AND I HAVE A SHORT PRESENTATION TO GIVE SOME BACKGROUND INFORMATION ABOUT THE COM COMMITTEE MEETING, WHICH IS IN REGARD TO THE PIER B ON DOCK GRAIL SUPPORT FACILITIES PROGRAM OF THE PORT OF LONG BEACH.
THE PORT OF LONG BEACH CURRENTLY HAS A RAIL YARD FOUNDED ON THE SOUTH BY PIER B STREET, AND ON THE NORTH BY PARCELS, THE FRONT WEST NINTH STREET.
THE PORT HAS DETERMINED THAT TO MAINTAIN ENVIRONMENTAL EXCELLENCE AND COMPETITIVENESS, IT MUST INVEST IN ITS RAIL NETWORK.
THE PORT OF LONG BEACH HERE BEYOND DUCK RAIL SUPPORT FACILITIES PROGRAM IS IN DESIGN PHASE WITH SOME EARLY ACTION ITEMS ALREADY IN CONSTRUCTION.
THE PROGRAM AIMS TO RELIEVE TERMINAL AND ROADWAY CONGESTION, ACCOMMODATE LONG UNIT TRAINS IN THE PORT, AND ALLOW RAIL CARS TO MOVE INTO AND OUT OF THE PORT WITH GREATER SPEED TO SUPPORT, GET MY TIPPY TOE, GET TO THE MIC.
UM, SO I'M, I'M A FILL IN, UH, RAUL MARTINEZ, UH, WORKED WITH ERIC ON THIS PRESENTATION AND YOU'RE STUCK WITH ME 'CAUSE HE HAD A FAMILY EMERGENCY HE HAD TO ATTEND TO.
SO, UM, SO ON, ON THIS SLIDE WE'RE SHOWING THE, THE AREA THAT, UH, WHERE THE COORDINATION IS TAKING PLACE.
UH, THE PORTAL THAT, OH, SORRY.
TO SUPPORT THE INVITATION OF THE, UH, PB PROJECT AND ADVANCE THE OVERALL PROGRAM OBJECTIVES, SEVERAL KEY ACTION ITEMS HAVE BEEN IDENTIFIED, INCLUDING THE FOLLOWING, EXECUTE AN MOU BETWEEN OUR DEPARTMENT AND THE HARBOR DEPARTMENT.
THE AGREEMENT SUPPORTS CRITICAL PORT RAIL EXPANSION AND INFRASTRUCTURE MODERNIZATION EFFORTS.
UH, LONG BEACH UTILITIES DEPARTMENT SHALL COMMIT RESOURCES TO SUPPORT THE PB PROGRAM AND REQUIRE UTILITY INFRASTRUCTURE RELOCATIONS.
AND THE PORT IS FINANCIALLY RESPONSIBLE FOR ALL OF THE COSTS, UH, FOR THIS, FOR THIS WORK FOR BOTH WATER, SEWER AND GAS RELOCATION.
UH, AND WE'RE GONNA, THE PROJECT IS TO IDENTIFY EXISTING FACILITIES THAT ARE IN CONFLICT WITH THE PROPOSED IMPROVEMENTS ON THE PB UH, PROJECT, UH, WHICH THIS SLIDE HIGHLIGHTS.
UM, THIS AREA HERE IS THE PROJECT AREA, AND IT'S NOT JUST WHAT MAKES THIS JOB COMPLICATED IS IT'S NOT JUST WATER, SEWER AND GAS LINES.
THERE'S OIL LINES OUT THERE, THERE'S OTHER UTILITIES.
AND SO YOU HAVE TO COORDINATE WITH THEM, UH, TO MAKE, UH, SEAMLESS CHANGE AND EFFORTS.
AND SO THAT'S WHY EARLIER I, I THINK EARLIER OUR LAST MEETING I CAME IN AND I, WE HAD TO EXTEND OUR CONTRACT BECAUSE OF SOME OF THOSE COORDINATION EFFORTS OR, UH, DELAYING OUR PROJECT EFFORTS.
