESTMENT, THE, THE MORE COSTLY PER ACRE FOOT THAT BECOMES, UH, AND SO THE PARTICIPATING IN THE REGIONAL FACILITY, THE PROS ARE THAT YOU TAKE AS MUCH AS YOU NEED AND, UH, IF YOU DON'T NEED AS MUCH, YOU DON'T NEED TO TAKE AS MUCH. AND IN ANY GIVEN YEAR, THE DOWNSIDE, AS YOU POINTED OUT, IS IF THEY DON'T HAVE ENOUGH FOR US IN A GIVEN YEAR, WHICH I, I THINK IS PROBABLY A LESS OF A CONCERN, UM, BUT, BUT PARTICIPATING IN THAT REGIONAL, UH, MODEL WOULD NOT EXPOSE US TO THE RISK AND CAPITAL INVESTMENT, UH, THAT WOULD PARTICIPATE IN THE REGIONAL, UH, . IF WE CONSTRUCT OUR OWN LOCAL FACILITY, WE WOULD HAVE A LOT MORE COMMITTED COSTS AND OBLIGATION TO TAKE THAT SUPPLY. UH, AND BUILDING SOMEBODY AT A SMALLER SCALE, YOU DON'T GET THOSE, UH, ECONOMIES OF SCALE THAT YOU WOULD PARTICIPATING A, A LARGER REGIONAL PROGRAM. AND ON THE ECONOMIES OF SCALE, HAS THERE BEEN ANY DISCUSSION OR DO YOU LOOK AT LONG-TERM LIKE OPERATING SIGNAL HILLS WATER SYSTEM TOO? IT SEEMS LIKE WE SURROUND THEM, THEY HAVE THEIR OWN ISSUES WITH THEIR WELLS. IS THAT, IS THAT EVER LOOKED AT LONG TERM? LIKE HOW WOULD THAT WORK? NO OFFENSE, , THAT THAT WAS NOT INCLUDED YET IN THIS WATER RESOURCES PLAN. BUT, UM, YOU KNOW, I KNOW THAT'S SOMETHING THAT WE'VE, UH, DISCUSSED, UH, SOMEWHAT AMONG STAFF, AND I'D ANTICIPATE IN THE NEXT UPDATE TO THE WATER RESOURCES PLAN FIVE YEARS FROM NOW, THAT MIGHT BE MORE HEAVILY CONSIDERED. AND IN THE CON COMMENTARIES AND CONVERSATIONS THAT YOU WERE HAVING WITH DEAN, DEAN BROUGHT UP, UH, THE PERSPECTIVE THAT SOMETIMES IS HIDDEN WITHIN THE DISCUSSIONS. PEOPLE JUST SEE THE BARS AND THEY SEE THE METROPOLITAN WATERHEAD DOWN LESS AND LESS, AND PEOPLE OPPORTUNISTICALLY SAY, OH, SO YOU, YOU'RE NOT GONNA NEED METROPOLITAN. UM, THERE'S A CRITICAL ASPECT TO THAT THAT I WANT TO REINFORCE WITH YOU, THAT AS DEAN POINTED OUT OPERATIONALLY, THE PLANS THAT WE HAVE THE OPPORTUNITY TO TAKE ADVANTAGE OF HERE, THEY'RE COMPLEX OPERATIONALLY. IT IS A BENEFIT. UH, IT PERHAPS IS INCREDIBLY COST EFFECTIVE. AT THE SAME TIME, THE WORKING PARTS OF THAT SYSTEM, A SECOND TREATMENT PLANT WELLS, UH, TANKS, THE MANAGEMENT OF TWO TANK SYSTEMS, TWO TREATMENT PLANTS AND WELLS TREATMENT SYSTEMS. THEY MAY ULTIMATELY HAVE TO REFLECT PFAS AS WELL. ALL OF THOSE WORKING PARTS HAVE THEIR OWN MAINTENANCE SCHEDULES, HAVE THEIR OWN RISKS OPERATIONALLY. AND SO INVARIABLY, THE ONLY WAY THAT WE GUARANTEE WATER SUPPLY TO THE RESIDENTS IN LONG BEACH [01:25:01] IS BY HAVING METROPOLITAN AS THAT BACKUP. AT ANY POINT IN TIME, UH, WHETHER WE ACTUALLY SCHEDULE IT FOR MAINTENANCE OR WHETHER WE ACTUALLY FIND OURSELVES WITH AN EMERGENCY, WE TURN TO METROPOLITAN AND WE TURN THAT CONNECTION ON. THAT MEANS THAT WE WILL NEVER, IN MY OPINION, WE WILL NEVER LOSE OUR DEPENDENCE ON METROPOLITAN. AND PERHAPS THAT KEEPS US EVEN MORE FOCUSED TO MAKE SURE THAT METROPOLITAN IS RELIABLY THERE TO PROVIDE SERVICE ON DEMAND. THE SECOND ASPECT IS THAT IN ORDER TO ACHIEVE SOME OF THE PLANS THAT DEAN HAS MENTIONED HERE IN YOUR QUESTIONS TO HIM, WE BEGAN TO EXPLORE ANOTHER CONCEPT, WHICH IS THINGS ARE NOT GONNA NECESSARILY BE LOCATED WITHIN THE CITY. BOUNDARIES OF LONG BEACH. THE ACCESS TO THE SECOND RECYCLED WATER SUPPLY OF LOS COYOTES EXISTS OUTSIDE THE CITY. BOUNDARIES, UH, WELLS