SO I'LL TURN IT BACK OVER TO ERIC.
THERE'S CURRENTLY A SYSTEM OF WATER AND SEWER TRANSMISSION AND DISTRIBUTION MAINS IN THE NORTH HARBOR AREA.
AS YOU CAN SEE ON THE, THE MAP, WATER IS BLUE AND A SEWER IS GREEN.
EXISTING PORTIONS TO BE REMOVED ARE

SHOWN IN A ZIGZAG, AND THE PROPOSED ARE IN A CONSTANT OR DASHED FORMAT.CURRENTLY, THERE'S A 48 INCH AND A 36 INCH WATER TRANSMISSION MAINE THAT NEEDS TO BE REPLACED ALONG WITH EIGHT INCH AND 12 INCH WATER MAINS.
THERE'S ALSO SEWER, WHICH INCLUDES A 28 INCH AND A 36 INCH TRUNK MAIN, WHICH CONNECT TO THE LA COUNTY SANITATION DISTRICT'S SEWER.
IN ORDER TO ALLOW THE CONSTRUCTION OF THE NEW RAIL YARD, A LARGE AMOUNT OF THIS URBANIZED PORTION OF NORTH OF THE NORTH HARBOR AREA MUST BE DEMOLISHED.
THIS INCLUDES MOST OF THE WATER, SEWER, AND SEWER INFRASTRUCTURE THAT I'M MENTIONING.
YOU KNOW WHERE THAT
THE PORT HAS PLANS TO CONSTRUCT THE FOLLOWING IN THE NORTH YARD AND WEST EXPANSION PROJECTS.
3,600 LINEAR FEET OF 36 INCH STEEL WATER MAIN AND 3000 LINEAR FEET OF 12 INCH DUCTILE IRON AND STEEL WATER MAINS.
EXTENSIVE WORK WILL BE REQUIRED IN ORDER TO RELOCATE THE SEWER SYSTEM IN THE NORTH YARD AREA.
THE PORT OF LONG BEACH PLANS TO CONSTRUCT A SEWER LIFT STATION TO BE OWNED AND MAINTAINED BY THE PORT OF LONG BEACH IS OVER HERE ON THE FAR WEST PORTION.
THE LIFT STATION CONNECTS TO A FORCE MAIN, WHICH WILL ALSO BE OWNED AND MAINTAINED BY THE PORT, AND THEN IT DISCHARGES TO A 3000 LINEAR FEET, UH, 28 INCH AND 33 INCH FIBER REINFORCED PIPE SEWER THAT WILL BE CONNECTED TO THE LA COUNTY SANITATION DISTRICTS.
THAT WILL BE INSTALLED VIA MICRO, MICRO TUNNELING.
AFTER CONSTRUCTION IS COMPLETE, WATER AND SEWER WILL BE REMOVED.
THE PORT OF LONG BEACH HAS ASSUMED FULL RESPONSIBILITY FOR THE COSTS INCURRED BY THE UTILITIES DEPARTMENT.
THEY HAVE CONTRACTED WITH HDR WHO HAS PROVIDED CONSTRUCTION DOCUMENTS AND THEY ARE HANDLING THE CONSTRUCTION MANAGEMENT AND PROCURING THE CONSTRUCTION CONTRACTOR.
THE PORT OF LONG BEACH WILL REIMBURSE LBU FOR ALL COSTS WE INCUR, WHICH INCLUDES PLAN, REVIEW, PROJECT AND CONSTRUCTION COORDINATION AND INSPECTION.
THE BID ADVERTISED DATE IS CURRENTLY IN MID-JULY WITH CONSTRUCTION NOTICE TO PROCEED SLATED FOR FEBRUARY, 2027.
SUBSTANTIAL COMPLETION IS PROJECTED FOR SEPTEMBER, 2029.
WITH THESE SCHEDULES SUBJECT TO CHANGE PER THE MOU DATED DECEMBER, 2023, CONSTRUCTION COST IS TO BE PAID FOR BY THE PORT OF LONG BEACH.
PORT OF LONG BEACH WILL ALSO REIMBURSE LBU FOR ITS COSTS, INCLUDING PLAN REVIEW, CONSTRUCTION COORDINATION AND INSPECTION.
SO ON THE NATURAL GAS SYSTEM, UH, THE PORT DESIGN TEAM HAS IDENTIFIED, UH, APPROXIMATELY 4.3 MILES OF PIPELINE THAT NEEDS TO BE REMOVED TO SUPPORT THE THE PEER B PROJECT.
UM, THIS CONSISTS OF STEEL, UH, PIPELINES ABOUT 1.25 CENTIMETER OR INCHES IN DIAMETER TO 16 INCH, AND THEN SOME, SOME PLASTIC, UH, PIPELINE AS WELL.
THE IMAGE HERE DISPLAYS THOSE FACILITIES WITHIN THE PIER B PROGRAM LIMITS IN CONFLICT AND HALF, AND WE'VE BEEN ASKED BY THE PORT TO RESOLVE THESE CONFLICTS PRIOR TO THE NOTICE TO PROCEED DATES.
THIS NEXT IMAGE DISPLAYS THE PROPOSED RELOCATION WORK OF APPROXIMATELY 2.7 MILES OF NEW GAS DISTRIBUTION MAINS.
THE TOTAL AMOUNT OF PIPELINE IN, UH, INSTALLED HAS BEEN REDUCED DUE TO, UH, PROPERTIES THAT THE PORT HAD TO ACQUIRE OR AS PART OF THIS PROJECT.
AND SO THEREFORE THERE'S LIMIT, THERE'S REDUCED GAS SURFACES IN THIS AREA, AND SO WE DON'T NEED AS MUCH, UH, TO PUT AS 4.3 MILES OF PIPE BACK IN IN PLACE.
SO FOR THE PROJECT BUDGET, UM,

THE OVERALL BUDGET IS ESTIMATED, UH, FOR THE PEER B PROGRAM TO COMPLETE.AND DESIGN CONSTRUCTION OVER THE 10 YEAR PERIOD IS APPROXIMATELY 42 AND A HALF MILLION DOLLARS.
UM, I DO HAVE SOME UPDATED NUMBERS SINCE THESE SLIDES WERE PUT TOGETHER.
SO THE VALUE OF WORK DONE FROM PROJECT INCEPTION THROUGH, UH, SECOND QUARTER OF THIS YEAR IS APPROXIMATELY $20.8 MILLION A REIMBURSEMENT REQUEST RECEIVED AS OF JUNE OF THIS JUNE, UH, 17.8 MILLION.
AND WE STILL HAVE OUTSTANDING APPROXIMATELY 4.2 MILLION IN PENDING UH, REIMBURSEMENT REQUESTS.
AND THE PORT HAS BEEN, UH, SUPPORTIVE OF OUR EFFORTS HERE.
UM, THEY, UH, HAVE BEEN ADVANCING SOME OF THE CASH FUNDS TO US.
SO WE, WE, WHEN WE STARTED, WE WOULD FUND IT OURSELVES AND SEEK REIMBURSEMENT AND JUST BY THEIR PROCESS, THAT TAKES SOME TIME.
AND SO THEY'VE STARTED TO PROVIDE THOSE FUNDS AHEAD OF TIME SO THAT WE DON'T HAVE TO COME OUT OF POCKET FOR SOME OF THIS FROM THE, OR AT LEAST HOLD OVER SOME OF THOSE COSTS AS AS WE MOVE THROUGH.
AS YOU GUYS KNOW, THE SERIOUSNESS OF OUR GAS FUND, I DUNNO WHY I BROUGHT THAT UP.
ANYWAY,
UH, GAS RE RELOCATION AND CONSTRUCTION EFFORTS STARTED SEPTEMBER, UH, 2023.
UH, WE'RE COMPLETED AS OF MAY OF THIS YEAR.
UH, WE HAVE INSTALLED APPROXIMATELY 1.6 MILES OF GAS MAIN.