THAT, UH, ARE REALLY, REALLY IN PRIME LOCATIONS TO PUMP. THEY DO NOT KNOW WHAT THE CITY BOUNDARIES ARE ABOVE THE GROUND. IT'S SIMPLY A GOOD PLACE TO SINK A WELL. UM, THOSE MAY ALSO EXIST OUTSIDE THE CITY BOUNDARY. PURE WATER, SOUTHERN CALIFORNIA IS OUTSIDE THE CITY BOUNDARY. UH, A REGIONAL GROUNDWATER DESALINATION IS OUTSIDE THE CITY BOUNDARY. THAT MEANS PERHAPS STRATEGICALLY, AS YOU THINK ABOUT IT AS A BOARD, YOU WILL PROBABLY WANT TO ACKNOWLEDGE AND DIRECT CERTAIN PERSPECTIVES THAT HAVE TO DO WITH INFRASTRUCTURE AND PARTNERSHIPS THAT WILL REQUIRE EXPANDING BEYOND THE CITY BOUNDARIES AND EXPAND YOUR IMMEDIATE CONTROL PARTNERSHIPS, DEMAND COOPERATION, COLLABORATION AND AGREEMENTS AND SO FORTH. RIGHT? I SAY THAT BECAUSE THAT BLEEDS INTO ANOTHER PART OF THE DISCUSSION THAT YOU HAD WITH DEAN, WHICH WAS OPPORTUNITIES. UM, INVARIABLY WHEN WE START TALKING ABOUT COOPERATIVE ARRANGEMENTS, WE START LOOKING AT OUR NEIGHBORS AND THINGS LIKE THAT AND TRY TO FIGURE OUT IS THERE EFFICIENCIES TO BE GAINED BY JOINING FORCES TOGETHER? AND INVARIABLY, I THINK THE QUESTION ABOUT SIGNAL HILL THAT COMES UP, UH, IN TERMS OF COOPERATION AND COLLABORATION RIGHT NOW AT ITS VERY CORE WORKING WITH YOU AS THE BOARD, WE DON'T NECESSARILY HAVE SPECIFIC GUIDANCE IN THOSE AREAS, BUT IN THE STRATEGIC PLAN, WE CAN CERTAINLY TRY TO SHAPE SOMETHING IN THERE THAT GIVES GUIDANCE TO THE WORK THAT THAT DEAN HAS DONE. FINALLY, YOU MADE A COMMENT ABOUT THE RESOURCE PLANNING THAT MIGHT OCCUR FOR SOMETHING LIKE NATURAL GAS. IT IS DIFFERENT. IT IS NOT AS MUCH AS WATER RESOURCES, BUT NONETHELESS, IT'S IMPORTANT THAT WE DO SOME LONG RANGE PLANNING THAT ALLOWS US TO UNDERSTAND WHAT OUR FUTURE HOLDS. HERE WE'RE FINDING OURSELVES WITH REDUCED CONSUMPTION, AND YET WE TURN AROUND AND TELL YOU THAT WE HAVE INCREASED NEEDS FOR INFRASTRUCTURE INVESTMENT. INCREASED INVESTMENT IN THE FACE OF DECREASED CONSUMPTION INVARIABLY PUTS PRESSURE ON RATES. AND SO IT'S IMPORTANT THAT THE BOARD HAVE THE WHEREWITHAL TO LOOK AT THAT IN NATURAL GAS AND THEN TO BE ABLE TO DETERMINE WHAT DOES THAT PRESSURE LOOK LIKE IN THE FUTURE IN THE NATURAL GAS RESOURCE AS WELL. UM, A FINAL COMMENT. WE DID HAVE A PUBLIC MEETING, RIGHT, THAT WAS TRYING TO GET INPUT AT THIS PHASE OF THE PLAN. AND THERE WAS A COUPLE OF IMPORTANT INSIGHTS THAT I WANTED TO SHARE WITH YOU. WE DEAN, AND, AND PARTICULARLY MYSELF, WE ARE DEEP INTO THE WEEDS ON GROUNDWATER. WE BELIEVE IT'S A REALLY EFFICIENT RESOURCE. IT'S REALLY ENVIRONMENTALLY BENEFICIAL AND SO FORTH. AND THERE WAS AN INTERESTING REACTION, AND I THINK ADMITTEDLY SO FROM THE PUBLIC'S FIRST ENCOUNTER WITH, HEY, WE THINK THE GOAL IS TO PUMP MORE GROUNDWATER. THEY INHERENTLY, UNLESS THERE'S MORE INFORMATION, VIEW GROUNDWATER AS A FINITE RESOURCE. AND SO SOME OF THE QUESTIONS THAT WE GOT WAS, WELL, HOW DOES THAT WORK? YOU'RE GONNA PUMP MORE GROUNDWATER. DOES THAT MEAN THAT WE'RE GONNA HAVE LESS GROUNDWATER IN THE FUTURE? WHAT HAPPENS WHEN THE GROUNDWATER RUNS OUT? AND INVARIABLY, IF YOU'RE GONNA GO BUY RIGHTS FROM SOMEBODY, ARE YOU TAKING VITAL RESOURCES THAT THEY NEED? HOW DOES THAT WORK IN SOUTHEAST LOS ANGELES COUNTY WHO'S GONNA WIND UP UPSET WHEN YOU WIND UP TAKING ALL OF THEIR GROUNDWATER FROM THEM?