I DON'T KNOW WHY WE'RE USING MILES AND WATER USED FEET, BUT, UH, IF YOU'RE CURIOUS, IT'S ABOUT 8,500 FEET.
UH, WE'VE ABANDONED APPROXIMATELY 1.8 MILES OF GAS MAINE.
A LOT OF THE INSTALLATION IS DONE WITH CONTRACT, LABOR LABOR, BUT SOME OF THE ABANDONMENT WORK HAS BEEN DONE WITH OUR IN-HOUSE CONSTRUCTION FOLKS.
UH, THE WORK REMAINING IS TO, UH, RE RELOCATE APPROXIMATELY 1.1 MILES OF GAS MAINE AND ABANDON AN ADDITIONAL 2.5 MILES OF GAS MAINE.
UH, THE RAINING WORK IS BEING COORDINATED WITH THE PORT UH CONSTRUCTION PACKAGES.
UH, NOTICE D PROCEEDS FOR WEST EXPANSION WORK ON PIER B STREET SHOEMAKER BRIDGE RAMP, DEMOLITION NORTH YARD UTILITIES, AND THE PICO AVENUE REALIGNMENT PROJECT, TENTATIVE COMPLETION FOR ALL THE GAS RELOCATIONS IS FALL OF 2030 AROUND THE CORNER.

IT'S BEEN A SPRAWLING PROJECT FOR US, BUT, UH, I'M GONNA START OFF WITH SOME BACKGROUND OF THE STUDY.
UH, BACK IN JANUARY OF 2020, UH, AN MOU WAS ENTERED BETWEEN THE BOARD OF AND WATER COMMISSIONERS AND THE BOARD OF HARBOR COMMISSIONERS, UH, REGARDING THE TRANSFER OF PORTIONS OF THE PORT WATER SYSTEM TO LBWD, NOW LBD, UH, AND THE MU ESTABLISHES A ROADMAP OF WHAT THAT TRANSFER WILL LOOK.
UM, JUST TO GIVE YOU SOME HISTORICAL CONTEXT, UH, I STARTED WITH THE WATER DEPARTMENT BACK IN 2000, 2000.
SO IT'S BEEN AROUND FOR A WHILE NOW.
UH, SO BACK IN AUGUST OF 2021, UM, WE ENTERED INTO AN AGREEMENT WITH HDR ENGINEERING TO PERFORM ENGINEERING SERVICES FOR THIS STUDY.
SO THE OBJECTIVE OF THE STUDY, UH, VERIFY AND UPDATE INFORMATION REGARDING THE PORT'S TRANSFERABLE SYSTEM.
SO THERE WAS A PREVIOUS STUDY DONE BACK IN 2008, 2009 TIMEFRAME, UH, WHICH DID IDENTIFY SOME TRANSFER ASSETS FROM THE PORT.
UH, THIS STUDY ACTUALLY VERIFIED THAT INFORMATION AND THEN SOME, UM, THE STUDY ALSO PERFORMED A COMPREHENSIVE ASSESSMENT OF THE PORT'S, UH, TRANSFERABLE SYSTEM.
UH, WE WANTED TO KNOW WHAT'S IN THE GROUND, WHAT DOES THE PORT HAVE, UM, DO THEY MEET OUR STANDARDS IN TERMS OF, UH, OPERATION CONSTRUCTABILITY AND SO FORTH.
WHAT'S AN EXAMPLE OF, UH, A PORTION THAT WOULD BE NON-TRANS? SO THERE ARE TENANT, UM, UH, AREAS WITHIN THE PORT WITH, UH, SPIDER WORK, SPIDER WEB, UH, PIPE NETWORK WITHIN THEIR OWN YARD BECAUSE THERE'S A MASTER METER.
SO ANYTHING BEYOND NOT BE TRANSFERRED.
UM, THE STUDY IS TO EVALUATE AND IDENTIFY SYSTEM DEFICIENCIES.

SO THE PORT IS CONSIDERED A LARGE CAMPUS, KIND OF LIKE, UM, LONG BEACH STATE, CAL STATE LONG BEACH.
AND SO THEY'RE UNDER THE JURISDICTION OF THE CITY HEALTH DEPARTMENT AND NOT NECESSARILY DDW, BUT DDW HAS LONG, HAS CONCERNS ABOUT THE PORT'S OPERATION, UM, BECAUSE THEY RUN IT LIKE, UH, INTERNAL PLUMBING AND NOT NECESSARILY LIKE A PUBLIC WATER SYSTEM.
THE REASON WHY THEY DON'T HAVE TO MEET DDW STANDARDS, BECAUSE THEY DON'T HAVE A PUBLIC WATER SYSTEM ID, THEY DON'T HAVE A PERMIT, THEY'RE LIKE A HOUSE.
THEY'RE JUST A REALLY, REALLY BIG HOUSE.
UM, AND SO, SO THEY DON'T HAVE TO COMPLY WITH THOSE TYPE OF DRINKING WATER STANDARDS, BUT THERE HAVE BEEN COMPROMISES OVER TIME TO SAY, THERE ARE PEOPLE DRINKING THIS WATER, SO WE WOULD LIKE YOU TO DO CERTAIN MONITORING.
AND SO WE ASSIST WITH THAT SO THAT WE ENSURE THAT WE DO DO MICROBIAL MONITORING TO MAKE SURE THAT THE, YOU KNOW, WE'RE NOT GETTING CALLS FROM POSITIVES.
WE DO LOOK AT DISINFECTION BYPRODUCT MONITORING, SO WE'LL DO THE MONITORING FOR THEM.
THEY REIMBURSE US AND WE'LL HELP THEM SUBMIT THE REPORT TO THE STATE.
THE STATE DOESN'T HAVE A WHOLE LOT OF TEETH TO COME BACK.
UM, BUT THEY DO WANT TO REVIEW IT.
AND THAT DOES CREATE A LITTLE BIT OF, UM, OVERSIGHT FOR THE PORT SYSTEM.
SO THAT'S KIND OF THE, THE, THE, THE ROLE THAT CURRENTLY EXISTS.
SO THESE ARE SOME OF THE TASKS, UH, THAT HAS BEEN COMPLETED, UH, SINCE THE END OF 2025.
UH, I MENTIONED EARLIER THIS HAS BEEN A SPRAWLING PROJECT, UH, FOR US.
UH, AND IT COVERS EVERY ASPECT OF THE PORT WATER SYSTEM AND THEN SOME.
SO, UH, EXAMPLES INCLUDE SOIL CONTAMINATION ASSESSMENTS, AND WE HAVE A HYDRAULIC MODEL OF TECHNICAL MEMORANDUM.
YOU KNOW, WE'VE SURVEYED LOCATIONS WITH DISCREPANCIES, MEANING THAT THEIR GIS WILL SHOW A VALVE AT A CERTAIN LOCATION.
WE'VE GONE OUT, CAN'T FIND A VALVE, RIGHT.
UH, SO WE HAVE TO SEND SURVEYORS OUT TO TRY AND HELP US LOCATE THOSE VALVES.
UH, WE'VE DONE VALVE ASSESSMENTS, UH, METER PLACEMENT STRATEGY BECAUSE THAT'S IMPORTANT FOR US BECAUSE WE WANNA MAKE SURE WE HAVE ACCESS TO METERS, UH, IN ORDER, UH, OPERATE AND MAINTAIN.

UM, THE PLAN THAT HDR PROVIDED WAS A 10 YEAR PLAN, UH, BUT WE'RE LOOKING AT ALSO POTENTIALLY EXPANDING THAT IN 15 OR 20 YEARS AS WELL.
UH, REAL QUICK, UH, PEER B IS ON THERE.
UH, IT PROBABLY TOO RECENT OF AN A DEVELOPMENT OR

UM, ONE OF THE BIGGER, YOU KNOW, ISSUES FOR US IS WATER QUALITY, UM, BECAUSE THERE'S LIMITED CIRCULATION AND HIGH WATER AGE AND LOW CHLORINE RESIDUALS, UH, WITHIN THE PORT WATER, BASICALLY THEY HAVE OVERSIZED PIPES WHERE WATER DOESN'T CIRCULATE, UH, APPROPRIATELY.
UH, AND THIS IS BASED ON HYDRAULIC MODEL RESULTS.
UH, THERE ARE PORTIONS OF THE TRANSFER HYDRANTS THAT WOULD REQUIRE IMPROVEMENTS, UH, TO SATISFY OUR FIRE FLOW CRITERIA.
UH, RELOCATION DEMEANORS, AS I MENTIONED EARLIER, THAT'S IMPORTANT BECAUSE WE WANT TO MAKE SURE WE HAVE ACCESS, UH, AND CONTINUITY OF OPERATIONS.
AND PIPELINE ACCESSIBILITY IS ANOTHER FACTOR.

UH, WHAT WE ARE PROPOSING, OR WHAT HDR HAS PROPOSED IS TO RUN A ANY TRANSMISSION MAIN AROUND TOYOTA SITE, UH, WITHIN PUBLIC RIGHT OF WAY, UH, TOWARDS HERE WHERE, UH, A BOOSTER STATION, UH, WOULD BE CONSTRUCTED.
NOW THE THOUGHT BEHIND THAT IS THE BOOSTER STATION WOULD IMPROVE WATER CIRCULATION AND POTENTIALLY IMPROVE WATER QUALITY.
I THINK, UH, THERE'S AN OPTION TO IN ALSO INCLUDE A CHLORINE BOOST THROUGHOUT THIS BOOSTER.

THEY'VE ASKED US TO GO BACK AND DO SOME HYDRAULIC MODELING, BUT YOU KNOW, WE, WE ARE MAKING GOOD PROGRESS, AT LEAST THE FACT THAT THEY'RE PROPOSING SOMETHING DIFFERENT FROM WHAT WE ARE, YOU KNOW, UM, SAYING IS A GOOD COMMUNICATION STRATEGY.
SO THE GOAL FOR US IS TO BRING, UM, AN AMENDMENT TO THE BOARD, UH, BY SEPTEMBER, UH, LISTING THE PROJECTS THAT ARE GOING TO BE, UH, IMPLEMENTING.
SO THE MOU STIPULATES THAT ONCE STAFF GETS TO A POINT WHERE SPECIFIC PROJECTS ARE SELECTED, DO WE HAVE TO BRING IT BACK TO THE BOARD FOR FINAL APPROVAL? UM, SO BETWEEN NOW AND SEPTEMBER, OUR GOAL IS TO VET OUT ALL THESE PROJECTS THAT NEEDS TO BE IMPLEMENTED AND BRING IT TO THE BOARD FOR APPROVAL.
UH, ONCE OUR BOARD APPROVE, IT'LL GO TO THEIR BOARD FOR FINAL APPROVAL AS WELL, BECAUSE THEY'LL BE, UM, YOU KNOW, TIED WITH SOME EXPENDITURES AT THAT POINT.
SO THE BOARD IS, DO THEY KNOW WHAT'S GOING ON? HAVE THEY SEEN ANY OF THESE NUMBERS YET? THEIR GENERAL MANAGER, THEIR, UM, CEO IS AWARE OF IT.
UM, THEY'VE NOT THE BOARD, THE BOARD, I'M NOT SURE.
UH, YEAH, BUT THEIR GENERAL MANAGER IS AWARE OF IT.
WE HAVE, UH, INFORMED THEM THAT WE WERE GOING TO PRESENT THIS ITEM TO YOU TODAY SO THAT, YOU KNOW, YOU ARE AWARE AND OF THE STATUS.
UH, BUT WE DO ENCOURAGE THEM TO, YOU KNOW, UPDATE THEIR BOARD AND, AND, AND SO FORTH.
WE'VE SHARED THIS INFORMATION WITH THEIR, UH, CEO SEVERAL TIMES.
WERE THEY SURPRISED BY THE NUMBER OF PROJECTS AS WELL AS THE TOTAL ESTIMATE? I, I THINK IT WASN'T THE SURPRISE TO THEM BECAUSE I THINK THIS PROJECT HAS BEEN IN THE WORKS IN THE PAST, YOU KNOW, FIVE YEARS OR SO.
UH, THE ONLY DIFFERENCE IN, IN STRATEGY THAT WE ARE IMPLEMENTING NOW IS WE'RE TAKING MORE OF A PHASED APPROACH, UM, BASICALLY TACKLING WATER QUALITY FIRST.
UM, AND THEN WE'LL BE, YOU KNOW, DEALING WITH THEIR HYDRAULIC CHALLENGES, FIRE FLOW CHALLENGES IN SOME OF THESE AREAS.
UM, YOU KNOW, ONE OF THE BIGGEST CHALLENGES IS THAT THE PORT IS, THE PIPELINE SYSTEM IS CONSTRUCTED LIKE BASICALLY A TREE AND, YOU KNOW, A WATER SYSTEM, YOU WANT IT TO BE LOOPED SO THAT THE WATER IS CIRCULATING ALL THE TIME.
UH, THE WORST THING YOU CAN DO TO

WATER IS HAVE IT SIT STAGNANT FOR A LONG PERIOD OF TIME AND IT COLLECTS BACTERIA AND YOU LOSE CHLORINE OVER TIME.SO WHAT, WHAT ALL OF THESE PROJECTS ARE PROPOSING IS BASICALLY TO LOOP THE SYSTEM IN AND HAVE WATER CIRCULATION.
SO WE'RE TRYING TO EDUCATE, UH, THE PORT AS WELL AS TO WHAT TYPE OF BENEFIT THEY WILL HAVE AND, AND START WITH PROJECTS THAT THEY COULD EASILY BENEFIT WITH FIRST AND THEN WORK OUR WAY.
UH, BUT WE'VE ALREADY INTERNALLY ESTABLISHED A DEADLINE AMONGST STAFF WITH THE PORT STAFF AS WELL AS OUR STAFFERS, UH, AS WELL TO BRING THIS ITEM TO THE BOARD BY SEPTEMBER.
UH, SO THEY, THEY'RE NOT AS SURPRISED BECAUSE IT'S BEEN SOMETHING IN THE WORKS FOR A LONG TIME.
DO THEY USE A LOT OF WATER? UM, THEY DON'T USE A LOT OF POTABLE WATER.
UH, AND THAT'S PART OF OUR CONCERN RIGHT NOW FOR THEM TO KEEP THE WA THEIR WATER QUALITY SOMEWHAT INTACT, IS FOR THEM TO JUST FLUSH THE WATER SO THAT THE WATER CAN KEEP CIRCULATING.
THEY HAVE OVERSIZED PIPES THAT AT THAT TIME WAS MEANT FOR, YOU KNOW, FIRE FLOW, BUT IT'S NOT CIRCULATING.
SO THEY, THEY CONTINUOUSLY HAVE TO FLUSH A, AN ENORMOUS AMOUNT OF WATER, AND THAT'S WHAT WE ARE ADVISING THEM.
HEY, LET'S LOOP IT IN SO THAT WE CAN HAVE THE WATER CIRCULATING.
AND IF IT IS NOT USED AT PIER A, IT COULD BE USED AT PB SO THAT IT CAN HAVE SOME FORM OF MOVEMENT.
UM, BUT IT'S, IT'S, IT'S BECAUSE OF THE FINANCIAL COMMITMENT.
OBVIOUSLY THEY'RE HESITANT, RIGHT? UH, SO WE ARE TRYING TO MAKE IT MORE PALATABLE AND MORE PHASED AND, YOU KNOW, ONCE THEY SEE THAT THEY DON'T HAVE TO FLUSH AS MUCH WATER, PERHAPS THEY CAN, YOU KNOW, BENEFIT FROM, FROM THESE PROJECTS.
THOMAS, ON THE ITEM THAT YOU'RE PROPOSING TO BRING TO US IN SEPTEMBER, UH, WILL THAT JUST BE PHASE A OF A NUMBER OF ADDITIONAL PHASES? UH, THAT WOULD BE, FOR EXAMPLE, OUT OF THE 17 PROJECTS ROB SHOWED, UH, WE WOULD PROBABLY BE BRINGING TO THE BOARD MAYBE THREE OR FOUR OF THEM WITH A COMMITMENT FROM THE PORT THAT THEY WILL BE PAYING FOR THOSE ITEMS. WOULD IT BE POSSIBLE MAYBE ASKING TOO MUCH? UM, I RETRACT THE QUESTION
DOES THAT INCLUDE, UM, UH, EARTH 55, PLACES LIKE THAT? UH, RESTAURANTS THAT, THOSE ARE FURTHER SOUTH, UM, SOUTH AND EAST.
SO WHAT, UH, WHAT, WHAT USERS OF POTABLE WATER, UH, DRINKING WATER ARE THERE IN THIS, IN THIS FIRST PHASE? SO THE TE THE TENANTS ON PRB WHERE YOU HAVE THE TOYOTA CENTER, UH, THOUGH THEY HAVE A FEW FACILITIES THERE, ONE OF THE OTHER THINGS THAT WE ARE HOPING, UH, TO GET OUT OF THIS IS ONCE WE GET A CHLORINE BOOSTER IN THE SYSTEM, WE ARE HOPING THAT THAT WILL, YOU KNOW, IT'S SOMEWHAT TRANSLATE DOWNSTREAM AS WELL.
UM, HAVING THE WATER CIRCULATE IN SOME CAPACITY WILL BE BENEFICIAL ALL OVER, UM, YOU KNOW, THE, THE PORT TO SOME CAPACITY.
BUT, YOU KNOW, IT'S THIS, THIS PROJECT SPECIFICALLY, UH, DO NOT, UH, TARGET, YOU KNOW, CERTAIN USERS OR CERTAIN USER USE, UH, GROUPS.
BUT, YOU KNOW, THAT'S SOMETHING THAT WE WANT TO, YOU KNOW, WORK WITH THE PORT EXTENSIVELY ON, BUT AT FIRST WE JUST HAVE TO GET THE WATER CIRCULATING.
AND I UNDERSTAND, UH, PRIORITIZING CERTAIN USERS OVER OTHERS CAN BE PROBLEMATIC.
UH, I JUST THINK OF, UH, HIGH POTABLE WATER USERS, LIKE A, LIKE A RESTAURANT, UH, FIRE STATIONS, UM, THAT ARE MANNED 24 HOURS A DAY, SEVEN DAYS A WEEK, 3, 6, 5 DAYS A YEAR.
UM, FOLKS DRINKING, YOU KNOW, STRAIGHT OUT OF THE FAUCET.
THOSE ARE THE, THE DRINKING WATER FOLKS THAT I'M MOST CONCERNED ABOUT THE LONGEST TERM CONCERN OVER.
AND I UNDERSTAND THAT THE, THE PORT FLUSHING, UH, HAS, HAS APPARENTLY BEEN SUCCESSFUL BECAUSE WE HAVEN'T HAD SERIOUS HEALTH ISSUES COME OUTTA THOSE PLACES.
UH, I'M, I'M JUST CONCERNED ABOUT THE POTENTIAL FOR THAT HAPPENING.
UM, WONDERING IF THERE'S A WAY TO PRIORITIZE THOSE FACILITIES SOMEHOW ON THE, ON THE MATRIX.
UM, THAT, UH, YOU KNOW, WHILE YES TOYOTA, I'M SURE THERE'S PEOPLE THAT, THAT DRINK OUT OF THE F THERE, BUT I THINK THE NUMBER OF THOSE PEOPLE ARE PROBABLY EXTREMELY LOW VERSUS A RESTAURANT OR A FIRE STATION.
